NAVY
Huntington Ingalls Inc., Newport News, Virginia, is being awarded a $3,352,611,760 fixed-price-incentive-firm target contract for all remaining detail design and construction (DD&C) efforts for aircraft carrier USS John F. Kennedy (CVN 79). This new contract award, along with simultaneously awarded modification N00024-09-C-2116, will provide all design and construction services and material for the construction of CVN 79, including necessary research studies; engineering; design; related development efforts; detail design and procurement of material; construction; life cycle support; logistics data and other data to support the DD&C of CVN 79. Work will be performed in Newport News, Virginia, and is expected to be complete by June 2022. Fiscal 2011, 2013, 2014, and 2015 shipbuilding and conversion (Navy) and fiscal 2015 research, development, test and evaluation funding in the amount of $188,031,383 will be obligated at time of award and funds will not expire at the end of the current fiscal year. The contract was not competitively procured in accordance with FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. Huntington Ingalls Inc., Newport News, Virginia, is being awarded a $941,175,219 cost-plus-incentive-fee modification to previously awarded contract (N00024-09-C-2116) for labor to complete aircraft carrier USS John F. Kennedy (CVN 79) component and steel fabrication, selected construction unit assemblies, and all remaining direct material. This contract modification, along with simultaneously awarded new contract N00024-15-C-2114, will provide all design and construction services and material for the construction of CVN 79, including necessary research studies; engineering; design; related development efforts; detail design and procurement of material; construction; life cycle support; logistics data and other data to support the detail design and construction of CVN 79. Work will be performed in Newport News, Virginia, and is expected to be complete by June 2022. Fiscal 2015 shipbuilding and conversion (Navy) funding in the amount of $350,843,727 will be obligated at the time of award and funds will not expire at the end of the current fiscal year. The contract was not competitively procured in accordance with FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. BAE Systems Land & Armaments LP, Minneapolis, Minnesota, is being awarded a $26,775,439 firm-fixed-price modification to previously awarded contract (N00024-09-C-4137) for the manufacture and delivery of propulsor and tailcone for Virginia-class submarines SSN 792 (USS Vermont) and SSN 793 (USS Oregon). This modification is for the manufacture and assembly of the fixed portion and partial rotating portion of the Virginia-class submarine propulsor required to support construction of SSN 792 and SSN 793. Work will be performed in Louisville, Kentucky (88 percent); and Minneapolis, Minnesota (12 percent), and is expected to be completed by May 2017. Fiscal 2015 shipbuilding and conversion (Navy) funding in the amount of $26,775,439 will be obligated at the time of award and will not expire at the end of the current fiscal year. American Rheinmetall Munitions Inc., Stafford, Virginia, is being awarded a $10,264,991 firm-fixed-priced, indefinite-delivery/indefinite-quantity contract for the procurement of MK 281 40MM practice grenades to support Navy Special Warfare Command requirements for use in the Advanced Lightweight Grenade Launcher System. The MK 281 (MOD 1 and MOD 3) 40MM practice grenades support Navy Special Warfare Command requirements in long range target acquisition and elimination. The MOD 1 cartridge has an infrared component that allows it to be used for day or night marking. The MOD 3 has improved components that make those cartridges insensitive munitions compliant. Work will be performed in Trittau, Germany, and is expected to be completed by June 2020. Fiscal 2015 procurement of ammunition, (Navy and Marine Corps) contract funds in the amount of $1,401,862 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S.C. 2304 (c)(1) - only one responsible source, in accordance with FAR 6.302-1. AIR FORCE
L-3 Communications Corp., Integrated Systems Group, Greenville, Texas, has been awarded a $23,188,063 firm-fixed-price undefinitized contract action for King Air 350 aircraft support. Contractor will provide training, a mission systems trainer, field service representative support, and spares in support of Intelligence Surveillance and Reconnaissance capabilities for two King Air 350 aircraft. Work will be performed at Greenville, Texas, and is expected to be completed by Dec. 31, 2017. This contract is 100 percent foreign military sales to Saudi Arabia. This award is the result of a sole-source acquisition. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio is the contracting activity (FA8620-14-C-4023).
L-3 Communications Integrated Systems, Waco, Texas, has been awarded a $10,525,232 existing firm-fixed-price contract for Australian ground support equipment (GSE). Contractor will provide program requirements for the Royal Australian Air Force C-27J Australia GSE at Richmond Air Base, Australia, including equipment and supply support. Work will be performed at Waco, Texas, and is expected to be complete by Nov. 30, 2017. This award is the result of a sole-source acquisition. DEFENSE LOGISTICS AGENCY
Lockheed Martin, Orlando, Florida, has been awarded a maximum $20,670,740 firm-fixed-price contract against a basic ordering agreement for aircraft parts in support of the Navy F/A-18 program. This was a sole-source acquisition using justification 10 USC 2304 (c)(1). Location of performance is Florida, with a Sept. 30, 2017, performance completion date. Using service is Navy. Type of appropriation is fiscal 2015 through fiscal 2017 aircraft procurement Navy funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania (SPE4A1-15-G-0005 TH00).
The Wornick Co., Cincinnati, Ohio, has been awarded a maximum $8,100,000 fixed-price with economic-price-adjustment contract for meal cold weather/long range patrol rations. This was a competitive acquisition with three responses received. This is a base-year contract with two one-year option periods. Location of performance is Ohio, with a June 4, 2016, performance completion date. Using services are Army and Marine Corps. Type of appropriation is fiscal 2015 through fiscal 2016 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPM3S1-15-D-Z100).
MISSILE DEFENSE AGENCY
Raytheon Missile Systems Co., Tucson, Arizona, is being awarded a $20,190,285 sole-source, cost-plus-incentive-fee contract modification. Under this contract, the contractor will perform Standard Missile-3 Block IB production support and engineering efforts. The work will be performed in Tucson, Arizona; and Huntsville, Alabama, with an estimated completion date of November 2015. Fiscal 2015 defense-wide procurement funds in the amount of $20,190,285 are being obligated on this award. ARMY
AM General, South Bend, Indiana, was awarded a $9,527,078 firm-fixed-price contract for procurement of 25 each M1151A1B1 high mobility multi-purpose wheeled vehicles; 25 each M1152A1B2 high mobility multi-purpose wheeled vehicles; two each engines; two each transmissions; and one lot contractor spares. Work will be performed in Mishawak, Indiana, with an estimated completion date of June 30, 2016. Bids were solicited via the Internet with one received. Fiscal 2015 Other funds in the amount of $9,527,078 are being obligated at the time of the award.
