CONTRACTS

 

NAVY

 

Bell Helicopter Textron Inc., Fort Worth, Texas, is being awarded a $461,142,760 fixed-price incentive (firm target) modification to a previously awarded firm-fixed-price contract (N00019-13-C-0023) to definitize the manufacture and delivery of 12 Lot 13 UH-1Y aircraft; 16 Lot 13 AH-1Z aircraft, and 16 auxiliary fuel kits.  Work will be performed in Fort Worth, Texas (60 percent); and Amarillo, Texas (40 percent), and is expected to be completed in February 2019.  Fiscal 2016 aircraft procurement (Navy) funds in the amount of $461,142,760 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

AAR Defense Systems & Logistics, Wood Dale, Illinois, is being awarded a $104,970,967 firm-fixed-price contract for the procurement of contractor logistics support, including commercial depot support and site support for the C-40A Clipper aircraft.  Work will be performed in Oklahoma City, Oklahoma (36.32 percent); Fort Worth, Texas (13.81 percent); Whidbey Island, Washington (12.88 percent); Jacksonville, Florida (12.18 percent); North Island, California (12.50 percent); and Oceana, Virginia (12.31 percent), and is expected to be completed in March 2021.  Fiscal 2016 operations and maintenance (Navy) funds in the amount of $2,964,825 are being obligated on this award, all of which will expire at the end of the current fiscal year.  This contract was competitively procured by electronic request for proposals; three offers were received.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting authority (N00019-16-D-0002). 

 

Lockheed Martin Mission Systems and Training, Mitchel Field, New York, is being awarded a maximum value $93,400,000 undefinitized contract action (N00030-16-C-0045) for Trident II Inertial Navigation Subsystem (INS) design; continued development of the technology refresh efforts for Shipboard Systems Integration (SSI) Increment 8 and SSI Increment 13; delivery of eight INSs, and various test plans and reports related to the INS, gyroscope, modeling and simulation efforts; hardware and software design and temporary alterations all required for subsequent validation of performance at-sea; integration of the Electrostatically Supported Gyro Navigator-Replacement into the navigation subsystem; initiation of production activities leading to an SSI Increment 8 initial operational capability; and Multi-Star Enhanced Prelaunch tasks.  Work will be performed in Mitchell Field, New York (55 percent); Huntington Beach, California (34 percent); Clearwater, Florida (7 percent); and Cambridge, Massachusetts (4 percent), with an expected completion date of Nov. 30, 2017.  Fiscal 2016 other procurement (Navy) in the amount of $42,300,000; and United Kingdom funding in the amount of $2,600,000 will be obligated at time of award.  No contract funds will expire at the end of the fiscal year.  This contract was a sole-source acquisition in accordance with 10 U.S. Code 2304(c)(1) & (4).  The Navy’s Strategic Systems Programs, Washington, District of Columbia, is the contracting activity.   

 

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $66,222,453 undefinitized contract action against a previously awarded basic ordering agreement (N00019-14-G-0020) for the design, development, fabrication, integration, delivery, installation, and testing of the technical solution to enable full interoperability of  the Distributed Mission Training capability for the F-35 Joint Strike Fighter aircraft.  Work will be performed in Orlando, Florida (90 percent); and Fort Worth, Texas (10 percent), and is expected to be completed in March 2018.  Fiscal 2016 aircraft procurement (Air Force) funds in the amount of $7,239,945 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Northrop Grumman Systems Corp., Aerospace Systems, Melbourne, Florida, is being awarded a $8,413,214 firm-fixed-price modification to previously awarded contract N00024-15-C-6318 for a provisioned item order of retrofit kits for Airborne Laser Mine Detection Systems in support of Program Executive Office Littoral Combat Ships. Work will be performed in Santa Clarita, California (46 percent); Melbourne, Florida (34 percent); and Tucson, Arizona (20 percent), and is expected to be complete by December 2018. Fiscal 2014 and 2016 other procurement (Navy) funding in the amount of $8,413,214 will be obligated at time of award. Contract funds in the amount of $4,413,214 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

AIR FORCE

 

