Raytheon Co., El Segundo, California, is being awarded a $1,012,928,257 cost-plus-incentive-fee contract for the design, manufacture, integration, demonstration and test of 15 Next Generation Jammer (NGJ) engineering development model pods in support of the engineering and manufacturing development phase of the NGJ program. The NGJ system is a pod-based tactical jammer that replaces the 40-plus-year ALQ-99 jammer system on the EA-18G aircraft. This contract also provides for the manufacture of 14 NGJ aero-mechanical test pods, which will be used to verify aircraft flying qualities and pod safe separation from the host aircraft; provide equipment needed for system integration laboratories; and mature manufacturing processes. Work will be performed in El Segundo, California (49.5 percent); Forrest, Mississippi (14.7 percent); Dallas, Texas (13.9 percent); McKinney, Texas (8.1 percent); Torrance, California (5.5 percent); Ft. Wayne, Indiana (4.2 percent); Marion, Virginia (1.6 percent); San Diego, California (1.4 percent); Andover, Massachusetts (0.8 percent); and Tucson, Arizona (0.3 percent), and is expected to be completed in December 2020. Fiscal 2016 research, development, testing and evaluation (Navy) funds in the amount of $134,608,248 will be obligated at time of award, none of which will expire at the end of the current fiscal year. Lockheed Martin Corp., Mission Systems and Training, Manassas, Virginia, is being awarded a $20,516,392 modification to a previously awarded contract (N00024-11-C-6294) to exercise options for the production and support of Acoustic Rapid Commercial off-the-shelf Insertion (A-RCI) systems for the U.S. submarine fleet. A-RCI is a sonar system that integrates and improves towed array, hull array, sphere array, and other ship sensor processing, through rapid insertion of commercial off-the-shelf-based hardware and software. This modification provides for continued A-RCI Technology Insertion-14 hardware deliveries. Work will be performed in Manassas, Virginia (95 percent); and Syracuse, New York (five percent), and is expected to be completed by March 2019. Fiscal 2016 other procurement (Navy); and fiscal 2016 research, development, test and evaluation (Navy) funding in the amount of $20,516,392 will be obligated at time of award and will not expire at the end of the current fiscal year. Harper Contracting Inc., Salt Lake City, Utah, was awarded a $ 13,348,010 firm-fixed-price contract with options for constructing a soil cement revetment structure approximately 3,800 feet in length. Work will be conducted on the Santa Ana River, Lower Santa Ana River Channel, Reach 9, Phase 4, Yorba Linda, and Orange County, California. Bids were solicited via the Internet with two received. Contractor will consolidate Air Force F-15, F-16, and foreign military sales repair support for JHMCS into one individual five-year contract for non-commercial items. Work will be performed at Atlanta, Georgia; and Talladega, Alabama, and is expected to be complete by April 12, 2021. This contract involves foreign military sales to 13 countries. This award is the result of a sole-source acquisition. No funds are being obligated at the time of award. EaglePicher Technologies LLC, Joplin, Missouri, has been awarded a $8,071,110 cost-plus-fixed-fee and firm-fixed-price contract for 360 MK21 arming and fusing assembly batteries for the Minuteman III missile. Contractor will manufacture batteries for qualification testing, conduct a qualification test sequence, and following successful completion, produce deliverable batteries for the Government. Work will be performed at Joplin, Missouri, and is expected to be complete by Nov. 30, 2018. This award is the result of a sole-source acquisition. Leidos Inc., Reston, Virginia, is being awarded $10,407,562 in a labor-hour with firm-fixed-price and cost items contract in order to provide linguists, interpreters, translators, stenographers, and court reporters to assist in case preparations for hearings and trials conducted by the Office of Military Commissions. This requirement supports the Office of Military Commissions enemy combatant trials at U.S. Naval Station Guantanamo Bay, Cuba. Work performance will take place Arlington, Virginia; and Guantanamo Bay, Cuba. The expected completion date is April 14, 2020. DEFENSE ADVANCED RESEARCH PROJECTS AGENCY
Vencore Labs Inc., doing business as Applied Communication Sciences, Basking Ridge, New Jersey, has been awarded a $7,719,472 cost-plus-fixed-fee contract for a research project under the Extreme DDoS Defense (XD3) program solicited under DARPA-BAA-15-56. The XD3 program seeks to develop revolutionary advances in the area of resilient defenses against distributed denial of services (DDoS) attacks on computer networks. Fiscal 2015 research, development, test and evaluation (RDT&E) funds in the amount of $725,155; and fiscal 2016 RDT&E funds in the amount of $1,429,743 are being obligated at time of award. Work will be performed in Basking Ridge, New Jersey (60 percent); Arlington, Virginia (34 percent); and Santa Barbara, California (6 percent), with an estimated completion date of April 2019. This award was a competitive acquisition under an open broad agency announcement that had received 54 proposals. The Defense Advanced Research Projects Agency is the contracting activity.
