DEFENSE LOGISTICS AGENCY

 

Carestream Health Inc., Rochester, New York, has been awarded a maximum $570,947,933 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for radiology systems, accessories and training. This is a five-year base contract with one five-year option period. This was a competitive acquisition with 27 responses received. Location of performance is New York, with a Dec. 15, 2021, performance completion date. Using customers are Air Force, Army, Navy, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2017 through fiscal 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2D1-17-D-0019).


American Medical Depot, Miramar, Florida, has been awarded a maximum $200,000,000 modification (P00002) exercising the second one-year option period of a one-year base contract (SPM2DE-14-D-7603) with four one-year option periods for medical surgical items. This is a fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract. Location of performance is Florida, with a Dec. 31, 2017, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2017 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.


Starrag USA Inc., Hebron, Kentucky, has been awarded a maximum $41,275,039 firm-fixed-price contract for propeller profilers. This was a sole-source acquisition using justification 10 U.S. Code 2304(c)(1) under Federal Acquisition Regulation 6.302-1. The supplier will deliver one machine each year for the next three years; there are no option periods. Locations of performance are Kentucky and Pennsylvania, with a Sept. 30, 2020, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2017 through fiscal 2020 defense working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Richmond, Virginia (SPM4A8-17-C-0001).


Heart & Core LLC,* Minnetonka, Minnesota, has been awarded a maximum $7,920,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for moisture wicking, sand, tan and/or brown t-shirts. This is a one-year base contract with four one-year option terms. This was a competitive acquisition with seven responses received. Locations of performance are Minnesota and California, with a Dec. 15, 2017, performance completion date. Using military services are Army, Navy, Air Force and Coast Guard. Type of appropriation is fiscal 2017 through fiscal 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-17-D-1018).

 

ARMY

 

General Dynamics Land Systems, Sterling Heights, Michigan, was awarded an $82,431,000 firm-fixed-price contract for conversion of M1A2 tanks to the M1A2S configuration.  Bids were solicited via the Internet with one received. Work will be performed in Lima, Ohio (95 percent); and Sterling Heights, Michigan (5 percent), with an estimated completion date of March 29, 2019.  Fiscal 2016 other funds in the amount of $5,390,663 were obligated at the time of the award.  Army Contracting Command, Warren, Michigan, is the contracting activity (W56HZV-17-C-0036).


WARA Construction Co. LLC, Rochester Hills, Michigan, was awarded a $46,341,754 firm-fixed-price, foreign military sales (Kuwait) contract for construction of two air defense sites and an information coordination central building, as well as associated operations and maintenance costs for three years.  Bids were solicited via the Internet with eight received. Work will be performed in Kuwait, with an estimated completion date of Dec. 3, 2018.  Fiscal 2017 other funds in the amount of $46,341,754 were obligated at the time of the award.  Army Corps of Engineers, Winchester, Virginia, is the contracting activity (W912ER-17-C-0006).


Camber, Huntsville, Alabama, was awarded a $26,115,368 modification (P00003) to contract W58RGZ-13-D-0119 to increase the ceiling, making the estimated face value $61,071,361 for Apache simulation and modeling, acquisition and training for the AH-64 helicopter.  Work location and funding will be determined with each order, with an estimated completion date of July 1, 2019.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.


DRS Sustainment Systems Inc., St. Louis, Missouri, was awarded a $17,441,521 modification (P00006) to contract W56HZV-16-C-0028 for 14 joint assault bridge systems.  Work will be performed in West Plains, Missouri, with an estimated completion date of July 2, 2019.  Fiscal 2017 other procurement (Army) funds in the amount of $17,441,521 were obligated at the time of the award.  Army Contracting Command, Warren, Michigan, is the contracting activity.


M7 Aerospace LLC, San Antonio, Texas, was awarded a $12,670,722 modification (P00149) to contract W58RGZ-09-C-0207 for continued contractor logistics support services for government-owned C-26 aircraft.  Services include aviation maintenance and logistical support, heavy maintenance and overhaul, modification and integration, airworthiness, safety, program management, and base operations support.  Work will be performed in San Antonio, Texas, with an estimated completion date of Dec. 31, 2017.  Fiscal 2017 operations and maintenance (Army) funds in the amount of $12,670,722 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.


CALIBRE Systems Inc., Alexandria, Virginia, was awarded a $7,531,367 firm-fixed-price contract for continued support to Army force management school training for Senior Executive Service and general officers.  Bids were solicited via the Internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 16, 2017.  Army Contracting Command, Fort Belvoir, Virginia, is the contracting activity (W91QV1-17-D-0001).


