ARMY

 

Colsa Corp.,* Huntsville, Alabama (W9113M-16-D-0006); CybEx LLC,* Huntsville, Alabama (W9113M-16-D-0007); Decisive Analytics Corp.,* Arlington, Virginia (W9113M-16-D-0008); MEI Technologies Inc.,* Huntsville, Alabama (W9113M-16-D-0009); Sentar Inc.,* Huntsville, Alabama (W9113M-16-D-0010); and Torch Technologies Inc.,* Huntsville, Alabama (W9113M-16-D-0011), were awarded a $504,000,000 contract with cost, incentive, and fixed-price features for the design, development, demonstration and integration Domain 2 to support the Space and Missile Defense Command, with an estimated completion date of  Feb. 17, 2025.  Bids were solicited via the Internet with eight received. Funding and work location will be determined with each order. Army Space and Missile Command, Huntsville, Alabama, is the contracting activity.

 

Culmen International LLC,* Alexandria, Virginia (W15QKN-16-D-0003); Defense Technology Inc.,* Huntsville, Alabama (W15QKN-16-D-0004); Multinational Defense Services LLC,* Tarpon Springs, Florida (W15QKN-16-D-0005); Sierra Four Industries Corp.,* Fort Collins, Colorado (W15QKN-16-D-0006); and UDC USA Inc.,* Tampa, Florida (W15QKN-16-D-0007), were awarded a $49,000,000 firm-fixed-price, multi-year, foreign military sales contract (Chad, Afghanistan, Iraq, Romania, Somalia, Niger, Burkina Faso, Djibouti, Pakistan, Peru, Congo, Jordan, Colombia) for the production of nonstandard weapons parts and accessories.  Bids were solicited via the Internet with nine received, with an estimated completion date of Feb. 18, 2021. Funding and work location will be determined with each order. Army Contracting Command, Picatinny Arsenal, New Jersey, is the contracting activity.

 

NAVY

 

Schneider Electric Buildings Americas Inc., Carrollton, Texas, is being awarded $114,314,566 for firm-fixed-price task order N39430-16-F-1804 under a multiple award contract for energy improvements at Naval Base Coronado.  Work will be performed in San Diego, California, and is expected to be completed by August 2037.  No funds will be obligated with this award.  The Energy Policy Act of 1992 authorizes agencies to use private financing to fulfill its requirements for energy savings performance contracts for project implementation.  For this project, Naval Base Coronado has agreed to pay for the costs of services/construction from project financing which will be obtained by Schneider Electric Buildings Americas Inc.  Twelve proposals were received for this task order.  The Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, California, is the contracting activity (DE-AM36-90GO29042). 

 

Lockheed Martin Mission Systems and Training, Manassas, Virginia, is being awarded an $18,463,677 undefinitized contract action modification to previously awarded contract N0024-15-C-6222.  This modification will cover the material procurements, manufacturing activities for two ballistic missile submarine systems, and an engineering development model.  Work will be performed in Manassas, Virginia (78 percent); Clearwater, Florida (10 percent); Marion, Massachusetts (6 percent); and Syracuse, New York (6 percent), and the work is expected to be completed by October 2016.  Fiscal 2016 other procurement (Navy) funding in the amount of $10,149,015 is being obligated at award and will not expire at the end of fiscal 2016.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Engility Corp., Chantilly, Virginia, is being awarded an $8,315,652 modification to previously awarded cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract N00174-14-D-0005 for engineering and technical support services for Naval Surface Warfare Center (NSWC) Indian Head Explosive Ordnance Technology Division (IHEODTD).  The location of work performed will be determined by individual task order and is expected to be completed by February 2017.  No contract funds are being obligated at time of award.  The NSWC IHEODTD, Indian Head, Maryland, is the contracting activity.

 

A-T Solutions, Fredericksburg, Virginia, is being awarded an $8,063,203 modification to previously awarded cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract N00174-14-D-0004 for engineering and technical support services for Naval Surface Warfare Center (NSWC) Indian Head Explosive Ordnance Technology Division (IHEODTD).  The location of work performed will be determined by individual task order and is expected to be completed by February 2017.  No contract funds are being obligated at the time of award.  The NSWC IHEODTD, Indian Head, Maryland, is the contracting activity.

 

OSI Federal Technologies Inc.,* Aldie, Virginia, is being awarded a $7,897,437 fixed-price, indefinite-delivery/indefinite-quantity contract for the procurement of a minimum quantity of 750 to a maximum quantity of 2,605 commercially available laptop computers that serve as mission planning computers in the aircrafts deployed to the fleet.  In addition, this contract includes 100 to 248 spare hard drives; up to 88 docking stations; and 450 carrying cases.  Work will be performed in Aldie, Virginia, and is expected to be completed in April 2018.  Fiscal 2016 operation and maintenance (Navy) funds in the amount of $2,325,143 will be obligated at time of award, all of which will expire at the end of the current fiscal year.  This contract was competitively procured via combined synopsis and solicitation posted on the Federal Business Opportunities website with full and open competition; nine offers were received.  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N68335-16-D-0014).

 

AIR FORCE

 

Assured Information Security Inc., Rome, New York, has been awarded a $9,847,240 cost-plus-fixed-fee contract for software and reports. Contractor will provide research and develop novel algorithms, techniques, capabilities and processes for achieving multi-platform signals intelligence data collection, management and analysis system for integration into Air Force, Navy and national enterprise architectures. Work will be performed at Rome, New York, and is expected to be complete by Feb. 17, 2019. This award is the result of a competitive acquisition with two offers received. Fiscal 2015 research, development, test and evaluation funds in the amount of $277,468 are being obligated at the time of award. Air Force Research Laboratory, Rome, New York, is the contracting activity (FA8750-16-C-0014).

 

DEFENSE LOGISTICS AGENCY

 

Chinook Medical Gear Inc.,* Durango, Colorado, has been awarded a maximum $7,176,545 fixed-price with economic price adjustment contract for medical surgical items for facilities participating in the electronic catalogue program. This was a competitive acquisition with 13 responses received. This is a 16-month base contract with three one-year, and one eight-month option periods. The maximum dollar amount is for the life of the contract including option periods. Location of performance is Colorado, with a Feb. 17, 2021, performance completion date. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2016 through fiscal 2021 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2DE-16-D-0005).
