WASHINGTON HEADQUARTERS SERVICES
M.C. Dean Inc., Sterling, Virginia, is being awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity contract for $163,000,000 for integrated security services for the Pentagon Force Protection Agency (PFPA). PFPA requires an electronic security system integrator in the National Capital Region. This requirement will be to provide system support, installation, maintenance and repair of these systems. Work performance will take place in Arlington, Virginia; Alexandria, Virginia; Falls Church, Virginia; and Fairfield, Pennsylvania. The expected completion date is June 26, 2021. Fiscal 2017 Pentagon Reservation maintenance revolving funds; and fiscal 2017 building maintenance funds are being obligated at the time of the award. NAVY
Sikorsky Aircraft Corp., Stratford, Connecticut, is being awarded $137,986,916 for modification P0005 to a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-16-D-1000) to exercise an option for VH-3D/VH-60 Executive Helicopter Special Progressive Aircraft Rework sustainment support services. Services to be provided include security, project engineering, integrated logistics support, VIP Helicopter training, and program support for the Presidential Helicopters Program. Work will be performed in Stratford, Connecticut, and is expected to be completed in November 2022. No funding will be obligated at time of award. Funding will be obligated on individual delivery orders as they are issued. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.
Advanced Technology Construction,*Tacoma, Washington (N44255-17-D-4004); CJW Construction Inc.,* Santa Ana, California (N44255-17-D-4005); Shape Construction Inc.,* Bremerton, Washington (N44255-17-D-4006); Vet Industrial Inc.,* Bremerton, Washington (N44255-17-D-4007); and Weldin Construction LLC,* Palmer, Alaska (N44255-17-D-4008), are each being awarded an indefinite-delivery/indefinite-quantity, multiple award construction contract for design-build or design-bid-build construction projects located primarily within the Naval Facilities Engineering Command (NAVFAC) Northwest area of responsibility (AOR). The maximum dollar value including the base period and four option years for all five contracts combined is $99,000,000. The work to be performed provides for new construction, renovation, alteration, demolition and repair work by design-build or design-bid-build of facilities. Types of projects include, but are not limited to, administrative and industrial facilities, housing renovation, child care centers, lodges, recreation/fitness centers, retail complexes, warehouses, housing offices, community centers, commercial and institutional buildings, manufacturing and industrial buildings and other similar facilities. Construction Inc. is being awarded task order 0001 at $3,691,000 for repair of a transformer and a substation at Naval Base Kitsap-Bremerton, Bremerton, Washington. Work for this task order is expected to be completed by December 2017. All work on this contract will be performed primarily within the NAVFAC Northwest AOR which includes Washington (92 percent); Oregon (2 percent); Alaska (2 percent); Idaho (1 percent); Montana (1 percent); and Wyoming (1 percent). Work may also be performed in the remainder of the U.S. (1 percent). The term of the contract is not to exceed 60 months, with an expected completion date of December 2021. Fiscal 2017 Navy working capital contract funds in the amount of $3,791,000 are being obligated on this award and will not expire at the end of the current fiscal year. Future task orders will be primarily funded by military construction (Navy); operations and maintenance (Navy); and Navy working capital funds. This contract was competitively procured via the Federal Business Opportunities website, with 12 proposals received. These five contractors may compete for task orders under the terms and conditions of the awarded contract. Metron Inc., Reston, Virginia, is being awarded a $29,820,458 cost-plus-fixed-fee contract for an effort titled advanced autonomy for unmanned undersea vehicles to advance the science of unmanned systems through design, implementation, and testing of software to accomplish advanced autonomy goals, as well as to design and integrate government provided hardware to demonstrate other emerging autonomy capabilities in a number of military missions. This contract contains options, which if exercised, will bring the total cumulative value of this contract to $33,929,762. Work will be performed in Reston, Virginia (84 percent); San Diego, California (14 percent); and Cambridge, Maine (2 percent). Work is expected to be completed March 2020. Options will run concurrent and will also be completed by March 2020. Fiscal 2017 research, development, test, and evaluation funds in the amount of $3,000,000 will be obligated at the time of award and will expire at the end of the current fiscal year. This contract was competitively procured under Office of Naval Research long-range broad agency announcement (BAA) 16-001. Since proposals will be received throughout the year under the long-range BAA, the number of proposals received in response to the solicitation is unknown. BAE Systems Electronics, Intelligence & Support/Electronic Solutions, Nashua, New Hampshire, is being awarded $19,667,739 for modification P00004 to a previously awarded firm-fixed-price, cost-plus-fixed-fee contract (N00019-16-C-0020) for the procurement of 253 full-rate production