United Technologies Corp. - Pratt and Whitney, East Hartford, Connecticut, has been awarded a $93,181,130 modification (P00176) to previously awarded contract FA8611-08-C-2896 for F119 engine sustainment. Contractor will provide engine sustainment labor, data and combined test force operations and support. Work will be performed at East Hartford, Connecticut; Edwards Air Force Base, California; Elmendorf AFB, Alaska; Hickam AFB, Hawaii; Hill AFB, Utah; Langley AFB, Virginia; Nellis AFB, Nevada; Sheppard AFB, Texas; Tinker AFB, Oklahoma; and Tyndall AFB, Florida, and is expected to be complete by Dec. 31, 2017. University of Southern California (USC) - Information Sciences Institute (ISI), Los Angeles, California, has been awarded a $30,862,236 cost reimbursement contract for the acquisition of the Ptychography-based Rapid Imaging of Nano-Structures with Multi-layer Assemblies (PRISMA) effort. Contractor will address the technology development of non-destructive 3D imaging for integrated circuits fabricated with feature sizes less than or equal to 10 nm.  Work will be performed at Arlington, Virginia; Marina del Rey, California; and Los Angeles, California, and is expected to be complete by Jan. 24, 2022. This award is the result of a competitive acquisition with 12 offers received.  Fiscal 2016 research and development funds in the amount of $5,833,000 are being obligated at the time of award. Lockheed Martin Corp. - Lockheed Martin Aeronautics Corp., Fort Worth, Texas, has been awarded a $27,000,000 modification (P00008) to previously awarded contract FA8615-16-C-6048 to upgrade F-16 aircraft. Contractor will exercise four options in support of Singapore's F-16 program. Work will be performed at Fort Worth, Texas: and Singapore, and is expected to be complete by June 30, 2023. This contract is 100 percent foreign military sales to the government of Singapore. Air Force Lifecycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

 

Lockheed Martin Aeronautics Co., Fort Worth, Texas, has been awarded a $16,306,208 modification (P00074) to previously awarded contract FA8615-08-C-6050 to upgrade F-16 aircraft. Work will be performed at Fort Worth, Texas, and is expected to be complete by June 9, 2019. This contract is 100 percent foreign military sales to the government of Morocco. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity. 

 

Lockheed Martin Corp. - Lockheed Martin Aeronautics Corp., Fort Worth, Texas, has been awarded a $12,354,382 modification (P00022) to previously awarded contract FA8615-12-C-6016 for developmental support equipment. Contractor will provide equipment required for reliability, performance, and sustainability of 144 Taiwan F-16s. They also will provide specialized familiarization on the use of integrated ground software to support F-16 aircraft maintenance and accident investigations. Work will be performed at Fort Worth, Texas; and Taiwan, and is expected to be complete by May 31, 2022. This contract is 100 percent foreign military sales to Taiwan. BAE Systems Information and Electronic Systems Integrated Technology Solutions-Advanced Information Technologies, Burlington, Massachusetts, has been awarded a $9,110,606 cost-plus-fixed-fee contract for Rapid Analysis of Various Emerging NanoElectrons (RAVEN) efforts. Contractor will develop an analysis tool capable of imaging minimum size circuit features on a silicon integrated circuit chip. Work will be performed at Burlington, Massachusetts, and is expected to be complete by Nov. 22, 2018. This award is the result of a competitive acquisition with 12 offers received. Fiscal 2016 research, development, test and evaluation funds in the amount of $2,299,000 are being obligated at the time of award. NAVY

 

Bell-Boeing Joint Project Office, Amarillo, Texas, is being awarded a $267,250,000 modification (P00042) to a previously awarded cost-plus-incentive-fee, fixed-price incentive (firm target) contract (N00019-09-D-0008) for additional joint performance-based logistics support for the Marine Corps MV-22, and the Air Force and Special Operations Command CV-22 aircraft.  Work will be performed in Fort Worth, Texas (40 percent); Ridley Park, Pennsylvania (40 percent); New River, North Carolina (3.9 percent); Hurlburt Field, Florida (3.9 percent); Miramar, California (3.8 percent); Cannon, New Mexico (1 percent); Quantico, Virginia (0.6 percent); Kirtland, New Mexico (0.6 percent); Camp Pendleton, California (0.3 percent); Cherry Point, North Carolina (0.3 percent); Yuma, Arizona (0.2 percent); Kaneohe Bay, Hawaii (0.2 percent); Norfolk, Virginia (0.2); and various locations outside the continental U.S. (5 percent), and is expected to be completed in November 2018.  Fiscal 2017 operations and maintenance (Navy) funds in the amount of  $69,921,463; fiscal 2017 operations and maintenance (Special Operations Command) funds in the amount of $41,156, 000; fiscal 2017 operations and maintenance (Air Force) funds in the amount of  $4,409,537; and fiscal 2017 aircraft procurement (Navy) funds in the amount of  $16,000,000 will be obligated at time of award, $115,487,000 of which will expire at the end of the current fiscal year. This modification combines purchases for the Navy ($174,679,463); Special Operations Command ($83,531,000); and the Air Force ($9,039,537).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

