AIR FORCE
 

Engineering Research and Consulting Inc., Huntsville, Alabama, has been awarded an $82,153,023 cost-plus-fixed-fee contract for research in Propulsion Sciences III. Contractor will provide for on-site research and development to the Air Force Research Laboratory across a wide spectrum of propulsion-related areas. Work will be performed at Edwards Air Force Base, California, and is expected to be complete by Jan. 31, 2020. This award is the result of a competitive acquisition; one offer was received. Fiscal 2015 research, development, test and engineering funds in the amount of $2,848,816 are being obligated at the time of award. Air Force Test Center, Edwards Air Force Base, California, is the contracting activity (FA9300-15-C-0004).
 

Southwind Construction Services LLC, Edmond, Oklahoma, has been awarded a $9,145,000 firm-fixed-price task order on contract FA8101-10-D-0005 for construction. Contractor will provide repair/renovation of the ventilation systems in the southwest and center docks of Building 2122. Work will be performed at Tinker Air Force Base, Oklahoma, and is expected to be complete by July 29, 2017. This award is the result of a competitive multiple award construction contract acquisition and two offers were received. Fiscal 2015 depot maintenance activity group working capital funds in the amount of $9,145,000 are being obligated at the time of award. Air Force Life Cycle Management Center, Tinker Air Force Base, Oklahoma, is the contracting activity. (Awarded July 30, 2015)

NAVY
 

IBM U.S. Federal, Bethesda, Maryland (N00104-13-D-QA03); Accenture Federal Services LLC, Arlington, Virginia (N00104-13-D-QA04); and Deloitte Consulting LLP, Alexandria, Virginia (N00189-14-D-Q005), are being awarded a $67,100,000 modification to previously awarded multiple award firm-fixed-price, indefinite-delivery/indefinite-quantity contracts for process improvement, reengineering, management and data services in support of the Naval Supply Systems Command Business Systems Center. Work will be performed in Mechanicsburg, Pennsylvania (50 percent); Bethesda, Maryland; Arlington, Virginia; and Alexandria, Virginia (50 percent), and will be completed by December 2015. No funding will be obligated at the time of award. Operation and maintenance (Navy) and working capital funds (Navy) will be used for future task orders issued against the contract. Funds will not expire before the end of the current fiscal year. This contract was not competitively procured under the authority set forth in 10 U.S.C. 2304(c)(1). Naval Supply Systems Command Fleet Logistics Center Norfolk Contracting Department, Mechanicsburg, Pennsylvania, is the contracting activity.
 

CACI-ISS Inc., Chantilly, Virginia, is being awarded a $37,895,538 cost-plus-fixed-fee, cost-reimbursable contract services in support of command, control, computers, communications, intelligence projects. This effort includes quick reaction mission functions in the field of command, control, computers, communications, intelligence, surveillance, reconnaissance (C4ISR) electronic systems and interoperability in the rapid design, development, prototyping, modification, integration, test and evaluation, installation, fielding, certification, procurement, fabrication, and maintenance/logistics support of C4ISR in support of the Naval Air Warfare Center Aircraft Division’s Special Communications Mission Solutions Division. Work will be performed in Lexington Park, Maryland (48 percent); St. Inigoes, Maryland (47 percent); and Fayetteville, North Carolina (5 percent), and is expected to be completed in April 2017. Fiscal 2015 working capital funds; fiscal 2015 operation and maintenance (Navy); and fiscal 2015 procurement funds (Defense) in the amount of $3,718,846 will be obligated at time of award, $25,391 of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to 10 U.S.C. 2304(c)(1). This contract combines purchases for the Navy ($37,653,007; 99.36 percent) and Department of Defense ($242,531; 0.64 percent) The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland is the contracting activity (N00421-15-C-0021).
 