Boeing Aerospace Operations, Oklahoma City, Oklahoma, has been awarded a $319,007,670 indefinite-delivery/indefinite-quantity contract for C-32/C-40 contractor logistics support. Contractor will provide organizational and depot-level maintenance, data, contractor operated and maintained base supply, and modification design and installation support.  The contractor will provide all support required to fulfill this requirement, including but not limited, to labor, materials, tools, equipment, parts and transportation. This effort includes additional support as over and above tasks, field team support (worldwide), deployments, aircraft crash investigations and damage repair. Work will be performed at Joint Base Andrews, Maryland; Scott Air Force Base, Illinois; Ramstein Air Base, Germany; and Joint Base Pearl Harbor, Hawaii, and is expected to be complete by June 30, 2023. This award is the result of a competitive acquisition with two offers received. Fiscal 2016 operations and maintenance funds in the amount of $242,392 are being obligated at the time of award. Air Force Life Cycle Management Center, Tinker Air Force Base, Oklahoma, is the contracting activity (FA8106-16-D-0004).

 

Lockheed Martin Corp. - Lockheed Martin Aeronautics Co., Marietta, Georgia, has been awarded a not-to-exceed $92,419,070 modification (P00566) to previously awarded contract FA8625-11-C-6597 for C-130J production. Work will be performed at Marietta, Georgia, and is expected to be complete by July 5, 2016. This contract is 100 percent foreign military sales to Israel. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8625-11-C-6597).

 

Cole Engineering Services Inc.,* Orlando, Florida, has been awarded a $67,320,000 indefinite-delivery/indefinite-quantity contract for Air Force Modeling and Simulation Training Toolkit program. Contractor will provide a set of software tools that provide a complete constructive simulated theater-level air warfare environment. Work will be performed at Orlando, Florida, and is expected to be complete by March 10, 2021. This award is the result of a competitive acquisition with six offers received. Fiscal 2016 research, development, test and evaluation; and operation and maintenance funds in the amount of $2,965,959 are being obligated for the first delivery order at the time of award. Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity (FA8730-16-D-0001).

 

ARMY

 

Evistacom LLC,* Atlanta, Georgia, was awarded a $90,000,000 firm-fixed-price contract to provide the capability to decisively establish the identity of adversaries and effectively link that identity to other information for Department of Defense, Coalition and regional partners.  One bid was solicited with one received, with an estimated completion date of March 10, 2021.  Funding and work location will be determined with each order.  Army Contracting Command, Research Triangle Park, North Carolina, is the contracting activity (W911NF-16-D-0032).

 

Lockheed Martin Missiles and Fire Control, Grand Prairie, Texas, was awarded a $73,015,100 modification (P00039) to foreign military sales contract (Saudi Arabia) W31P4Q-14-C-0034 to exercise a PATRIOT option adding 64 1-pack Missile Segment Enhancement missiles and reducing 64 Cost Reduction Initiative missiles.  Work will be performed in Grand Prairie, Texas; Lufkin, Texas; Camden, Arkansas; Chelmsford, Massachusetts; Ocala, Florida; Huntsville, Alabama; and Anaheim, California, with an estimated completion date of June 30, 2019.  Fiscal 2016 other procurement funds in the amount of $73,015,100 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

 

Norfolk Southern Railway Co., Atlanta, Georgia, was awarded a $17,740,000 cost contract for temporary removal, relocation and permanent placement of the Alabama Great Southern Railroad tracks and flagging services.  One bid was solicited with one received. Work will be performed in New Orleans, Louisiana, with an estimated completion date of March 11, 2021.  Fiscal 2014 other procurement funds in the amount of $17,740,000 were obligated at the time of the award.  Army Corps of Engineers, New Orleans, Louisiana, is the contracting activity (W912P8-16-C-0027).

