CONTRACTS

AIR FORCE

The Boeing Co., El Segundo, California, has been awarded a $23,374,245 modification (P00007) to exercise the option on previously awarded contract FA8819-15-C-0007 for Space Based Space Surveillance Block 10 sustainment. Contractor will provide sustainment and required development necessary for Air Force operations and maintenance of the Space Based Space Surveillance System and Red Local Area Network. This effort includes systems engineering, operations, operations support, and contractor logistics support. Work will be performed at El Segundo, California and Colorado Springs, Colorado, and is expected to be complete by June 20, 2022. Fiscal year 2016 operations and maintenance funds in the amount of $2,551,000 are being obligated at the time of award. Space Superiority Systems Directorate, Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity. 

 

QIOPTIC LTD, St. Asaph, United Kingdom, has been awarded an $18,000,000 firm-fixed-price requirements contract for purchase of F-16 Heads-Up Display Combiner Assemblies. Contractor will provide production and distribution of the F-16 Heads-Up Display Combiner Assembly. Work will be performed at St. Asaph, United Kingdom, and is expected to be complete by Dec. 17, 2020. This award is the result of a sole-source acquisition. No funds are being obligated at the time of award. Air Force Material Command, Hill Air Force Base, Utah, is the contracting activity (FA8251-16-D-0002).

 

Northrop Grumman Technical Services, Herndon, Virginia, has been awarded a $13,853,324 modification (0053-03) to previously awarded contract FA8106-10-D-0001 for contractor logistic services in support of the KC-10 program. Work will be performed at McGuire Air Force Base, New Jersey; Travis AFB, California; Hickam AFB, Hawaii; Yakota Air Base, Japan; and Tinker AFB, Oklahoma, and is expected to be complete by Sept. 30, 2016. Fiscal year 2016 operations and maintenance funds in the amount of $13,853,324 are being obligated at the time of award. Air Force Life Cycle Management Center, Tinker Air Force Base, Oklahoma, is the contracting activity.

 

SURVICE Engineering Co.*, Belcamp, Maryland, has been awarded an $11,926,329 cost-plus-fixed-fee with a performance incentive contract for SEEK EAGLE modeling, analysis, and tools support.  Work will be performed at Eglin Air Force Base, Florida, and is expected to be complete by Sept. 22, 2016. This award is the result of a sole-source acquisition. Fiscal year 2016 research, development, test and evaluation funds in the amount of $2,716,062.00 are being obligated at the time of award. Air Force Test Center, Eglin AFB, Florida, is the contracting activity (FA2486-16-C-0051).

 

 

NAVY 

Industries for the Blind, Inc., Milwaukee, Wisconsin, is being awarded a $27,433,947 indefinite-delivery/indefinite-quantity, firm-fixed-price contract to acquire 66 customized Navy recruiting promotional items in support of the Navy Recruiting Command.  Work will be performed in Milwaukee, Wisconsin, and the ordering period is expected to be completed by Dec. 21, 2020.  Fiscal 2016 operations and maintenance (Navy) funds in the amount of $250,000 will be obligated at the time of award and funds will not expire at the end of the current fiscal year.  The requirement was solicited and awarded non-competitively pursuant to the Javits-Wagner-O’Day Act and the rules of the Committee for the Purchase from People Who Are Blind or Severely Disabled which implements the AbilityOne Program.  Naval Supply Systems Command Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office, Pennsylvania, is the contracting activity (N00189-16-D-Z006).

 

CACI, Inc., Chantilly, Virginia, is being awarded $25,235,238 for modification P00022 to extend the previously single awarded indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract (N00189-10-D-Z006) for logistics and training support in automated supply management to designated Navy and Marine Corps activities.  This modification includes a 10 and one-third-month base period and a three-and-two-thirds-month optional period, which if exercised, will bring the contract value to $35,379,523.  Work will be performed in Norfolk, Virginia (35 percent); San Diego, California (35 percent); Cherry Point, North Carolina (20 percent); and various locations outside the United States (10 percent).  Work is expected to be completed by October 2016; if all options are exercised, work will continue through January 2017.  No funding will be obligated at the time of award.  Navy working capital funds will be obligated as individual task orders are issued, and funds will not expire at the end of the current fiscal year.  This requirement was procured as a sole-source action in accordance with Federal Acquisition Regulation 6.302-2, using justification 10 U.S. Code 2304(c)(2), citing unusual and compelling urgency.  Naval Supply Systems Command Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office, Pennsylvania, is the contracting activity.

