CONTRACTS

 

NAVY

 

United Technologies Corp., Pratt & Whitney, Military Engines, East Hartford, Connecticut, is being awarded a $214,597,057 modification to a previously awarded fixed-price-incentive-firm, cost-plus-incentive-fee contract (N00019-15-C-0004) for Low Rate Initial Production (LRIP) Lot 10 annualized sustainment in support of the F-35 Joint Strike Fighter aircraft for the U.S Navy, U.S Air Force, U.S. Marine Corps, Non -U.S. Department of Defense (DoD) participants and foreign military sales customers.  This effort includes support services for LRIP 10 propulsion systems as well as hardware and training course material and equipment.  Work will be performed in East Hartford, Connecticut (76 percent); Oklahoma City, Oklahoma (18 percent); Eglin Air Force Base, Florida (2 percent); Edwards Air Force Base, California (1 percent); Hill Air Force Base, Utah (1 percent); Luke Air Force Base, Arizona (1 percent); and Beaufort, South Carolina (1 percent), and is expected to be completed in April 2019.  Fiscal 2016 aircraft procurement (Air Force, Navy, Marine Corp) funds; fiscal 2016 operations and maintenance (Air Force, Navy, Marine Corp) funds; non-U.S. DoD participants and foreign military sales funds in the amount of $214,597,057 are being obligated on this award, none of which will expire at the end of the current fiscal year.  This contract combines purchases for the U.S. Air Force ($102,694,415; 47 percent); U.S. Marine Corps ($57,883,998; 27 percent); the U.S. Navy ($23,179,481; 11 percent); international partners ($25,425,957; 12 percent); and foreign military sales customers ($5,413,207; 3 percent) under the Foreign Military Sales program.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Insitu Inc., Bingen, Washington, is being awarded a $70,941,310 firm-fixed-price delivery order (0011) against a previously issued basic ordering agreement (N68335-11-G-0009) for the procurement of eight ScanEagle unmanned aircraft systems for the government of Afghanistan under the Foreign Military Sales program. These systems consist of 65 ScanEagle Air Vehicles, spares, support equipment, field service support, establishment of an in theatre ScanEagle training facility and training.  Work will be performed in Bingen, Washington (80 percent); and undisclosed sites throughout Afghanistan (20 percent), and is expected to be completed in June 2018.  Afghanistan Security Forces funds in the amount of $53,205,982 are being obligated at time of award, none of which will expire at the end of the fiscal year.  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity.

 

Kings Bay Support Services LLC, Baton Rouge, Louisiana, is being awarded a $40,964,955 modification under a previously awarded indefinite-delivery/indefinite-quantity contract (N69450-11-D-7578) to exercise option four for base operations support services at Naval Submarine Base Kings Bay.  The work to be performed provides for base operations support services including, but not limited to, the following functions:  security operations, facilities support services, facility investment, other (swimming pools), pavement clearance, chiller, electrical, wastewater, steam, water, telecommunications, compressed air, supervisory control and data acquisition, base support vehicles and equipment, environmental, and vertical transportation equipment.  After award of this option, the total cumulative contract value will be $188,482,367.  Work will be performed in Kings Bay, Georgia (99 percent); and Shellman Bluff, Georgia (1 percent), and work is expected to be completed November 2016.  No funds will be obligated at time of award.  Fiscal 2016 operation and maintenance (Navy) funds; fiscal 2016 working capital funds (Navy); fiscal 2016 defense health program funds; and fiscal 2016 family housing operation and maintenance (Navy) funds in the amount of $14,412,993 for recurring work will be obligated on individual task orders issued during the option period.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity.

 

Drew Marine USA Inc., Whippany, New Jersey, is being awarded a $10,015,245 modification under a previously awarded indefinite-delivery/indefinite-quantity contract with firm-fixed-price delivery orders (N00033-12-D-8000) to exercise a one-year option for the worldwide supply, delivery and services for shipboard chemical treatment; foam testing, supply and disposal; industrial gases; and refrigerants for all U.S. naval ships of the Military Sealift Command (MSC) and any other vessel specifically identified by MSC.  Work will be performed worldwide, and is expected to be completed November 2016.  Fiscal 2016 working capital funds in the amount of $10,015,245 will be obligated on individual task orders as they are issued, and will not expire at the end of the current fiscal year.  Military Sealift Command, Norfolk, Virginia, is the contracting activity (N00033-12-D-8000).

