NAVY
Data Link Solutions LLC, Cedar Rapids, Iowa, is being awarded a potential maximum $478,600,000 indefinite-delivery/indefinite-quantity contract for the production, development and sustainment of the Multifunctional Information Distribution System (MIDS) Joint Tactical Radio Systems (JTRS) terminals. The MIDS JTRS terminal is a four-channel software defined radio that delivers existing Link 16 with concurrent multi-netting-4 and tactical air navigation functionality, as well as three channels for future growth, including JTRS advanced networking waveforms such as tactical targeting network technology, multifunction advanced data link, intra-flight data link and other advanced networking waveforms. The MIDS JTRS terminal is a line-of-sight radio system for collecting and transmitting broadband, jam-resistant, secure data and voice across a variety of air, sea and ground platforms. The mission of MIDS Program Office is to develop, field and support interoperable, affordable and secure MIDS tactical data link and programmable networking technologies and capabilities for the joint, coalition and international warfighter. This contract is expected to combine purchases for the Navy, potentially other U.S. armed services (99 percent), and various other governments, including Austria, Chile, Finland, Israel, Jordan, Japan, Kuwait, Malaysia, Morocco, Oman, Pakistan, Qatar, South Korea, Saudi Arabia, Singapore, Sweden, Switzerland, Taiwan, Thailand, United Arab Emirates, Australia, Canada, New Zealand, United Kingdom, NATO, and all NATO nations (one percent) under the Foreign Military Sales program. Work will be performed in Cedar Rapids, Iowa (50 percent); and Wayne, New Jersey (50 percent), and work is expected to be completed June 15, 2020. Fiscal 2015 operations and maintenance funds in the amount of $1,000,000 will be placed on contract and obligated on the first task order concurrent with contract award which will meet the minimum order requirement. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S.C. 2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements, as implemented by Federal Acquisition Regulations Subpart 6.302-1(a)(2). Anthony and Gordon Construction Co. Inc.,* Knoxville, Tennessee (N69450-15-D-0607); Asset Group Inc.,* Oklahoma City, Oklahoma (N69450-15-D-0608); Global Engineering and Construction LLC,* Renton, Washington (N69450-15-D-0609); Solis Constructors Inc.,* Austin, Texas (N69450-15-D-0610); MJPM Constructors,* San Antonio, Texas (N69450-15-D-0611); WEB LLC,* Springfield, Virginia (N69450-15-D-0612); and FLW-TJC JV,* Prospect, Kentucky (N69450-15-D-0613), are each being awarded an indefinite-delivery/indefinite-quantity multiple award design-build construction contract for construction projects located primarily within the Naval Facilities Engineering Command (NAVFAC) Southeast area of responsibility (AOR). The maximum dollar value including the base period and two option years for all seven contracts combined is $95,000,000. The work to be performed provides for, but is not limited to, new construction, renovation, alteration, demolition, repair work, and any necessary design including: industrial, airfield, aircraft hangar, aircraft traffic control, infrastructure, administrative, training, dormitory, and community support facilities. These seven contractors may compete for task orders under the terms and conditions of the awarded contract. No task orders are being issued at this time. All work on this contract will be performed primarily within the NAVFAC Southeast AOR including but not limited to South Texas (85 percent) and the remainder of the NAVFAC Southeast AOR (15 percent). The term of the contract is not to exceed 36 months, with an expected completion date of June 2018. Fiscal 2015 operation and maintenance (Navy) contract funds in the amount of $7,000 are obligated on this award and will expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with 45 proposals received. Epsilon Systems Solutions Inc.,* Portsmouth, Virginia (N68335-15-D-0026); Prism Maritime LLC,* Chesapeake, Virginia (N68335-15-D-0027); Delphinus Engineering Inc.,* Eddystone, Pennsylvania (N68335-15-D-0028); and Superior Marine Solutions LLC,* Norfolk, Virginia (N68335-15-D-0029), are each being awarded cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity multiple award contracts to provide for installation and alteration services in support of common aviation support equipment and aircraft launch and recovery equipment on board air capable ships and shore sites, both domestic and international. The aggregate not-to-exceed amount for these awards is $29,000,000, and each contract holder will have the opportunity to compete on each subsequent task order. Work may be performed in the following Naval Air Systems Command locations: Santa Rita, Guam; Atsugi, Japan; Beaufort, South Carolina; Manama, Bahrain; Point Mugu, California; China Lake, California; Fallon, Nevada; Sigonella, Italy; Meridian, Mississippi; New Orleans, Louisiana; Whiting Field, Florida; Panama City, Florida; Yuma, Arizona; North Island, California; Jacksonville, Florida; and Mayport, Florida. Work performed under these contracts is expected to be completed in June 2020. Fiscal 2015 aircraft procurement (Navy) and fiscal 2015 other procurement (Navy) funds in the amount of $156,035 will be obligated at time of award, none of which will expire this fiscal year. This contract was competitively procured via an electronic request for proposals as a 100 percent small business set-aside; four offers were received. ARMY
Oshkosh Defense LLC, Oshkosh, Wisconsin, was awarded a $184,453,077 modification (000803) to contract W56HZV-09-D-0159 to add 698 FMTVs (Family of Medium Tactical Vehicles) and applicable federal retail excise tax to the contract. Funding and work location will be determined with each order with an estimated completion date of Sept. 30, 2015. Army Contracting Command, Warren, Michigan, is the contracting activity.
Kipper Tool Co.,* Gainesville, Georgia, was awarded a $10,701,815 firm-fixed-price contract for an estimated 500 small arms shop set. Funding and work location will be determined with each order with an estimated completion date of June 16, 2020. Bids were solicited via the Internet with six received. AIR FORCE
Odyssey Systems Consulting Group Ltd., Wakefield, Massachusetts, has been awarded a $36,970,361 firm-fixed-price contract for technical support services. Contractor will provide technical advisory and assistance services contract for services in the following three main categories: Systems Engineering providing system engineering, system integration, system effectiveness and analysis, system architecture and risk management; Operations and Sustainment providing support for the integrated sustainment test and support environment and operations and sustainment engineering; and Acquisition Security providing program protection planning, cybersecurity and unit and administrative security. Work will be performed at Los Angeles Air Force Base, California; Vandenberg Air Force Base, California; and Peterson Air Force Base, Colorado, and is expected to be complete by June 30, 2020. This award is the result of a competitive acquisition using the General Services Administration OASIS Small Business Pool 5B with five offers received. Fiscal 2015 missile procurement, operations and maintenance, and research, development, test and evaluation funds in the amount of $3,697,185 are being obligated at the time of award. General Atomics - Aeronautical Systems, Poway, California, has been awarded a $21,070,132 firm-fixed-price, cost-plus-incentive fee order (0109) on previously awarded contract FA8620-10-G-3038 for Predator Mission Aircrew Training Systems (PMATS). Contractor will provide hardware deliverables, associated spares, and non-recurring engineering support. Work will be performed at Poway, California, and is expected to be complete by Jan. 14, 2018. This award is the result of a sole-source acquisition. Fiscal 2013 and 2014 aircraft procurement funds in the amount of $21,070,131 are being obligated at the time of award.
