NAVY
Huntington Ingalls Inc., Pascagoula, Mississippi, is being awarded a $200,000,000 not-to-exceed undefinitized contract action for LPD 28 long-lead-time material, and associated engineering and design activities. Work will be performed in Pascagoula, Mississippi, and is expected to be completed by April 2022. Fiscal 2013 shipbuilding and conversion (Navy) funds in the amount of $200,000,000 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured in accordance with Federal Acquisition Regulation Subpart 6.302-1(a)(ii) - this procurement is deemed to be a follow-on contract for the continued development or production of a major system that is available only from the original source. Lockheed Martin Missiles and Fire Control, Orlando, Florida, is being awarded a $46,107,353 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity task order contract for information technology support services to provide automated personnel records storage and management for both active duty and reserve personnel in support of the Navy Personnel Command. This contract includes a four-year ordering period beginning in January 2016. Work will be performed in Millington, Tennessee, and is expected to be completed by December 2020. Fiscal 2016 operation and maintenance (Navy) funds in the amount of $10,000 will be obligated at the time of award, and funds will not expire at the end of the current fiscal year. This contract was competitively procured with the solicitation posted to the Federal Business Opportunities website, with two offers received. DZSP 21 LLC, Marlton, New Jersey, is being awarded a $39,686,965 cost-plus-award-fee contract with award options for base operating support services at Joint Region Marianas, Guam. The work to be performed provides for facility support and base operating support for the following services: management and administration, port operations, ordnance, material management, facility management, facility investment, electrical, wastewater, steam, water, base support vehicles and equipment, and environmental. The maximum dollar value including the base period, four option periods, three award option periods, and a six-month services extension is $488,336,276. Work will be performed in various locations on the island of Guam and is expected to be completed by June 2024. Fiscal 2014 and 2016 working capital funds (Navy); fiscal 2014 and 2016 operation and maintenance (Navy); fiscal 2014 and 2016 operation and maintenance (Air Force); fiscal 2014 and 2016 operation and maintenance Army National Guard; fiscal 2014 and 2016 working capital funds (Defense); fiscal 2014 and 2016 operation and maintenance (Defense); fiscal 2014 family housing operation and maintenance (Navy); fiscal 2014 operation and maintenance (Air National Guard); fiscal 2014 Defense Health Program; and fiscal 2014 Defense Commissary Agency funds in the amount of $39,686,965 will be obligated at the time of award. No contract will expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with eight proposals received. This contract action is a re-award as a result of corrective action taken due to Government Accountability Office protest. Surface Technologies Corp.,* Atlantic Beach, Florida (N50054-16-D-0001), is being awarded $45,027,950; Main Industries Inc.,* Hampton, Virginia (N50054-16-D-0002), is being awarded $45,664,988; UHP Projects Inc.,* Newport News, Virginia (N50054-16-D-0003), is being awarded $57,300,220; and East Coast Repair & Fabrication LLC,* Norfolk, Virginia (N50054-16-D-0004), are being awarded $57,806,219 fixed-price, multiple award, indefinite-delivery/indefinite-quantity contracts to provide non-skid application and removal support in support of the Mid-Atlantic Regional Maintenance Center, Norfolk, Virginia. Work will provide support for removal of old deck covering and underlayment (including rubber base if present); abrasive blast, ultra-high pressure water jet, and power tool clean decks; prepare surfaces; apply primer coatings; and install new non-skid deck covering onboard Navy or other military-type vessels, including submarines. This contract includes options which, if exercised, would bring the cumulative value of each contract to $57,806,219. Work will be performed in the Norfolk, Virginia, area and is expected to be complete by December 2016. Fiscal 2016 operations and maintenance (Navy) funding in the amount of $15,000 will be provided to each contractor and obligated at time of award and funds will expire at the end of the current fiscal year. This contract was competitively procured as a total small business set-aside via the Federal Business Opportunities website, with four offers received. Mid-Atlantic Regional Maintenance Center, Norfolk, Virginia, is the contracting activity.
ARMY
Jacobs Technology, Tullahoma, Tennessee, was awarded a $52,417,624 contract for scientific and engineering support to the Army Electronic Proving Ground. Bids were solicited via the Internet with eight received. Work will be performed at Ft. Huachuca, Arizona, with an estimated completion date of Dec. 31, 2020. Fiscal 2015 research, development, testing, and evaluation funds in the amount of $100,000 were obligated at the time of the award. Army Contracting Command, Ft. AIR FORCE
Lockheed Martin Missiles and Fire Control, Orlando, Florida, has been awarded a $17,472,496 fixed price modification (P00004) to previously awarded contract FA8682-16-C-0005 for the Joint Air-to-Surface Standoff Missile program (JASSM). Contractor will provide labor, material, management, technical, and logistical support for the JASSM Lot 14 tooling effort. Work will be performed at Salt Lake City, Utah, and is expected to be complete by Dec. 30, 2018. Fiscal year 2016 missile procurement funds in the amount of $17,472,496 are being obligated at the time of award. Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity.
DEFENSE ADVANCED RESEARCH PROJECTS AGENCY
The Boeing Co., Huntington Beach, California, has been awarded a $7,076,829 cost-plus-fixed-fee contract with options for a Defense Advanced Research Projects Agency (DARPA) research program. Fiscal 2015 research and development funds in the amount of $3,220,288 are being obligated at the time of award. Work will be performed in Huntington Beach, California (84 percent); Dallas, Texas (15 percent); and Goleta, California (1 percent), with an estimated completion date of September 2016.
