ARMY

 

Raytheon Company, Andover, Massachusetts, was awarded a $43,714,642 modification (P00035) to foreign military sales contract (W31P4Q-13-C-0111) for depot level diagnostic and repair capability for the Patriot secondary items. Work will be performed in Saudi Arabia (57 percent); Taiwan (27.50 percent); Kuwait (7 percent); United Arab Emirates (6 percent); Republic of Korea (1.50 percent); and Israel (1 percent); with an estimated completion date of December 31, 2016.  Fiscal 2016 funds in the amount of $43,714,642 were obligated at time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

 

Thales Raytheon Systems Co., Fullerton, California, was awarded a $17,036,857 cost-plus-fixed-fee contract for sentinel life cycle contractor support for calendar years 2016 to 2018.  This requirement is to acquire depot maintenance, scheduled overhaul, unscheduled overhaul, contingency operations, vendor repair, transportation, line replacement units’ procurement, depot work loading, travel, software/firmware sustainment for test program sets, and technical data package sustainment for repair and test procedures.  Work will be performed in Fullerton, California, with an estimated completion date of Dec. 31, 2018.  Bids were solicited via the internet with one received.  Fiscal 2016 Army operations and maintenance funds in the amount of $1,349,000 were obligated at time of the award.  Army Contracting Command,

Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-16-C-0004).

 

Raytheon Missile Systems, Tucson, Arizona, was awarded a $15,895,246 modification (P00057) to a foreign military sales contract (W31P4Q-13-C-0113) for Stinger engineering services in support of foreign military sales customers in Qatar and India.  Work will be performed in Tucson, Arizona, with an estimated completion date of Dec. 31, 2018.  Fiscal 2016 other funds in the amount of $15,895,246 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

 

LLM Placements*, Washington, D.C., was awarded an $8,110,000 firm-fixed-price contract for administrative recruiting support for the U.S. Army Recruiting Command at Fort Knox, Kentucky.  These services will be performed at 280 multiple recruiting locations.  Work will be performed in Washington, D.C., with an estimated completion date of Dec. 31, 2018.  Bids were solicited via the internet with   43 received.  Fiscal 2016 Army operations and maintenance funds in the amount of $8,110,000 were obligated at the time of the award.  Army Contracting Command, Fort Knox, Kentucky, is the contracting activity (W9124D-16-C-0003).

 

NAVY

 

Walsh Construction Co., Chicago, Illinois, is being awarded a $107,307,948 firm-fixed-price contract for repair and renovation of a machine shop facility at Naval Base Kitsap Bremerton.  The work to be performed provides for repair and construction for seismic upgrades and renovation of a ship maintenance machine shop facility, Building 431.  The project will be a design-bid-build seismic retrofit which includes renovation of all architectural, mechanical and electrical systems, demolishing portions of the building interior and hazardous material remediation.  Work will be performed in Bremerton, Washington, and is expected to be completed by June 2018.  Fiscal 2016 operation and maintenance, (Navy) contract funds in the amount of $107,307,948 are obligated on this award and will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with two proposals received.  The Naval Facilities Engineering Command, Northwest, Silverdale, Washington, is the contracting activity (N44255-16-C-7001).

 

Raytheon Space and Airborne Systems, Marlborough, Massachusetts, is being awarded a $102,922,387 firm-fixed-price contract to produce, test and deliver fully integrated Navy Multiband Terminals (NMT).  The NMT is a multiband capable satellite communications terminal that provides both protected and wideband communications. NMT supports Extremely High Frequency (EHF)/Advanced EHF Low Data Rate /Medium Data Rate/Extended Data Rate, Super High Frequency, Military Ka (transmit/receive) and Global Broadcast Service (receive-only) communications. This contract includes options which, if exercised, would bring the cumulative value of this contract to an estimated $466,585,828.  This contract combines purchases for the United States (97 percent) and the government of the United Kingdom (three percent) under the Foreign Military Sales Program.  Work will be performed in Largo, Florida (54 percent); South Deerfield, Massachusetts (25 percent); Stow, Massachusetts (13 percent); Marlborough, Massachusetts (8 percent); and is expected to be completed by Sept. 30, 2018.  If all options are exercised, work could continue until September 2022.  Fiscal 2015 and 2016 other procurement (Navy); fiscal 2015 and 2016 ship conversion (Navy); and foreign military sales funds in the amount of $102,922,387 will be obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  This sole source contract was not competitively procured in accordance with 10 U.S.C. 2304(c)(1).   The Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity (N00039-16-C-0050).

