DEFENSE LOGISTICS AGENCY
 

Metals USA, Fort Washington, Pennsylvania, has been awarded a maximum $120,000,000 fixed-price with economic-adjustment, indefinite-delivery/indefinite-quantity contract for metals, metal products and incidental services for the prime vendor program for the central region of the U.S. This was a competitive acquisition with four responses received. Location of performance is Pennsylvania, with a June 7, 2020, performance completion date. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2015 through fiscal 2020 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE8E5-15-D-0015).
 

LB&B Associates Inc., Columbia, Maryland, has been awarded a maximum $38,305,951 firm-fixed-price contract for fuel management services. This was a competitive acquisition with six responses received. This is a four-year base contract with one five-year option period, and six one-month extensions following the option period. Locations of performance are Maryland and Virginia, with a Sept. 30, 2019, performance completion date. Using service is Navy. Type of appropriation is fiscal 2015 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE600-15-C-5014).
 

ARMY
 

Raytheon/Lockheed Martin Javelin Joint Venture, Tucson, Arizona, was awarded a $70,239,965 modification (PZ0022) to foreign military sales contract (W31P4Q-13-C-0129) that definitizes fiscal 2013 and 2014 production year lot for Army Javelin requirements included in letter contract and establishes option pricing for fiscal 2015. Affected countries include New Zealand, Jordan, Indonesia, Lithuania, Qatar, Oman, Ireland and Estonia. Work will be performed in Tucson, Arizona, with an estimated completion date of Sept. 30, 2017. Fiscal 2013, 2014 and 2015 Other funds are being obligated at the time of the award. Army Contracting Command, Redstone Arsenal - Missile, Redstone Arsenal, Alabama, is the contracting activity.
 

Z Systems Corp.,* Greenbelt, Maryland, was awarded a $13,579,788 modification (P000120) to contract (W52P1J-12-G-0036) for an additional scope requirement. Service procured is logistics support service to include maintenance of equipment and supply activity support for 2d Brigade. Fiscal 2015 operations and maintenance, Army funds in the amount of $2,545,798 were obligated at the time of the award. Estimated completion date is Aug. 7, 2019. Work will be performed at Fort Hood, Texas. Army Contracting Command, Fort Hood, Texas, is the contracting activity.
 

Mills Manufacturing Corp.,* Ashville, North Carolina, was awarded a $6,783,244 firm-fixed-fee contract for 22-foot cargo extraction parachutes. The minimum guaranteed quantity is 246 each and the estimated maximum four year quantity is 6,150 each. Performance location and funding will be determined with each order. Estimated completion date is June 6, 2019. Bids were solicited via the Internet with three received. Army Contracting Command is the contracting activity (W56HZV-15-d-0040).
 

NAVY
 

Integrity Consulting Engineering and Security Solutions,* Frederick, Maryland, is being awarded a maximum amount $25,000,000 indefinite-delivery/indefinite-quantity contract for program management support for the Naval Facilities Engineering Command Anti-Terrorism/Force Protection Ashore Program worldwide. The work to be performed provides for programmatic, technical and administrative support to facilitate the planning, execution and sustainment of all systems being implemented under the Naval Facilities Engineering Command Anti-Terrorism/Force Protection Ashore Program. No task orders are being issued at this time. Work will be performed at Navy installations worldwide. The term of the contract is not to exceed 60 months with an expected completion date of September 2020. Fiscal 2015 operation and maintenance, (Navy) contract funds in the amount of $10,000 are being obligated on this award and will expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with four proposals received. The Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, California, is the contracting activity (N39430-15-D-1605).
 

The Boeing Co., St. Louis, Missouri, is being awarded an $11,202,849 indefinite-delivery/indefinite-quantity contract to integrate the Digital Data Set (DDS) weapon replaceable assembly into Virtual Mission Training System-equipped T-45C aircraft, to implement the Terrain Awareness Warning System capability in the DDS. This effort includes the non-recurring engineering to integrate the hardware and the production of the T-45C Mission Display Processor (MDP) Operational Flight Program (OFP) System Configuration Set (SCS) H6.0, as well as the engineering services to support the government development of MDP OFP SCS H7.0 in support of Automatic Dependent Surveillance - Broadcast Out and the transfer of the Multifunction Test Set Operational Test Program Set support equipment. Work will be performed in St. Louis, Missouri, and is expected to be completed in June 2020. Fiscal 2014 aircraft procurement (Navy) funds in the amount of $7,784,657 will be obligated at time of award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR.6.302-1. The Naval Air Warfare Center Weapons Division, China Lake, California, is the contracting activity (N68936-15-D-0016).
 

NAL Research Inc., Manassas, Virginia, is being awarded an $8,840,563 cost-plus-fixed-fee contract to support integrating existing, new or modified Iridium devices and Iridium network capabilities such as global data broadcast. This Iridium support also includes training and documentation on the use of these sensors and the dissemination of data to the user. Naval Surface Warfare Center, Dahlgren Division (NSWCDD) provides various government agencies and activities with persistent intelligence, surveillance, and reconnaissance (ISR) capabilities. The persistence in detecting, identifying, and characterizing changes in a target's status anywhere and anytime requires a new set of devices. The persistent ISR capability provided by this acquisition will provides NSWCDD with the ability to provide new tagging, tracking and locating devices and surveillance capabilities of the Iridium network capable of continued observational access to multiple targets operating in their area of responsibility. Work will be performed in Manassas, Virginia, and is expected to be completed by May 2020. Fiscal 2015 research, development, test and evaluation funding in the amount of $100,000 will be obligated at the time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured in accordance with FAR 6.302-1 and DFARS 206.302-1 - full-and-open competition need not be provided for when the contractor is the sole responsible source that is able to satisfy agency requirements. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Virginia, is the contracting activity (N00178-15-D-2013).


AIR FORCE
 

Canadian Commercial Corp., Ottawa, Ontario, has been awarded a $19,342,257 firm-fixed-price contract for the Infrared Detections System. Contractor will provide repair work determined by the initial functional checkout and the disassembly/assembly required returning the item to a serviceable end item. Work will be performed at Fort Lauderdale, Florida, and is expected to be complete by June 7, 2020. This award is the result of a sole source acquisition. No funds will be obligated at contract award. Air Force Sustainment Center, Robins Air Force Base, Georgia, is the contracting activity (FA8524-15-D-0009).
 

Raytheon Missile Systems Co., Tucson, Arizona, has been awarded a $10,647,581 not-to-exceed letter contract for Small Diameter Bomb II. Contractor will provide Small Diameter Bomb II aircraft integration test assets, to include jettison test vehicles, and instrumented measurement vehicles on the F/A-18E/F aircraft. Work will be performed at Tucson, Arizona, and is expected to be complete by Aug. 10, 2016. This award is the result of a sole source acquisition. Fiscal 2015 research, development, test and evaluation funds in the amount of $5,000,000 are being obligated at the time of award. Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity (FA8672-15-C-0185).
