AIR FORCE

 

L-3 Communications Corp., Link Simulation & Training Div., Arlington, Texas, has been awarded a $200,337,000 cost-plus-fixed-fee contract for warfighter readiness and training research. Contractor will provide research, development, evaluation, and validation of training approaches, methods, tool, instrumentation, and enterprise infrastructure for learning and performance. Work will be performed at Wright-Patterson Air Force Base, Ohio, and is expected to be complete by Jan. 31, 2023. This award is the result of a competitive acquisition with two offers received. Fiscal 2016 research, development, test and evaluation funds in the amount of $4,600,000 are being obligated at the time of award. The Air Force Research Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity. (FA8650-16-D-6582)

 

Northrop Grumman, San Diego, California, has been awarded a $61,750,409 modification (P00114) to exercise and option on previously awarded contract FA8726-09-C-0010 for Battlefield  Airborne Communication Node (BACN) payload operations and support. Work will be performed at San Diego, California and overseas locations, and is expected to be complete by Jan. 23, 2017. Fiscal 2016 overseas contingency operation and operation and maintenance funds in the amount of $61,750,409 are being obligated at the time of award. Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity. 

 

Exelis, Inc., Colorado Springs, Colorado, has been awarded a $58,018,301 modification (P00642) to previously awarded contract F19628-02-C-0010 for System Engineering and Sustainment Integrator (SENSOR) Ballistic Missile Early Warning System Pave Phased Array Warning System (BPP) sustainment support projects. Contractor will maintain the sustainment posture of the BPP systems which include field service team, mission assurance, system program agency operations and weapon system management and engineering. Work will be performed at Fylingsdales Air Base, United Kingdom; Thule Air Force Station, Greenland; Clear Air Force Station, Alaska; Beale Air Force Base, California; Cape Cod AFS, Massachusetts and Peterson AFB, Colorado, and is expected to be complete by April 30, 2017. Fiscal 2016 operation and maintenance funds in the amount of $30,046,241 are being obligated at the time of award. Air Force Life Cycle Management Center, Peterson Air Force Base, Colorado, is the contracting activity.

 

Exelis, Inc., Colorado Springs, Colorado has been awarded a $15,439,296 modification (P00638) to previously awarded contract F19628-02-C-0010 for the System Engineering and Sustainment Integrator (SENSOR) Perimeter Acquisition Radar Attack Characterization System (PARCS) sustainment support projects. Contractor will maintain the sustainment posture of the PARCS systems which includes weapons system management and engineering, systems engineering, hardware repairs and spares and licenses and subscriptions. Work will be performed at Cavalier AFS, North Dakota, and Colorado Springs, Colorado, and is expected to be complete by April 30, 2018. Fiscal 2016 operations and maintenance funds in the amount of $7,666,515 are being obligated at the time of award. Air Force Life Cycle Management Center, Peterson Air Force Base, Colorado, is the contracting activity.

 

NAVY

 

Lockheed Martin Corp., Baltimore, Maryland, is being awarded a $74,644,836 modification to a previously awarded contract (N00024-11-C-2300) for Freedom variant Littoral Combat Ship (LCS) program core LCS class services, LCS class services, and special studies, analyses and reviews.  Lockheed Martin will assess engineering and production challenges, provide engineering and design services, and evaluate the cost and schedule risks from affordability efforts to reduce LCS acquisition and lifecycle costs. Work will be performed in Hampton, Virginia (31.2 percent); Moorestown, New Jersey (27.7 percent); Washington, District of Columbia (20.6 percent); and Marinette, Wisconsin (20.5 percent), and is expected to be completed by May 2017.  Fiscal 2013, 2014, and 2015 ship conversion (Navy) funds in the amount of $25,000,000 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Lockheed Martin Mission Systems and Training, Owego, New York, is being awarded a $70,665,000 indefinite-delivery/indefinite-quantity contract to update and maintain operational, vendor, maintenance-related, flight test, and laboratory support software in support of the MH-60 R/S and SH-60B aircraft.  Work will be performed in Owego, New York, and is expected to be completed in September 2018.  Fiscal 2016 operations and maintenance (Navy) funds in the amount of $6,566,212 will be obligated at time of award, all of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to FAR 6.302-1. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-16-D-0045).

 

C & N Universe, Inc.,* National City, California (N55236-16-D-0008); Integrated Marine Services, Inc.,* Chula Vista, California (N55236-16-D-0009); Marine and Restaurant Fabricators, Inc.,* San Diego, California (N55236-16-D-0010); Miller Marine,* San Diego, California (N55236-16-D-0011); and Pacific Maritime Industries, Corp.,* San Diego, California (N55236-16-D-0012) are being awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity multiple award contract with a combined maximum ceiling of $25,000,000 to provide sheet metal repair and fabrication services onboard  Navy ships and other government vessels within a 50-mile radius of San Diego, California.  Work will be performed in San Diego, California or contractor's facilities along the west coast.  Work is expected to be completed April 30, 2017.  Fiscal 2016 operation and maintenance (Navy) funding in the amount of $15,000 ($3,000 each contractor) is being obligated at time of award and will expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with six offers received.  The Southwest Regional Maintenance Center, San Diego, California, is the contracting activity.

