CONTRACTS

 

MISSILE DEFENSE AGENCY

 

Raytheon Missile Systems, Tucson, Arizona, has been awarded a not-to-exceed $543,337,650 undefinitized contract action modification (P00002) to previously awarded contract HQ0276-15-C-0003 to manufacture, assemble, test, and deliver 17 Standard Missile-3 Block IIA missiles. Work will be performed in Tucson, Arizona, with an expected completion date of March 2020. The modification brings the total cumulative face value of the contract to $630,376,086 from $87,038,436. Fiscal 2016 research, development, test and evaluation funds in the amount of $10,000,000 will be obligated at the time of award. The Missile Defense Agency, Dahlgren, Virginia, is the contracting activity.

 

a.i. solutions Inc., Lanham, Maryland, was awarded a $73,416,096 cost-plus-fixed-fee contract with options for technical, engineering, advisory, and management support quality and mission assurance.  This contract provides for the development, implementation, sustainment, and execution of both Ballistic Missile Defense System (BMDS) and program-level quality and mission assurance policies, requirements and programs. This includes the BMDS and program-level system quality assurance risk management process; the quality assurance conduct of system demonstration activities to include flight and ground tests; and system fielding, operations, and sustainment at both the BMDS and program levels.  This support also includes functional areas such as parts, materials and processes; configuration management; test anomaly identification, reporting, and tracking; manufacturing supporting the BMDS and program-level technical risk identification and management process; and supporting successful conduct of system demonstration activities to include flight and ground test at BMDS levels. Work will be performed in Huntsville, Alabama; National Capital Region, Virginia; Colorado Springs, Colorado; Salt Lake City, Utah; Dahlgren, Virginia; Tucson, Arizona; Ft. Greely, Alaska; Joplin, Missouri; Vandenberg Air Force Base, California; and Orlando, Florida, with an expected completion date of Dec. 17, 2018.  Fiscal 2016 research and development funds in the amount of $2,957,950 are being obligated at time of award.  This contract was competitively procured via publication on the Federal Business Opportunities website, with one offer received.  The Missile Defense Agency Contracts Directorate, Redstone Arsenal, Alabama, is the contracting activity (HQ0147-16-C-0013).

 

NAVY

 

Raytheon Co. Missile Systems, Tucson, Arizona, is being awarded a $98,000,000 indefinite-delivery/indefinite-quantity contract for the procurement of the projectile, 120 millimeter Precision Extended Range Munition (PERM).  The 120mm PERM will provide an extended range, guided, precision-capable projectile with improved lethality for the Expeditionary Fire Support System.  The contract will include, but is not limited to, production verification and type qualification projectiles (low-rate initial production), technical documentation, and production orders.  The contract will have a maximum 60-month effective period, with five 12-month ordering periods.  The first delivery order, in the amount of $13,252,173, will be awarded simultaneously.  Work will be performed in Ramat Hasharon, Israel (39 percent); Tucson, Arizona (32 percent); Cedar Rapids, Iowa (15 percent); Mesa, Arizona (5 percent); Camden, Arkansas (3 percent); Lowell, Massachusetts (2 percent); Simsbury, Connecticut (2 percent); Seneca, Missouri (1 percent); and Gilbert, Arizona (1ne percent), and is expected to be completed by December 2020.  Fiscal 2015 research, development, test, and evaluation funds (Marine Corps) in the amount of $7,741,024; and fiscal 2016 research, development, test, and evaluation (Marine Corps) funds in the amount of $5,511,149, will be obligated under the first delivery order.  No funds expire will expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with two proposals solicited and one offer received.  Marine Corps Systems Command, Quantico, Virginia, is the contracting activity (M67854-16-D-6007).