Caddell Construction Co. (Delaware) LLC, Montgomery, Alabama, is being awarded a $34,393,000 modification under a previously awarded firm-fixed-price contract (N69450-14-C-1756) to exercise options one and three which provides for construction of nuclear power training facilities at Joint Base Charleston. The work to be performed under these options provides for the renovation of a multi-story training support building; construction of a new multi-story, blast-hardened training support facility; and upgraded doors and floor finishings. The total contract amount after exercise of these options will be $146,462,397. Work will be performed in Goose Creek, South Carolina, and is expected to be completed by April 2018. Fiscal 2015 military construction, (Navy) contract funds in the amount of $34,393,000 are obligated on this award and will not expire at the end of the current fiscal year. The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity.
 

Joseph Chow and Associates Inc.,* San Francisco, California, is being awarded a maximum amount $30,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity architect-engineering contract for multi-discipline services for large projects in the Naval Facilities Engineering Command (NAVFAC) Southwest area of responsibility (AOR). The work to be performed provides for preparation of request for proposals for design-build projects; design-bid-build construction contract packages; site investigations to support new development of facilities on raw land and/or redevelopment of existing facilities on developed sites; studies/reports related to the designs of new facilities and/or renovation/repair of existing buildings; cost estimates; and post-construction award services. No task orders are being issued at this time. Work will be performed at various Navy and Marine Corps facilities and other government facilities within the NAVFAC Southwest AOR including, but not limited to, California (87 percent), Arizona (5 percent), Nevada (5 percent), Colorado (1 percent), New Mexico (1 percent) and Utah (1 percent), and is expected to be completed by August 2020. Fiscal 2015 operation and maintenance (Navy) contract funds in the amount of $5,000 are obligated on this award and will expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with 17 proposals received. The Naval Facilities Engineering Command, Southwest, San Diego, California, is the contracting activity (N62473-15-D-2412).
 

BAE Systems San Francisco Ship Repair, San Francisco, California, is being awarded an $11,279,619 firm-fixed-price contract for a 45-calendar-day shipyard availability for the regular overhaul and dry docking of USNS Cesar Chavez (T-AKE 14). Work will include clean and gas-free tanks, voids, cofferdams and spaces, deck non-skid renewal, ballast tank preservation, cylinder head and liner overhaul, main engine overhaul, heating, ventilation and air conditioning support, degaussing system repairs, annual lifeboat certification, galley ventilation system cleaning, docking and undocking, propeller system maintenance and boss cap replacement, bow thruster maintenance, overhauling sea valves, and underwater hull cleaning and painting. The contract includes options which, if exercised, would bring the total contract value to $11,344,100. Work will be performed in San Francisco, California, and is expected to be completed by Oct. 28, 2015. Fiscal 2015 maintenance and repair contract funds in the amount of $11,279,619 are being obligated at the time of award. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured and posted via the Federal Business Opportunities website, with two proposals received. The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity (N32205-15-C-3004).
 

ARMY
 

WisEngineering LLC,* Dover, New Jersey (W15QKN-15-D-0074); Decilog Inc.,* Melville, New York (W15QKN-15-D-0075); Intelligent Decision Systems Inc.,* Centreville, Virginia (W15QKN-15-D-0076); SimIs Inc.,* Portsmouth, Virginia (W15QKN-15-D-0077); and Subsystem Technologies Inc.,* Arlington, Virginia (W15QKN-15-D-0078), were awarded a $49,778,189 firm-fixed-price contract for software development for the Tactical Effects, Protection and Interactive Technologies Directorate, Army Armament Research, Development and Engineering Center. Funding and work location will be determined with each order with an estimated completion date of Aug. 2, 2020. Bids were solicited via the Internet with seven received. Army Contracting Command, Picatinny Arsenal, New Jersey, is the contracting activity.
 

General Dynamics Information Technology Inc., Fairfax, Virginia, was awarded a $10,408,061 contract for security and maintenance services for the Military Health System. Work will be performed in Falls Church, Virginia, with an estimated completion date of May 3, 2017. Bids were solicited via the Internet with one received. Fiscal 2015 operations and maintenance (Army) funds in the amount of $10,408,061 were obligated at the time of the award. Army Medical Research Acquisition Activity, Frederick, Maryland, is the contracting activity (W81XWH-15-F-0373).