General Dynamic Electric Boat (GDEB), Groton, Connecticut, is being awarded a $46,990,424 cost-plus-fixed-fee modification to previously awarded contract N00024-13-C-4308 to exercise options to perform non-nuclear submarine repair work on Groton-based submarines under the New England Manpower Initiative (NEMMI).  In accordance with 10 U.S. Code 2304(c)(1), this contract was not competitively procured. Under the terms of the contract, GDEB will continue to provide skilled personnel to perform non-nuclear submarine repair work at the Naval Submarine Base, New London, Connecticut, in support of returning mission ready submarines to the fleet. Work will be performed in Groton, Connecticut and is expected to be completed by Dec 2017.  Fiscal 2017 operations and maintenance (Navy) funding in the amount of $17,000,000 will be obligated at time of award and will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Huntington Ingalls Industries, Pascagoula, Mississippi, is being awarded a $43,569,211 fixed-price incentive (firm target), undefinitized contract action modification to previously awarded contract N00024-13-C-2307 for long lead time material and associated non-recurring engineering and pre-production activities required to support ship construction efforts for the DDG-125 ship. Work will be performed in Pascagoula, Mississippi (26.9 percent); Indianapolis, Indiana (20.1 percent); York, Pennsylvania (16 percent); Milwaukee, Wisconsin (15.7 percent); High Ridge, Missouri (9.2 percent); Saratoga Springs, New York (8 percent); and Shreveport, Louisiana (4.1 percent), and is expected to be completed by July 2022. Fiscal 2017 shipbuilding and conversion (Navy) funding in the amount of $32,676,908 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

RQ Construction LLC, Carlsbad, California, is being awarded a $24,395,000 firm-fixed-price contract for structural repairs to Wharf Bravo at Naval Air Station Guantanamo Bay.  The contract also contains one unexercised option, which if exercised, would increase the cumulative contract value to $36,779,000.  The work to be performed provides for repair and maintenance measures designed to promote long-term life and serviceability of Wharf Bravo including repair of steel sheet pile, repair sections of spalled concrete, replacement of steel fender framing, replacement of missing chains on camels and cleaning and recoating and/or replacing deteriorated mooring fittings.  The project includes installation of new steel sheet pile wall in order to create a single linear facility.  The project also includes soil stabilization to meet current site seismic requirements and will occur in the area behind the existing sheet pile wall.  Work will be performed in Guantanamo Bay, Cuba, and is expected to be completed by September 2018.  Fiscal 2017 operations and maintenance (Navy) contract funds in the amount of $24,395,000 are obligated at time of award and will expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website with two proposals received.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida is the contracting activity (N69450-17-C-1303).  

 

Sikorsky Aircraft Corp., Stratford, Connecticut, is being awarded a $14,709,000 modification (P00002) to a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-16-D-1000) to exercise an option for VH-3D/VH-60 Executive Helicopter Special Progressive Aircraft Rework sustainment support services. Services to be provided include security, project engineering, integrated logistics support, VIP Helicopter training, and program support for the Presidential Helicopters Program.  Work will be performed in Stratford, Connecticut (88 percent); and Quantico, Virginia (12 percent). Work is expected to be completed by December 2017.  Fiscal 2017 operations and maintenance funds (Navy) in the amount of $6,000,000 will be obligated at time of award, all of which will expire at the end of the current fiscal year. The Boeing Co., St. Louis, Missouri, is being awarded a $12,883,162 modification (P00009) to a previously awarded indefinite-delivery/indefinite-quantity,  cost-plus-fixed-fee contract (N00421-12-D-0003) for additional maintenance, manufacturing of parts, instrumentation and engineering support for all models of the F/A-18 and EA-18G aircraft to include ground and flight test programs conducted at the Naval Air Warfare Center Aircraft Division. Work will be performed in Patuxent River, Maryland, and is expected to be completed by September 2017. 

No funding will be obligated at time of award.  Funds will be obligated on individual task orders as they are issued. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

 

Raytheon Co., El Segundo, California, is being awarded a $9,003,960 modification (01) to a fixed-price-incentive order (000501) against a previously issued basic ordering agreement (N00019-15-G-0003) to manufacture and deliver three AN/APG-79 Active Electronically Scanned Array Radars in support of the F/A-18 E/F and EA-18 aircraft.  Work will be performed in Forest, Mississippi (48 percent); Dallas, Texas (31 percent); El Segundo, California (13 percent); and Andover, Massachusetts (8 percent), and is expected to be completed in August 2018.  Fiscal 2016 aircraft procurement (Navy) funds in the amount of $9,003,960 will be obligated on this award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

ARMY

 

General Dynamics Land Systems Inc., Sterling Heights, Michigan, was awarded a $65,292,225 cost-plus-fixed-fee foreign military sales (Iraq) contract for contractor logistic support and training for M1A1 tanks and M88A2 recovery vehicles.  Bids were solicited via the Internet with one received. Work will be performed in Iraq (85 percent); and Sterling Heights, Michigan (15 percent), with an estimated completion date of Dec. 31, 2017.  Fiscal 2010 other funds in the amount of $65,292,225 were obligated at the time of the award.  Army Contracting Command, Warren, Michigan, is the contracting activity (W56HZV-17-C-0026).

