Microsoft
Corp. Sitz In Redmond Corp. (Microsoft), Redmond, Washington , has been awarded
a non-competitive, firm-fixed price, single award, indefinite-delivery/indefinite-quantity
contract for Microsoft Enterprise Technical Support Services to obtain highly-trained
Microsoft Blue Badge Cardholder support. The total cumulative value of
the contract is $927,000,000. The core
requirements are for the contractor to provide Microsoft consulting services
that include software developers and product teams to leverage a variety of
proprietary resources and source code, and Microsoft premier support services
such as tools and knowledge bases, problem resolution assistance from product
developers, and access to Microsoft source code when applicable to support
Department of Defense's mission.
Performance will predominantly be within the continental U.S.; however,
support services may also be required at multiple locations outside the continental
U.S.. The solicitation
(HC1028-16-R-0024) was issued directly to Microsoft, a large business, as an
other than full and open competitive action pursuant to 10 U.S. Code 2304(c)(1)
and Federal Acquisition Regulation 6.302-1/Defense Federal Acquisition
Regulation 206.302-1. Only one responsible source and one proposal was
received. The period of performance is
one five-year base period. The Defense Information Technology Contracting

contracts provide Air Force contracting offices with a primary source for
NetCentric application services such as sustainment, migration, integration,
training, help-desk support, testing and operation support. Work will be performed at various locations
and is expected to be complete by June 20, 2022. No funds are being obligated

Engility Corp., Andover, Massachusetts, has been
awarded a $46,326,534 option (P00066) to previously awarded contract
FA8810-10-C-0001 for systems engineering and integration to support the Space
and Missile Systems Center’s Remote Sensing Systems Directorate. Contractor
will provide systems engineering and integration controls, systems engineering
and integration execution, and enterprise integration. Work will be performed
at Los Angeles Air Force Base, California, and is expected to be complete by
Dec. 31, 2018. Fiscal 2017 research, development, test, and evaluation; and
procurement funds in the amount of $2,800,000 are being obligated at the time
of award. Space and Missile Systems Center, Los Angeles Air Force Base,
California, is the contracting activity.
Weldin Construction LLC, Palmer, Alaska, has
been awarded a not-to-exceed $35,000,000 simplified acquisition of base engineering
requirements, indefinite-delivery/indefinite-quantity contract. Contractor will
provide maintenance, repair, and minor construction work on real property. Work
will be performed at Nellis Air Force Base, Nevada; and Creech Air Force Base,
Nevada, and is expected to be complete by Dec. 9, 2021. This award is the result of a competitive
acquisition with 12 offers received. Fiscal 2017 operations and maintenance
funds in the amount of $207,992 are being obligated at the time of award. The
99th Contracting Squadron, Nellis Air Force Base, Nevada, is the contracting
activity (FA4861-17-D-A200).
Range Generation Next LLC (RGNext), Sterling,
Virginia, has been awarded a $15,682,557 fixed-price-incentive-firm
modification (P00103) to previously awarded contract FA8806-15-C-0001 for launch
and test range system integrated support of operations, maintenance and
sustainment. Work will be performed at Western Range, Vandenberg Air Force
Base, California; and Eastern Range, Patrick Air Force Base, Florida, and is
expected to be complete by Sept. 30, 2017. Fiscal 2017 operations and
maintenance funds in the amount of $10,250,000 are being obligated at the time
of award. Space and Missile Systems Center, Peterson Air Force Base, Colorado,
is the contracting activity.
Raytheon Co., Tucson, Arizona, has been awarded
an $8,604,775 cost-plus-incentive-fee modification (P00003) to previously
awarded contract FA8675-16-C-0044 for missile support. Contractor will provide
additional required application-specific-integrated-circuit (ASIC) work in
support of the Advanced Medium-Range Air-to-Air Missile Form, Fit, Function,
Refresh Phase 4a. Work will be performed at Tucson, Arizona, and is expected to
be complete by June 30, 2017. Fiscal 2016 Air Force and Navy production funds
in the amount of $5,822,851 are being obligated at the time of award. This
contract involves foreign military sales to Norway, Turkey, Japan, Romania and
Australia. Air Force Life Cycle Management Center, Eglin Air Force Base,
Florida, is the contracting activity.
CORRECTION: The contract announcement to S4 Inc.
on Nov. 25, 2016, for $99,000,000 was actually awarded on Dec. 19, 2016. Also,
the amount obligated is $3,500, not $3,392,600 as stated in the release. All
other information is accurate (FA2517-17-D-7000).
NAVY
Rolls-Royce
Corp., Indianapolis, Indiana, is being awarded $407,772,386 for modification
P00007 to a previously awarded, firm-fixed-price,
indefinite-delivery/indefinite-quantity contract (N00019-15-D-0019) to provide MissionCare maintenance
support for the V-22 AE1107C engines for the Marine Corps and Air Force.
MissionCare is a performance-based logistics concept that includes an
engine hourly charge based on hours flown; program management, which covers
integrated logistics support, including support equipment requirements data,
supportability analysis data and updates, configuration management tracking,
formal training, supply management, and contract/business administration; site
support, which covers informal technical training, maintenance technical
advice, engineering support, and engine repair. Work will be performed in
Oakland, California (80 percent); and Indianapolis, Indiana (20 percent), and
is expected to be completed in February 2020.
No funding will be obligated at time of award. Funds will be obligated on individual task
orders as they are issued. The Naval Air