 

Whitman, Requardt & Associates LLP, Baltimore, Maryland (W912DR-16-D-0005); HDR Inc., Omaha, Nebraska (W912DR-16-D-0006); URS Group Inc., Washington, District of Columbia (W912DR-16-D-0007); and Jacobs Government Services Co., Arlington, Virginia (W912DR-16-D-0008), were awarded a $15,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity, multiple award task order contract for multi-discipline architectural engineering services.  Bids were solicited via the Internet with 21 received, with an estimated completion date of March 31, 2021.  Funding and work location will be determined with each order.  Army Corps of Engineers, Baltimore, Maryland, is the contracting activity.

 

CACIL-ISS Inc., Chantilly, Virginia, was awarded a $7,293,182 modification (P00005) to contract to support Increment II of the Army Integrated Personnel and Pay System.  Work will be performed in Alexandria, Virginia, with an estimated completion date of March 31, 2016.  Fiscal 2016 research, development, testing, and evaluation funds in the amount of $7,293,182 were obligated at the time of the award.  Army Contracting Command, Picatinny Arsenal, New Jersey, is the contracting activity.

 

Employment Source Inc.,* Fayetteville, North Carolina, was awarded a $15,912,106 modification (P00009) to contract W91247-13-D-0007 for dining facility attendant services.  Work will be performed in Ft. Bragg, North Carolina, with an estimated completion date of Jan. 31, 2017.  Funding and work location will be determined with each order.  Army Contracting Command, Ft. DEFENSE LOGISTICS AGENCY

 

VICNRG LLC,* Southlake, Texas, has been awarded a minimum $48,335,369 fixed-price with economic price adjustment contract for various types of fuel. This was a competitive acquisition with 30 responses received. This is a 42-month contract with no option periods. Locations of performance are Texas, California, and Arizona, with a Sept. 30, 2019, performance completion date. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2016 through fiscal 2019 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE600-16-D-4546).

 

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

 

System High Corp., Chantilly, Virginia, has been awarded a ceiling $21,035,502 cost-plus-award-fee modification (P00033) to exercise Option Year 4 of previously awarded HR0011-12-C-0024 for the Security and Intelligence Directorate (SID) Systems Engineering and Technical Assistance (SETA) Support program. The SID SETA Support program develops and uses state-of-the-art tools and concepts to find solutions to emerging security issues while maintaining compliance with applicable security requirements. Fiscal 2015 research and development funds in the amount of $7,263,033 are being obligated at time of award. The modification brings the total cumulative face value of the contract to $97,630,625 from $76,595,123. Work will be performed in Arlington, Virginia, with an estimated completion date of March 2017. The Defense Advanced Research Projects Agency, Arlington, Virginia, is the contracting activity.

 

University of Delaware, Newark, Delaware, has been awarded a $14,994,756 cooperative agreement (HR0011-16-2-0014) for a research project under the Tailorable Feedback and Forming (TFF) Program. The TFF program aims to develop the manufacturing of small (20 pounds or under) Department of Defense composite parts at costs competitive to metal using a new composite material format and novel reconfigurable forming/molding processes that enable fabrication of multiple part configurations. Fiscal 2015 research and development (R&D) funds in the amount of $500,000; and fiscal 2016 R&D funds in the amount of $4,063,596 are being obligated at time of award. Work will be performed in Newark, Delaware (65 percent); Blacksburg, Virginia (7 percent); Philadelphia, Pennsylvania (15 percent); and Clemson, South Carolina (13 percent), with an expected completion date of March 2019. This cooperative agreement was a competitive acquisition and six offers were received. Defense Advanced Research Projects Agency, Arlington, Virginia, is the contracting activity.

 

MISSILE DEFENSE AGENCY

 

Northrop Grumman Aerospace Systems, Redondo Beach, California, is being awarded a $18,899,927 modification (P00317) to a previously awarded contract to exercise an option, increasing the total contract value from $1,839,771,625.37 to $1,858,671,552.37. Under this modification, the contractor will provide on-orbit operations and sustainment for the Space Tracking and Surveillance System. Work will be performed at the Missile Defense Space Center, Colorado Springs, Colorado; and Northrop Grumman Aerospace Systems, Redondo Beach, California. The performance period is from Apr. 1, 2016, to March 31, 2017.  Fiscal 2016 research and development funds in the amount of $9,211,525 are being obligated at time of award.