 

L-3 Communications Vertex Aerospace LLC, Madison, Mississippi, is being awarded a $25,493,729 modification to a previously awarded indefinite-delivery requirements contract (N00019-13-D-0007) for logistics and depot level services for TH-57 aircraft in support of the Naval Air Training Command’s Undergraduate Helicopter Pilot Training Program.  This modification provides for increased aircraft availability to respond to pilot training requirements.    Work will be performed at the Naval Air Station Whiting Field, Milton, Florida, and is expected to be completed in May 2016.  No funds are being obligated at time of award.  Funds will be obligated against individual delivery orders as they are issued.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Serco Inc., Reston, Virginia, is being awarded a $22,225,504 firm-fixed-price contract for lifecycle sustainment of Physical Security/Access Control and Command, Control, Communications, Computers, and Intelligence systems in support of the Naval Facilities Engineering Command (NAVFAC) Anti-Terrorism/Force Protection Ashore Program at various Navy installations worldwide.  The work to be performed provides for preventive maintenance of hardware, associated firmware, and software; response and resolution of service calls for corrective maintenance to include equipment repair, overhaul, or replacement; Information Assurance Vulnerability Alert to include version control, patch management, and vulnerability scanning; asset management to track, maintain, upgrade, and dispose of systems; configuration management to establish and maintain consistency of the system attributes with operational requirements and evolving technical baseline; technical refreshments, upgrades and installation of new systems; and programmatic trend analysis to identify systemic sustainment issues such as technology obsolescence.  The contract also contains 19 unexercised options, which if exercised would increase cumulative contract value to $131,460,543.  Work will be performed worldwide and is expected to be completed by January 2017.  If all options are exercised, work will continue through January 2021.  Fiscal 2016 operation and maintenance, (Navy) contract funds in the amount of $22,225,504 are obligated on this award and will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with six proposals received.  The Naval Facilities Engineering Command Engineering and Expeditionary Warfare Center, Port Hueneme, California, is the contracting activity (N39430-16-C-1811).

 

Raytheon Missile Systems, Tucson, Arizona, is being awarded a $13,495,233 modification to previously awarded contract (N00024‑15‑C-5408) for procurement of 19 SM-2 Block IIIA Zumwalt flight-test-rounds for DDG 1000 class Ships (Zumwalt configuration).  This contract modification also involves a purchase for the Netherlands as a result of an international agreement between the governments of the United States and the Netherlands.  Work will be performed in Tucson, Arizona (50 percent); Andover, Massachusetts (25 percent); Mountain View, California (11 percent); Camden, Arkansas (4 percent); San Diego, California (5 percent); Chandler, Arizona (3 percent); Hudson, New Hampshire (1 percent); and Redmond, Washington (1 percent).  Work is expected to be completed August 2018.  Fiscal 2015 research, development, test and evaluation; fiscal 2015 shipbuilding and conversion (Navy); fiscal 2016 operations and maintenance (Navy); and Memorandum of Understanding (Netherlands) funding in the amount of $13,495,233 will be obligated at the time of award. Contract funds in the amount of $10,691,917 will expire at the end of the current fiscal year.  This contract modification was not competitively procured in accordance with the authority from 10 U.S.C. 2304 (c) (1) and FAR 6.302-1 (a) (2).  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

The Boeing Co., Seattle, Washington, is being awarded an $11,900,667 modification to a previously awarded fixed-price-incentive-firm target contract (N00019-12-C-0112) for procurement and installation of additional fiber optics wiring and fiber connector savers in 16 P-8A aircraft.  Work will be performed in Seattle, Washington (61.8 percent); Glendale, California (35.7 percent); and various other locations inside the United States (2.5 percent), and is expected to be completed in April 2017.  Fiscal 2014 aircraft procurement (Navy) funds in the amount of $11,900,667 will be obligated at time of award, all of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Serco Inc., Reston, Virginia, is being awarded $9,351,312 firm-fixed-price, indefinite-delivery/indefinite-quantity supply contract for hazardous material (HAZMAT) to support the southwest regional HAZMAT centers.  This contract includes a one-year base period and four one-year option periods, which if exercised, will bring the contract value to $47,687,400.  Work will be performed at Naval Base San Diego, California (20 percent); Naval Air Station North Island, San Diego, California (20 percent); Marine Corps Air Station Miramar, San Diego, California (20 percent); Naval Construction Battalion Center Port Hueneme, California (20 percent); Naval Air Weapons Station China Lake, California (15 percent); and Naval Air Facility El Centro, California (5 percent).  Work is expected to be completed by December 2016.  If options are exercised, work will continue through Dec. 31, 2020.  Fiscal 2016 operation and maintenance (Navy) funds in the amount of $5000 will be obligated at time of award and funds will expire at the end of the current fiscal year.  This contract is a sole-source procurement negotiated under 10 U.S.C. 2304(c)(1) - only one responsible source.  Naval Supply Systems Command Fleet Logistics Center San Diego, California, is the contracting activity (N00244-16-D-0002).