Raytheon Co.,
Tucson, Arizona, is being awarded a $64,607,900 cost-plus-fixed fee contract
for design agent engineering and technical support services for the Phalanx
Close-In Weapon System (CIWS), SeaRAM, and Land-based Phalanx Weapon System. CIWS is a fast-reaction terminal defense
against low- and high-flying, high-speed maneuvering anti-ship missile threats
that have penetrated all other defenses.
CIWS is an integral element of the Fleet Defense In-Depth concept and
the Ship Self-Defense Program. Operating
either autonomously or integrated with a combat system, it is an automatic
terminal defense weapon system designed to detect, track, engage, and destroy
anti-ship missile threats penetrating outer defense envelopes. This contract includes options which, if
exercised, would bring the cumulative value of this contract to
$398,604,651. This contract
involves foreign military sales to Saudi Arabia, Taiwan, Canada, United
Kingdom, South Korea, Portugal and Greece under the Foreign Military Sales program. Work
will be performed in Tucson, Arizona (68 percent); El Segundo, California (18
percent); Louisville, Kentucky (5 percent); Camarillo, California (2 percent);
Minneapolis, Minnesota (2 percent); Dallas, Texas (1 percent); Bohemia, New
York (1 percent); Melbourne, Florida (1 percent), and various locations with
less than 1 percent each (2 percent).
Work is expected to be completed by January 2018. Fiscal 2017 weapons procurement (Navy);
foreign military sales; and fiscal 2015 and 2016 shipbuilding conversion (Navy)
funding in the amount of $5,821,884 will be obligated at time of award and will
not expire at the end of the current fiscal year. This contract was not competitively procured
in accordance with 10 U.S. Code 2304(c)(1) - only one responsible source and no
other supplies or services will satisfy agency requirements. The Naval Sea Systems Command, Washington,
District of Columbia, is the contracting activity (N00024-17-C-5405).
Kay and
Associates Inc., Buffalo Grove, Illinois, is being awarded a $63,016,210
cost-plus-fixed-fee contract to provide contractor maintenance and support
services in support of F/A-18 C/D aircraft for the government of Kuwait under
the Foreign Military Sales program. Work
will be performed in Kuwait, and is expected to be complete by January
2018. Foreign military sales funds in
the amount of $20,000,000 will be obligated at time of award, none of which
will expire at the end of the current fiscal year. This contract was not
competitively procured pursuant to Federal Acquisition Regulation 6.302-4. The Naval Air Warfare Center Aircraft
Division, Patuxent River, Maryland, is the contracting activity
(N00421-17-C-0044).
Northrop Grumman Systems Corp., Linthicum, Maryland, is
being awarded a $26,665,673 firm-fixed-price job order against a basic ordering
agreement (N00164-15-G-WS82) for operational test program sets and associated
auxiliary support equipment. These
supplies support the stand-up of intermediate level repair sites for the P-8A
Poseidon AN/ALQ-240(v)1 Electronic Support Measures System. The ALQ-240 provides rapid detection,
classification, and geographical location of ground based radar systems to
provide situational awareness to the P-8A aircraft. The Navy's P-8A Poseidon
aircraft also includes capabilities such as long-range anti-submarine,
anti-surface, intelligence, surveillance and reconnaissance in support of
broad-area, maritime and littoral operations.
Work will be performed in Linthicum, Maryland, and is expected to be completed
in December 2021. Fiscal 2015 aircraft
procurement (Navy) funds in the amount of $26,665,673 will be obligated at the
time of award and will expire at the end of the current fiscal year. This job order was not competitively procured