Lot VII integrated defensive electronic countermeasures AN/ALE-55 fiber optic towed decoys for the F/A-18E/F aircraft, including logistics and engineering technical support. Work will be performed at Nashua, New Hampshire (30 percent); Chelmsford Essex, United Kingdom (22 percent); Rochester, New York (9 percent); Fremont, California (6 percent); San Diego, California (5 percent); Landenburg, Pennsylvania (2 percent); Toledo, Ohio (1 percent); and various other locations in the continental U.S. (25 percent). Work is expected to be completed December 2018. Fiscal 2017 procurement ammunition (Navy and Marine Corps) funds in the amount of $19,667,739 will be obligated at time of award, none of which will expire at the end of the current fiscal year. Groton Utilities, Groton, Connecticut, is being awarded a $15,099,005 firm-fixed-price contract to implement eight energy conservation measures at Naval Submarine Base New London. The work to be performed provides for lighting improvements, high efficiency chiller replacements, heating, ventilation, air-conditioning upgrades, water conservation measures, interior transformer retrofits, compressed air upgrades, barracks steam decentralization, and installation of high mast pier light-emitting diode lights. The implementation of these energy conservation measures will allow the U.S. government to effectively improve the efficiency, maintenance and reliability of systems located in the aforementioned facilities and reduces its energy consumption resulting in utility cost avoidance and compliance with mandatory laws to reduce energy consumption. Work will be performed in Groton, Connecticut, and is expected to be completed by October 2018. The exact amount of the contract will be determined by financing at the time of award, but is estimated to be approximately $19,737,233. No funds will be obligated with this award. The Energy Independence and Security Act of 2007 authorizes agencies to use appropriations, private financing, or a combination to comply with its requirements for utility energy service contracts for evaluations/project implementation. For this project, the Navy has agreed to pay for the costs of services/construction from project financing which will be obtained by Groton Utilities. The contract was procured under the authority of Title 10 U.S. Code Section 2304(c)(5), which expressly authorizes or requires that the acquisition be made through another agency or from a specific source, as implemented by Federal Acquisition Regulation 6.302-5. MISSILE DEFENSE AGENCY
Raytheon Missile Systems Co., Tucson, Arizona, is being awarded a $68,071,044 sole-source, cost-plus-incentive-fee modification. This modification award is for the execution of the Guidance Electronics Unit (GEU) engineering change proposal Phase II under the Standard Missile-3 (SM-3) Block IIA contract. Congress was notified of the Phase I procurement in February 2016. Under this contract, the contractor will continue efforts for design and test of the GEU software capability to be integrated into the SM-3 Block IIA missile. The modification brings the total cumulative face value of the contract to $1,955,924,721 from $1,887,853,677. The work will be performed in Tucson, Arizona, with an expected Phase II completion date of Sept. 30, 2018. Fiscal 2017 research, development, test and evaluation funds in the amount of $10,963,044 will be obligated at the time of award. AIR FORCE
R.M. Williams Construction Inc., Tampa, Florida (FA4814-17-D-0001); Danner Construction Co. Inc., Tampa, Florida (FA4814-17-D-0002); and B&M Construction Inc., Colorado Springs, Colorado (FA4814-17-D-0003), have been awarded a combined, not-to-exceed $30,000,000 firm-fixed–price, indefinite-delivery/indefinite-quantity contract for design-build construction projects awarded via individual task orders. Contractors will provide a broad range of maintenance, repair and minor construction requirements under a design/build or just build method. Work will be performed at MacDill Air Force Base, Florida; and Avon Park Air Force Range, Avon Park, Florida, and is expected to be complete by Jan. 4, 2023. This award is the result of a competitive acquisition with 11 offers received. No funds are being obligated at the time of award. The 6th Contracting Squadron, MacDill Air Force Base, Florida, is the contracting activity.
Harris Corp., Space and Intelligence Systems, Palm Bay, Florida, has been awarded a $10,729,450 firm-fixed-price option modification (P00001) to previously awarded contract FA8819-17-C-0004 for communication services. Contractor will provide support for ground-based Counter Communication System Block 10.2. Work will be performed at Palm Bay, Florida, and is expected to be complete by Feb. 25, 2019. Fiscal 2016 missile procurement funds in the amount of $7,972,002 are being obligated at the time of award. ARMY
Great Lakes Dredge & Dock Co. LLC, Oak Brook, Illinois, was awarded a $9,805,475 firm-fixed-price contract for periodic nourishment, Townsends Inlet to Cape May Inlet, Avalon and Stone Harbor, Cape May County, New Jersey. Bids were solicited via the Internet with two received. Work will be performed in Mays Landing, New Jersey, with an estimated completion date of March 15, 2017. Fiscal 2015 and 2017 operations and maintenance (Army) funds in the respective amounts of $4,605,000 and $2,194,500; and fiscal 2016 other funds in the amount of $3,005,975 were obligated at the time of the award.