 

Detyens Shipyards Inc., Charleston, South Carolina, is being awarded a $9,463,332 firm-fixed-price contract for 71-calendar day shipyard availability for the regular overhaul and dry docking of USNS Big Horn (T-AO 198).  Work will include general ship services; clean and gas free tanks; hazardous waste disposal; tank preservation; pump room bilge preservation; replace various piping; tank deck overhead preservation; lifeboat deck overhead repairs; port and starboard main engine 72,000 hour overhaul; port and starboard main engine coupling replacement; hot water tank replacement; docking and undocking; underwater hull cleaning and preservation; and freeboard preservation.  The contract includes options which, if exercised, would bring the total contract value to $9,739,567.  Work will be performed in Charleston, South Carolina, and is expected to be completed by March 22, 2016.  With options exercised, work will continue through April 1, 2016.   Fiscal 2016 maintenance and repair contract funds in the amount of $9,463,332 are being obligated at the time of award.  Contract funds will expire at the end of the current fiscal year.  This contract was competitively procured, with proposals solicited via the Federal Business Opportunities website and three offers received.  The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity (N32205-16-C-1011).

 

ARMY

 

Interstate Highway Construction, Englewood, Colorado, was awarded a $33,977,513 firm-fixed-price contract with options for runway repair to Vance Air Force Base, Oklahoma, with an estimated completion date of Nov. 24, 2016.  Bids were solicited via the Internet with three received.  Fiscal 2015 operations and maintenance (Army) funds in the amount of $33,977,513 were obligated at the time of the award.  Army Corps of Engineers, Tulsa, Oklahoma, is the contracting activity (W912BV-16-C-0001).

 

MISSILE DEFENSE AGENCY

 

Raytheon Missile Systems Co., Tucson, Arizona, is being awarded a $38,475,406 sole-source, cost-plus-fixed-fee contract modification.   Under this contract, the contractor will perform Standard Missile-3 Block IB production support and engineering efforts. The work will be performed in Tucson, Arizona; and Huntsville, Alabama, with an estimated completion date of November 2016.  Fiscal 2016 defense-wide procurement funds in the amount of $38,475,406 will be obligated for this effort.  The Missile Defense Agency, Dahlgren, Virginia, is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

Bethel Industries Inc.,* Jersey City, New Jersey, has been awarded a maximum $14,253,665 modification (P00110) exercising the third one-year option of a one-year base contract (SPM1C1-13-D-1015), with four one-year option years for various uniform trousers. This is a firm-fixed-price, indefinite-quantity contract. Locations of performance are New Jersey and Mississippi, with a Dec. 4, 2016, performance completion date. Using military service is Marine Corps. Type of appropriation is fiscal 2016 through fiscal 2017 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

 

Short Bark Industries Inc.,* Vonore, Tennessee, has been awarded a maximum $11,158,749 modification (P00108) exercising the third one-year option of a one-year base contract (SPM1C1-13-D-1005) with four one-year option years for various uniform blouses. This is a firm-fixed-price, indefinite-quantity contract. Locations of performance are Tennessee, Puerto Rico, and Mississippi, with a Dec. 3, 2016, performance completion date. Using military service is Marine Corps, and Afghan National Army. Type of appropriation is fiscal 2016 through fiscal 2017 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

 

AhnTech, Inc.,* Mountain View, California, has been awarded a maximum $7,610,728 modification (P00001) to a three-year contract (SPE600-15-D-8504) adding additional line items to the fuel contract. This is a fixed-price with economic-price-adjustment contract. Locations of performance are California, Pennsylvania, New York, New Jersey and Maine, with a March 31, 2017, performance completion date. Using military services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2016 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (Awarded Oct. 23, 2015).