The
Boeing Co., St. Louis, Missouri, is being awarded $20,647,417 for
firm-fixed-price delivery order
0053 under a previously awarded basic ordering agreement (N00383-11-G-001H) for
the repair of various avionics equipment used on the F/A-18 aircraft. Work will be performed in Lemoore, California
(69 percent); Cecil Field, Florida (30 percent); and Philadelphia, Pennsylvania
(1 percent), and is expected to be completed by December 2019. Fiscal 2017 working capital funds (Navy) in
the amount of $20,647,417 will be obligated at time of award and will not
expire at the end of the current fiscal year. This contract was a sole-source
pursuant to the authority set forth in 10 U.S. Code 2304(c)(1) and Federal
Acquisition Regulation 6.320-1. Naval
Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the
contracting activity.
Raytheon Space and Airborne Systems, El Segundo, California,
is being awarded a $12,373,452 cost-plus-fixed-fee,
indefinite-delivery/indefinite-quantity contract to provide sensor system
software and hardware in support of the F/A-18/EA-18G. Sensor systems include
legacy AN/APG-65, AN/APG-73, AN/APG-79 and advanced systems. This effort will
include the F/A-18/EA-18G sensor system software and hardware to correct
deficiencies; incorporate updates,
improvements and enhancements of tactical capabilities; sensor instrumentation
and instrumentation interfaces for flight test aircraft; flight test
engineering; library updates; performance assessment of sensor-related systems,
interfaces and weapons; analysis and investigation of advanced sensor
technology, and resolution of existing sensor system problems; and analytical
support of Navy data reduction operations for the contractor designed
instrumentation. Work will be performed
in El Segundo, California, and is expected to be completed in December
2021. Fiscal 2017 operations and
maintenance (Navy) funds in the amount of $200,000 are being obligated at time
of award, all of which will expire at the end of the current fiscal year. This contract was competitively procured via
an electronic request for proposals; one offer was received. The Naval Air Warfare Center Weapons
Division, China Lake, California, is the contracting activity
(N68936-17-D-0004).
General Electric Co., Lynn, Massachusetts, was awarded
$11,411,079 for modification P00030 to a previously awarded firm-fixed-price
contract (N00019-11-C-0045) to exercise an option for the procurement of three
F/A-18 F414-GE-400 engines and containers for the government of Australia under
the Foreign Military Sales program. Work
will be performed in Lynn, Massachusetts (59 percent); Hooksett, New Hampshire
(18 percent); Rutland, Vermont (12 percent); and Madisonville, Kentucky (11
percent), and is expected to be completed in May 2017. Foreign military sales funds in the amount of
$11,411,079 will be obligated at the time of award, none of which will expire
at the end of the current fiscal year.

(P00056) to foreign military sales contract W31P4Q-12-C-0265 (Saudi Arabia,
Jordan) for additional funding for tube-launched optically-tracked
wireless-guided missiles. Work will be performed in Tucson, Arizona (65
percent); and Farmington, New Mexico (35 percent), with an estimated completion
date of Oct. 31, 2017. Fiscal 2010 other funds in the amount of $53,202,570

modification (P00048) to foreign military sales contract W31P4Q-13-C-0111 (Israel,
Republic of Korea, Kuwait, Saudi Arabia, United Arab Emirates, Taiwan,
Netherlands) for depot level diagnosis and repair capability for PATRIOT
secondary items. Work will be performed
in Andover, Massachusetts, with an estimated completion date of Sept. 30,

DEFENSE LOGISTICS AGENCY
Texas General Land Office, Austin, Texas, has
been awarded a $16,594,309 firm-fixed-price, requirements-type contract for the
supply and delivery of retail electricity and ancillary/incidental services.
This is a 24-month contract with no option periods. This was a competitive
acquisition with 12 offers received. Location of performance is Texas, with a
Jan. 31, 2019, performance completion date. Using military services are Army,
Air Force and Navy. Types of appropriations are fiscal 2017 through fiscal 2019
Army and Air Force operations and maintenance funds; and Navy working capital
