MISSILE DEFENSE AGENCY
Millennium Engineering and Integration, Huntsville, Alabama is being awarded a $235,390,812 cost-plus-fixed-fee contract (including options) for advisory and assistance services for test, exercise and wargames in support of technical, engineering, advisory and management support. This contract provides support for the development, implementation, sustainment and assessment of test processes, procedures, plans and policies to support the Ballistic Missile Defense System (BMDS) through the test life cycle. Work will be performed at Huntsville, Alabama; Dahlgren, Virginia; Colorado Springs, Colorado; Albuquerque, New Mexico; Vandenberg Air Force Base, California; Camp Smith, Hawaii; and Hanscom Air Force Base, Massachusetts with an expected completion date of June 2021. Fiscal 2016 RDT&E funds in the amount of $6,088,175 are being obligated at time of award. This contract is a competitively awarded acquisition with 4 offers received. ARMY
Longbow LLC, Orlando, Florida was awarded an $116,700,000 firm-fixed-price undefinitized foreign military sales contract (India) for fire control radar systems and support of the Apache attack helicopter project office. One bid was solicited with one received. Work will be performed in Linthicum, Maryland and Orlando, Florida with an estimated completion date of Dec. 31, 2021. Fiscal 2016 other procurement funds in the amount of $57,183,000 were obligated at the time of the award. Raytheon Co., Huntsville, Alabama was awarded an $89,525,958 cost-plus-fixed-fee multi-year contract to update and install Plug & Fight (P&F) A-Kit end items and provide Army Integrated Air and Missile Defense (AIAMD) integration, test, and evaluation support. One bid was solicited with one received with an estimated completion date of May 1, 2020. Funding and work location will be determined with each order. BAE Systems Land & Armaments, Minneapolis, Minnesota, is being awarded a $72,001,043 firm-fixed-price modification to previously awarded contract (N00024-15-C-4103) for definitization of long lead time material and manufacture and delivery of propulsors and tailcones for the Virginia Class Submarine SSN 794 through SSN 803 including all associated hardware for 10 shipsets and a spare. This contract modification contains options which, if exercised, would bring the cumulative value of this contract to $162,962,859. Work will be performed in Louisville, Kentucky (90 percent) and Minneapolis, Minnesota (10 percent) and is expected to be completed by October 2022. Fiscal 2015 and 2016 shipbuilding and conversion (Navy) funding in the amount of $72,001,043 will be obligated at the time of award. Lockheed Martin Mission Systems and Training (LM MST), Liverpool, New York, is being awarded a $45,036,292 modification to a previously awarded contract (N00024-13-C-6292) to exercise options for the production of TB-37 Multi-Function Towed Array (MFTA) production units, tow cables, electro-optical slip rings, drogues, shipping products and the performance of engineering services in support of the AN/SQQ-89 anti-submarine warfare system. The TB-37 MFTA is a towed sonar receiver and component sensor of the AN/SQQ-89 anti-submarine warfare combat system. It provides surface ships greater capability to detect, localize and prosecute undersea threats. This contract combines purchases for the U.S. Navy (73 percent) and the government of Japan (27 percent) under the Foreign Military Sales Program. Work will be performed in Liverpool, New York (66 percent), Millersville, Maryland (33 percent) and Marion, Massachusetts (1 percent) and is expected to be completed by September 2018. Fiscal 2015 and 2016 other procurement (Navy) and foreign military sales funding in the amount of $42,674,646 will be obligated at time of award and will not expire at the end of the current fiscal year. CSC government Solutions LLC, Falls Church, Virginia, is being awarded $34,122,376 for modification P00017 to extend the previously single awarded indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract (N00189-10-D-Z009) for information technology support services in support of the Naval Education and Training Command and all organizations within the Manpower, Personnel, Training and Education enterprise. This modification to the existing contract is to extend the period of performance for an additional eight months, with five one-month options. If all option periods are exercised, it will bring the total estimated contract value to $55,387,133. Work will be performed in Pensacola, Florida (62 percent) and various locations throughout the continental United States and the world (38 percent). Work is expected to be completed by December 2016; if all options are exercised, work will continue through May 2017. No funding will be obligated at the time of award. Fiscal year 2016 and 2017 operations and maintenance (Navy) funds will be obligated as individual task orders are issued, and funds will not expire at the end of the current fiscal year. Northrop Grumman Systems Corp., Charlottesville, Virginia, is being awarded a $21,673,279 firm-fixed-price, cost-plus-fixed-fee and cost delivery order to previously awarded contract N00024-15-D-5208 to exercise a one-year option for production and technical support services of the Navy’s WSN-7 navigation system. The AN/WSN-7(V) Ring Laser Gyroscope (RLG) navigation system is a self-contained inertial navigator designed for U.S. Navy surface ships. The AN/WSN-7B(V) RLG is a self-contained gyrocompass system utilizing ring laser gyroscope technology. The RLG is a replacement for the gyrocompasses installed onboard U.S. Navy surface ships (AN/WSN-2) and submarines (AN/WSN-2A). This contract involves Foreign Military Sales to Japan, Korea, and Egypt. Work will be performed in Charlottesville, Virginia, and is expected to be completed by May 2018. Fiscal 2016 other procurement (Navy), fiscal 2016 shipbuilding and conversion (Navy) and foreign military sales funding in the amount of $21,653,279 will be obligated at the time of award. Oasis Systems, LLC, Lexington, Massachusetts, has been awarded a $9,649,000 modification (15) to task order 0002 on previously awarded contract FA8721-15-D-0010 for engineering and technology acquisition support services. Contractor will provide disciplined systems and specialty engineering; technical and information assurance services; support and products using established government, contractor and industry processes. Work will be performed at Hanscom Air Force Base, Massachusetts, and is expected to be complete by Feb. 28, 2017. This contract involves foreign military sales to Saudi Arabia, Jordan, Bulgaria, Australia, Egypt and Japan. Fiscal 2016 operation and maintenance; research, development, test and evaluation; other procurement; and aircraft procurement funds in the amount of $7,721,246 are being obligated at the time of award. WASHINGTON HEADQUARTERS SERVICES
NetCentrics Corp., Herndon, Virginia, is being awarded a $8,513,822 modification (P00024) to firm-fixed-price contract (HQ0034-11-D-0002) to obtain information technology operations support for the Office of the Secretary of Defense, Washington Headquarters Services (WHS), WHS-supported organizations, and the Pentagon Force Protection Agency. Work will be performed in Arlington, Virginia, with an expected completion date of April 30, 2017. Fiscal 2015 operations and maintenance funds in the amount of $5,153,610, and fiscal 2015 Pentagon Reservation Maintenance Revolving funds in the amount of $3,360,211, are being obligated on this award and will expire at the end of the current fiscal year. DEFENSE FINANCE ACCOUNTING SERVICE
Immixtechnology, Inc., a small business in McLean VA, was awarded contract HQ0423-15-F-0035, a $39,169,546 mixed Firm Fixed Price (FFP) (87%) and Labor Hour (LH) (13%) contract for Business Activity Monitoring (BAM) Services. This contract provides BAM Services which identify improper payments across legacy payment systems, and supports the Navy’s Audit Assertion with reconciling services for the Navy's Funds Balance with Treasury. This contract also provides options to allow the government to in-source these services. Work will be performed at Atlanta, GA and Indianapolis, IN with an expected completion date of 4/30/2020. The government is exercising the option for Fiscal 2016 – Fiscal 2017 with Defense Working Capital Funds and Navy Operations and Maintenance funds amounting to $7,451,547.48.