 

General Dynamics Information Technology Inc., Fairfax, Virginia (N00189-16-D-0001); Science Applications International Corp., McLean, Virginia (N00189-16-D-0002); and URS Federal Services Inc., Germantown, Maryland (N00189-16-D-0005), are being awarded a $67,247,081 multiple task order, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity multiple award contract for command, control, communications, computers and intelligence; surface ship anti-submarine warfare; surface ship undersea warfare; surface ship mine warfare systems, and combat systems engineering, analytical, logistics, and technical support to the Mid-Atlantic Regional Maintenance Center.  Each contract includes a 12-month base period and a one-year option period.  Work will be performed in Norfolk, Virginia (85 percent); in the continental U.S. (San Diego, California; Mayport, Florida; Pascagoula, Mississippi; Groton, Connecticut; Bremerton, Washington; and Pearl Harbor, Hawaii) (10 percent); and out of the continental U.S. (Spain, Italy, Bahrain, United Arab Emirates, and Guam) (5 percent).  Work is expected to be completed by December 2016; if all options are exercised, work will be completed by December 2017.  Fiscal 2016 operation and maintenance (Navy) funds in the amount of $40,000 will be obligated evenly among the three to fund the contract's minimum amount and funds will expire at the end of the current fiscal year.  This contract was competitively procured with the solicitation posted to the Navy Electronic Commerce On-line and Federal Business Opportunities websites, with four offers received.  Naval Supply Systems Command Fleet Logistics Center Norfolk, Contracting Department Norfolk, Virginia, is the contracting activity.

 

Booz Allen Hamilton Inc., McLean, Virginia, is being awarded a $24,170,244 cost-plus-fixed-fee, cost-reimbursable contract to provide services in support of the Naval Air Warfare Center Aircraft Division’s Special Communications Mission Solutions Division.  Services to be provided include systems design, development, assessments, acquisitions, planning, integrated project management, and strategic and analytical services for the command, control, communications, computers, and intelligence surveillance and reconnaissance operational systems.  Work will be performed in Lexington Park, Maryland (57 percent); St. Inigoes, Maryland (40 percent); Fayetteville, North Carolina (2 percent); and San Diego, California (1 percent), and is expected to be completed in August 2017.  Fiscal 2016 working capital funds (Navy) in the amount of $20,000 are being obligated at time of award, none of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1).  The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity (N00421-16-C-0034).

 

Maersk Line Ltd., Norfolk, Virginia, is being awarded $14,460,128 modification under a previously awarded firm-fixed-price contract (N00033-11-C-5400) to exercise a 12-month option period for the worldwide charter of one U.S. flag, Ice-class certified, double-hull product tanker.   The vessel provides worldwide bulk fuel support to the Department of Defense to include a delivery each year to Antarctica for the National Science Foundation, and a delivery each year to Greenland for the Department of Defense, Defense Logistics Agency-Energy.  Work for this option period will be performed at sea worldwide and is expected to be completed by December 2015.  Working capital funds in the amount of $11,686,953 will be obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  Military Sealift Command, Washington, District of Columbia, is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

Lockheed Martin MS2, Owego, New York, has been awarded a maximum $30,814,317 delivery order (THD9) against contract SPRWA1-13-D-2000 for transmitter receivers. This is a firm-fixed-price contract. This was a sole-source acquisition using the justification of 10 U.S. Code 2304(c)(1). Location of performance is New York, with a Dec. 31, 2018, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2016 through fiscal 2019 Navy working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

This was a sole-source acquisition using the justification of 10 U.S. Code 2304(c)(1). Location of performance is New York, with a Dec. 31, 2018, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2016 through fiscal 2019 Navy working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

 

AIR FORCE

 

Kaman Precision Products, Inc., Orlando, Florida, has been awarded a $20,285,171 firm-fixed-price modification (P00038) to previously awarded contract FA8681-13-C-0029 for Lot 12 production of Joint Programmable Fuze systems. Contractor will provide an additional quantity of 7,733 state-of-the-art fuze systems being produced under the basic contract. Work will be performed at Orlando, Florida, and is expected to be complete by Sept. 29, 2017. This contract involves foreign military sales to the United Kingdom, Singapore, Spain, United Arab Emirates, and Saudi Arabia. Fiscal year 2015 ammunition procurement funds in the amount of $12,505,046 and fiscal year 2016 ammunition procurement funds in the amount of $975,380 are being obligated at the time of award. Air Force Life Cycle Management Center, Eglin Air Force Base Florida, is the contracting activity.