NAVY

 

Azure Summit Technology,* Fairfax, Virginia, is being awarded a $48,454,343 five-year, firm-fixed-price, indefinite-delivery/indefinite-quantity contract for support of the Common Chassis Signals Intelligence.  The Common Chassis Signals Intelligence mission sensor is used on manned and unmanned platforms in support of multiple Navy missions.  It will be utilized for intelligence, surveillance, and reconnaissance support on each platform including identification and localization intelligence derived from electronic signals and systems that may include foreign targets, such as communications systems, radars, and weapons systems.  This effort will provide intelligence, surveillance, and reconnaissance capabilities to a broad spectrum of forward deployed Navy platforms.  Work will be performed in Melbourne, Florida (70 percent); and in Fairfax, Virginia (30 percent), and is expected to be completed by December 2021.  Fiscal 2017 aircraft procurement (Navy) funds in the amount of $5,588,288 will be obligated at the time of contract award and will not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(5), it was authorized or required by statute.  Naval Surface Warfare Center, Crane Division, Crane, Indiana, is the contracting activity (N00164-17-D-JT09).


Science Applications International Corp., McLean, Virginia, is being awarded an $11,838,878 cost-plus-fixed–fee, definitive contract for MH-60 helicopter weapon systems support and sustainment. The MH-60 helicopter weapon systems are helicopter armament subsystems and are used for offensive and defensive purposes. The MH-60 weapon systems consist of the MH-60R and the MH-60S helicopters.  The MH-60R is the Navy's primary anti-submarine and anti-surface warfare platform and the most advanced maritime multi-mission helicopter in operation and deployed globally today. The MH-60S is the Navy's maritime workhorse, and safely and reliably performs missions from vertical replenishment to Medevac.  This contract combines purchases for the Navy (92 percent); and the governments of Denmark (2 percent); Australia (2 percent); and Saudi Arabia (2 percent), under the Foreign Military Sales Program.  Work will be performed in Indianapolis, Indiana (75 percent); and in Crane, Indiana (25 percent), and is expected to be completed by December 2021.  Fiscal 2017 working capital fund (defense) funding in the amount of $100,000 will be obligated at the time of contract award and will not expire at the end of the current fiscal year. The contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements.  The Naval Surface Warfare Center, Crane Division, Crane, Indiana, is the contracting activity (N00164-17-C-JN38).

 

AIR FORCE


CAPCO LLC, Grand Junction, Colorado (FA8213-17-D-0001); and Armtec Countermeasures Co., Coachella, California (FA8213-17-D-0002), have been awarded a combined, not-to-exceed $47,000,000 indefinite-delivery/indefinite-quantity, firm-fixed-price contract for replenishment of BBU-48 A/B impulse cartridges. Work will be performed at Grand Junction, Colorado; and Lillington, North Carolina, and is expected to be complete by June 15, 2023. This contract involves foreign military sales to Saudi Arabia, United Arab Emirates, Egypt, and NATO. This award is the result of a competitive acquisition with two offers received. Fiscal 2016 ammunition procurement funds in the amount of $3,529,200 are being obligated to CAPCO LLC, and $512,640 to Armtec Countermeasures Co. at time of award. Air Force Life Cycle Management Center, Hill Air Force Base, Utah, is the contracting activity.


Defense Research Associates, Dayton, Ohio, has been awarded a $24,612,392 cost-plus-fixed-fee contract for threat warning technology communication research and development. Contractor will provide transition of technologies related to the development of new threat warning systems and overall aircraft survivability to address various performance and operational needs. Work will be performed at Dayton, Ohio, and is expected to be complete by March 16, 2022. This award is the result of a competitive acquisition with 22 offers received. Fiscal 2016 and 2017 research, development, test and evaluation funds in the amount of $500,000 are being obligated at the time of award. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-17-C-1000).


MacAir Aviation LLC, Xenia, Ohio, has been awarded a $13,200,000 firm-fixed-price contract for support services including advisory and assistance services. Contractor will provide services to train 100 percent of the service's flight surgeons in an Air Force specialty code awarding course entitled Aerospace Medicine Primary (AMP). The AMP curriculum is specifically designed to expose medical and flight surgeon students to the rigors of flying, mission planning, modern cockpit symbology, disorientation, instrument procedures, aerobatics, low-level navigation, and formation flight in a setting that closely mirrors undergraduate flight training. Work will be performed at Xenia, Ohio, and is expected to be complete by Dec. 1, 2020. This award is the result of a sole-source acquisition. Fiscal 2017 operations and maintenance funds in the amount of $2,491,875 are being obligated at the time of award. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-17-C-4103). (Awarded on Dec. 2, 2016)