 

Sikorsky Support Services, Inc., Stratford, Connecticut, is being awarded a $16,232,698 indefinite-delivery/indefinite-quantity contract for engineering technical services and field services in support of the H-53 and H-60 aircraft, subsystems, and associated support equipment. Work will be performed in Miramar, California (22 percent); McGuire Air Force Base (22 percent); New River, North Carolina (22 percent); Mayport Naval Station (12 percent); North Island, California (11 percent); and Cherry Point, North Carolina (11 percent),  and is expected to be completed in April 2021. This contract was not competitively procured pursuant to 10 U.S.C. 2304(c)(1).   Fiscal 2016 operations and maintenance (Navy) funds in the amount of $688,927 will be obligated at time of award, all of which will expire at the end of the fiscal year.   The Naval Air Warfare Center, Weapons Division, China Lake, California, is the contracting activity (N68936-16-D-0034).

 

Tetra Tech EC, Inc., San Diego, California, is being awarded a $10,465,548 cost-plus-award-fee modification to increase the maximum dollar value of a previously awarded task order under indefinite-delivery/indefinite-quantity contract (N62473-13-D-4808) for the Site 17 sediment dredging remedial action at Naval Station Newport; Newport, Rhode Island.  After award of this modification, the total cumulative contract task order value will be $10,481,035.  Work will be performed in Newport, Rhode Island, and is expected to be completed by December 2018.  Fiscal 2016 environmental restoration (Navy) contract funds in the amount of $10,465,548 are being obligated on this award and will expire at the end of the current fiscal year.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity.

 

ARMY

 

American Ordnance LLC, Middletown, Iowa was awarded a $14,062,431 modification (P0002) to contract W52P1J-16-D-0050 for M795 Insensitive Munitions Explosive (IMX) Projectiles.  Work will be performed in Middletown, Iowa with an estimated completion date of Dec. 31, 2018.  Fiscal 2014/2015/2016 other procurement (Army) funds in the amount of $14,062,431 were obligated at the time of the award.  Army Contracting Command, Rock Island Arsenal, Illinois is the contracting activity.

 

Kongsberg Defense & Aerospace, Kongsberg, Norway was awarded a $12,970,980 modification (P00288) to contract W15QKN-12-C-0103 for additional Common Remotely Operated Weapon Station (CROWS) M153 conversions.  Work will be performed in Johnstown, Pennsylvania with an estimated completion date of Jan. 29, 2019.  Fiscal 2016 other procurement (Army) funds in the amount of $12,970,980 were obligated at the time of the award.  Army Contracting Command, Picatinny Arsenal, New Jersey is the contracting activity.

Black Constructors – Loeffel Construction JV,* Excelsior, Minnesota (W912LM-16-D-0005); Kreofsky Building Supply,* Plainview, Minnesota (W912LM-16-D-0006); Erickson Builders & Co, Inc.,* Rogers, Minnesota (W912LM-16-D-0007)  were awarded a $9,500,000 firm-fixed-price multi-year indefinite delivery/indefinite quantity MATOC contract with options for construction services for the Minnesota National Guard.  Bids were solicited via the internet with ten received with an estimated completion date of April 28, 2021.  Funding and work location will be determined with each order.  National Guard Bureau, Little Falls, Minnesota is the contracting activity.

 

American Ordnance LLC, Milan, Tennessee was awarded an $8,638,117 cost-plus-fixed-fee contract for material management at the Milan Army Ammunition Plant.  One bid was solicited with one received. Work will be performed in Milan, Tennessee with an estimated completion date of Dec. 31, 2016.  Fiscal 2016 operations and maintenance (Army) funds in the amount of $8,638,117 were obligated at the time of the award.  Army Contracting Command, Rock Island Arsenal, Illinois is the contracting activity (W52P1J-09-G-0001).

 

DynCorp International LLC, Ft. Worth, Texas was awarded an $8,205,304 modification (P00160) to contract W58RGZ-13-C-0042 for aviation field maintenance management.  Work will be performed in Ft. Worth, Texas with an estimated completion date of June 30, 2017.  Fiscal 2016 operations and maintenance (Army) funds in the amount of $8,205,304 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama is the contracting activity.

 

IBIS TEK, LLC,* was awarded a $7,869,884 modification (P00022) to contract W56HZV-13-C-0036 for additional medium tactical vehicle 58-gallon and 78-gallon armor B-Kits.  Work will be performed in Butler, Pennsylvania with an estimated completion date of April 30, 2017.  Fiscal 2016 other procurement funds in the amount of $7,869,884 were obligated at the time of the award.  Army is the contracting activity.

 

MISSILE DEFENSE AGENCY

 

Lockheed Martin Corporation, Grand Prairie, Texas, is being awarded a $10,545,650 modification (P00020) to a previously-awarded fixed-price contract (HQ0147-14-C-0011) for the procurement and manufacturing of a missile ground test unit and missile round canisters for the Missile Defense Agency, terminal high altitude area defense project office.  This modification brings the total cumulative face value of the contract to $892,577,397 from $882,031,747.  The work will be performed in Grand Prairie, Texas; Sunnyvale, California; Huntsville, Alabama; Anniston, Alabama; Camden, Arkansas; and Troy, Alabama, and is expected to be completed by October 31, 2019.  Fiscal 2014 and 2016 procurement funds in the amount of $10,545,650 are being obligated at the time of award.  The Missile Defense Agency, Huntsville, Alabama, is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

The Entwistle Co.,* Hudson, Massachusetts, has been awarded a maximum $8,842,250 firm-fixed-price contract for trough covers. This was a sole source acquisition using justification 10 U.S. C. 2304(c)(1). This is a 20-month contract with no option periods. Location of performance is Massachusetts, with a December 31, 2017 performance completion date. Using customer is France. Type of appropriation is fiscal 2016 foreign military sales.