 

Weeks Marine Inc., Covington, Louisiana, was awarded a $63,325,255 firm-fixed-price contract for beach nourishment and completion of initial construction, Brigantine Inlet to Great Egg Harbor Inlet, Absecon Island, Atlantic County, New Jersey.  Bids were solicited via the Internet with two received. Work will be performed in Mays Landing, New Jersey, with an estimated completion date of Aug. 22, 2017.  Fiscal 2014, 2015, 2016 operations and maintenance, Army funds in the amount of $54,564,559; and fiscal 2016 other funds in the amount of $8,760,696 were obligated at the time of the award.  Army Corps of Engineers, Philadelphia, Pennsylvania, is the contracting activity (W912BU-17-C-0004).

 

Logistics Management Institute, McLean, Virginia, was awarded a $58,465,064 time and materials contract to provide program management and technical support for the implementation of enterprise resource planning services for the global combat support system – Army, logistics modernization program, general funds enterprise business system, Army enterprise systems integration program, and any component programs and stakeholder organizations.  Bids were solicited via the Internet with four received. Work will be performed in multiple locations with an estimated completion date of Nov. 12, 2019.  Fiscal 2016 operations and maintenance, Army funds in the amount of $500,000; fiscal 2016 research, development, test and evaluation funds in the amount of $189,025; and fiscal 2017 operations and maintenance, Army in the amount of $37,236,289, were obligated at the time of the award.  Army Contracting Command, Rock Island, Illinois, is the contracting activity (W52P1J-17-F-0002).

 

Fidelity Technologies Corp.,* Reading, Pennsylvania, was awarded a $24,937,830 modification (P00030) to contract W56HZV-13-C-0052 for the exercise and award option quantities of armor B-kits for 370 Heavy Expanded Mobility Tactical Trucks and 188 Palletized Load Systems.  Work will be performed in Reading, Pennsylvania, with an estimated completion date of Oct. 31, 2018.  Fiscal 2016 other funds in the amount of $99,002; and fiscal 2017 other funds in the amount of $24,838,828, were obligated at the time of the award.  Army Contracting Command, Warren, Michigan, is the contracting activity.

 

RRDS Inc.*, Irvine, California, was awarded a $10,000,000 firm-fixed-price contract for bullet resisting panels for military recruiting stations nationwide.  Bids were solicited via the Internet with 15 received. Work will be performed in Irvine, California, with an estimated completion date of Sept. 30, 2017.  Fiscal 2016 operations and maintenance, Army funds in the amount of $10,000,000 were obligated at the time of the award.  Army Corps of Engineers, Omaha, Nebraska, is the contracting activity (W9128F-16-C-0057).

 

American Engineers Inc.,* Glasgow, Kentucky (W91237-17-D-0002); Allegheny Surveys Inc.,* Birch River, West Virginia (W91237-17-D-0001); and Terradon Corp.,* Poca, West Virginia (W91237-17-D-0003), will share in  the award of a $9,000,000 firm-fixed-price contract for geospatial services within the Great Lakes and Ohio River Division geographical boundaries.  Bids were solicited via the Internet with 11 received. Work locations and funding will be determined with each order, with an estimated completion date of Nov. 21, 2021.  Army Corps of Engineers, Huntington, West Virginia, is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

Robertson Produce Inc.,* Monroe, Louisiana, has been awarded a maximum $35,000,000 firm-fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for fresh fruits and vegetables supporting Department of Defense, and Department of Agriculture customers in the Louisiana zone. This is an 18-month base contract with two 18-month option periods. This was a competitive acquisition with four responses received. Location of performance is Louisiana, with a May 21, 2021, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps, and the U.S. Department of Agriculture. Type of appropriation is fiscal 2017 through fiscal 2021 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-17-D-P301).

 

EFW Inc., Fort Worth, Texas, has been awarded a maximum $24,200,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for wiring harnesses, helmet displays, tube and cable assemblies, and other components for the Integrated Helmet and Display Sighting System used in the AH-64 Apache helicopter. This is a three-year contract with no option periods. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1). Location of performance is Texas, with a Nov. 23, 2020, performance completion date. Using military service is Army. Type of appropriation is fiscal 2017 through fiscal 2021 Army working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-17-D-0020).

 

DEFENSE HUMAN RESOURCES ACTIVITY

 

Fors Marsh Group LLC, Arlington, Virginia, is being awarded an estimated $10,000,409 firm-fixed-price modification (P00004) to H98210-15-D-0001 to exercise option period two for market research and survey services.