 

L-3 Communications Applied Technologies, Inc., San Leandro, California, is being awarded a $7,120,043 modification to previously awarded contract (N00024-07-C-4223) to fabricate, assemble, test, and deliver a total of four containerized battery energy storage and charging systems for the electromagnetic railgun pulsed power system. The commercially based power supplies included in the battery and charging power supply prototype containers are required to charge the repetition rate pulse power for the railgun innovative naval prototype demonstration.  Work will be performed in San Leandro, Calif. (68 percent) and San Diego, Calif. (32 percent), and is expected to be completed by June 2016.  Fiscal 2015 research, development, test and evaluation contract funds in the amount of $3,616,085 will be obligated at the time of award and will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

AIR FORCE

 

MacAulay-Brown, Inc., Dayton, Ohio, has been awarded a $40,000,000 indefinite-delivery/indefinite-quantity contract for Spectrum Warfare Evaluation Assessment Technology Engineering Research. Contractor will provide research and development in the areas of radio frequency sensor assessment for electronic support, electronic attack and electronic protection with a primary focus on active countermeasures evaluation and assessment for threat radar and communication systems in a free space radiation environment. Work will be performed at Wright-Patterson Air Force Base, Ohio, and is expected to be complete by Dec. 29, 2022. This award is the result of a competitive acquisition with five offers received. Fiscal year 2015 Air Force Research Laboratory funds in the amount of $161,113 are being obligated at the time of award for task orders 0001 and 0002. Air Force Research Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity (FA8650-16-D-1702).

 

Lockheed Martin Corp., Mission Systems and Training, Orlando, Florida, has been awarded a $19,297,373 modification (P00065) to previously awarded contract FA8621-11-C-6288 for Training System Support Center services. Contractor will provide software and hardware support, minor modification work, obsolescence monitoring and identification, and overall system operation reporting. Work will be performed at Little Rock Air Force Base, Arkansas; Kirtland Air Force Base, New Mexico; Moody Air Force Base, Georgia; Hurlburt Air Force Base, Florida; and Ramstein Air Base, Germany, and is expected to be complete by Dec. 31, 2016. Fiscal year 2016 operations and maintenance funds in the amount of $13,763,009 are being obligated at the time of award. Air Force Life Cycle Management Center, Wright Patterson Air Force Base, Ohio, is the contracting activity.

 

Advanced Electronics Co., Ltd., Riyadh, Saudi Arabia, has been awarded a $12,500,000 firm-fixed-price and cost-reimbursement no fee task order (0006) to previously awarded contract FA8505-11-D-0002. Contractor will provide services required for maintenance and modernization of the electronic systems test set to support the Royal Saudi Air Force F-15 fleet. Work will be performed at Riyadh, Saudi Arabia and Huntsville, Alabama, and is expected to be complete by June 28, 2018. This contract is 100-percent foreign military sales to Saudi Arabia. Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity.

 

UPDATE:  Black & Veatch Special Projects Corp. Federal Services Division, Overland Park, Kansas, has been added as an awardee under solicitation FA8903-15-R-0049 to provide Architect-Engineering 2013 (A-E13) Environmental Services including A-E services to support operations and maintenance, environmental restoration account, environmental compliance, Base Realignment and Closure and Military Family Housing programs worldwide.  Each of the contractors awarded a contract under this solicitation will compete for task orders under the ceiling $500,000,000 indefinite-delivery/indefinite-quantity contract. Work will be performed at government locations worldwide and is expected to be complete by Dec. 28, 2023. Fiscal year 2016 operation and maintenance funds in the amount of $3,000 to satisfy the minimum guarantee are being obligated at the time of award. This award is the result of a competitive acquisition with 12 offers received. Air Force Installation Contracting Agency, 772nd Enterprise Sourcing Squadron, Joint Base San Antonio-Lackland, Texas, is the contracting activity (FA8903-16-D-0039).

 

DEFENSE LOGISTICS AGENCY

 

GE Healthcare, Wauwatosa, Wisconsin, has been awarded a maximum $43,200,000 modification (P00111) exercising the seventh one-year option period of a one-year base contract (SPM2D1-09-D-8300) with nine one-year option periods for patient monitoring systems, subsystems, accessories, consumables, spare/repair parts and training. This is a fixed-price with economic-price-adjustment contract. Location of performance is Wisconsin, with a Jan. 13, 2017, performance completion date. Using military services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2016 through fiscal 2017 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.