 

Lockheed Martin Mission Systems and Training, Owego, New York, is being awarded a $13,388,948 cost-plus-fixed-fee modification to previously issued delivery order 4010 placed against basic ordering agreement N00019-14-G-0019 for non-recurring engineering in support of Phase III of the MH-60R/S Software Product Improvement (SWPI).  Support to be provided includes integration and test of modern SWPI products on the Gen III and Gen V Mission Computers and incorporation of all SWPI product requirements into theMH-60R/S software baseline.  Work will be performed in Owego, New York, and is expected to be completed in June 2016.  Fiscal 2014 aircraft procurement (Navy) funds in the amount of $13,338,948 will be obligated at time of award, all of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Electric Boat Corp, Groton, Connecticut, is being awarded a $9,373,684 not-to-exceed, undefinitized contract action modification to previously awarded contract (N00024-10-C-2118) for the procurement of Virginia Payload Module (VPM) air conditioning unit component development.   The contractor will be procuring design and prototyping efforts in support of the development of a 520 ton air conditioning unit for the VPM.  The work will be performed in Groton, Connecticut and is scheduled to be completed by 2021.  Fiscal 2016 research, development, test & evaluation (Navy) funding in the amount of $3,028,000 will be obligated at time of award and will not expire at the end of this fiscal year. The Supervisor of Shipbuilding Conversion and Repair, Groton, Connecticut, is the contracting activity.

 

ARMY

Lockheed Martin Missile and Fire Control, Grand Prairie, Texas was awarded a $60,150,602 modification (0011) to foreign military sales (Qatar) contract W31P4Q-12-G-0001 to update the JPAC-3 Seeker, Block IV.  Work will be performed in Grand Prairie and El Paso, Texas; Huntsville, Alabama; and Huntington Beach, California with an estimated completion date of Dec. 21, 2018.  Fiscal 2016 other procurement funds in the amount of $60,150,602 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama is the contracting activity.

 

PCCP Constructors, JV, Metairie, Louisiana was awarded a $23,700,000 modification (P00022) to contract W912P8-12-C-0049 for variable frequency drives for the 5000HP pumps at the permanent canal closures and pumping station.  Work will be performed in New Orleans and Metairie, Louisiana with an estimated completion date of Nov. 21, 2017.  Fiscal 2016 other procurement funds in the amount of $23,700,000 were obligated at the time of the award.  Army Corps of Engineers, New Orleans, Louisiana is the contracting activity.

 

HPLogIT Management, LLC,* Texarkana, Texas was awarded a $20,931,300 firm-fixed-price contract with options for complete remanufacture of MRAP transparent armor.  Bids were solicited via the internet with four received. Work will be performed at the Red River Army Depot, Texas with an estimated completion date of Sept. 30, 2016.  Fiscal 2016 other procurement funds in the amount of $20,931,300 were obligated at the time of the award.  Army Contracting Command Warren, Michigan is the contracting activity (W56HZV-16-C-0039).

 

Caelum Research Corp.,* Rockville, Maryland was awarded a $18,258,020 modification (P00009) to contract W91CRB-15-C-0005 for .data collection services  Work will be performed at the Aberdeen Test Center, Aberdeen, Maryland with an estimated completion date of Dec. 31, 2016.  Fiscal 2016 research, development, testing, and evaluation funds in the amount of $875,000 were obligated at the time of the award.  Army Contracting Command, Aberdeen, Maryland is the contracting activity.

 

EFW Inc., Ft. Worth, Texas was awarded a $13,185,756 modification (P00018) to foreign military sales contract for three hundred Apache Aviator Integrated Helmets, 190 for U.S. government and 110 for the Royal Saudi Land Forces Aviation Command and Qatar.  Work will be performed in Ft. Worth, Texas with an estimated completion date of April 30, 2018.  Fiscal 2010, 2012 and 2014 other procurement funds in the amount of $13,185,756 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama is the contracting activity.

 

CSC Government Solutions LLC, Falls Church, Virginia was awarded an $11,858,083 modification (P00018) to contract W81K04-13-C-0001 for Army Reserve specialty medical training, equipment/site maintenance and administration support services.  Work will be performed at Camp Parks, California; Ft. Gordon, Georgia; and Ft. McCoy, Wisconsin with an estimated completion date of Dec. 31, 2017.  Fiscal 2016 operations and maintenance (Army) funds in the amount of $11,858,083 were obligated at the time of the award.  Army Medical Command, Ft. Sam Houston, Texas is the contracting activity.

 

Oklahoma Dept. of Rehabilitation Services, Oklahoma City, Oklahoma was awarded an $11,532,404 modification (P00039) to contract W9124J-09-D-0003 for three full food service dining facility and one dining facility attendant, Troop Issue Subsistence Activity and Full Food Service Mobilization.  Work will be performed at Ft. Sill, Oklahoma with an estimated completion date of March 31, 2016.  Funding will be determined with each order.  Army Contracting Command, Ft. Sill, Oklahoma is the contracting activity.

 

BAE Systems Land & Armaments LP, York, Pennsylvania was awarded an $8,400,870 firm-fixed-price foreign military sales contract (Iraq) for ninety interrogator arm assemblies for the International LAV.  One bid was solicited with one received.  Work will be performed in Ladson, South Carolina with an estimated completion date of Nov. 30, 2016.  Fiscal 2016 other procurement funds in the amount of $8,400,870 were obligated at the time of the award.  Army Contracting Command Warren, Michigan is the contracting activity (W56HZV-16-C-0052).
