Raytheon Missile Systems, Tucson, Arizona, is being awarded a $76,070,200 cost contract for the procurement of long lead material in support of the multi-year contract for fiscal 2016, 2017, and 2018 Evolved Sea Sparrow Missiles (ESSM) Block I production requirements. The ESSM program is an international cooperative effort to design, develop, test, and procure ESSM missiles. The ESSM provides enhanced ship defense. This contract combines purchases for the Navy (16 percent); and the governments of Australia, Denmark, Germany, Netherlands, and Norway (partner nations combined are 84 percent total) as part of the NATO Sea Sparrow Consortium. Work will be performed in Germany (30 percent); Norway (26.8 percent); Australia (15.5 percent); Tucson, Arizona (7 percent); Mountain View, California (3.0 percent); Cincinnati, Ohio (2.6 percent); San Diego, California (2.1 percent); McKinney, Texas (1.7 percent); Denmark (1.3 percent); and Santa Ana, California (0.1 percent), and is expected to be completed by May 2018. Fiscal 2016 weapons procurement (Navy); foreign military sales; and international funds in the amount of $76,070,200 will be obligated at time of award, and contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured in accordance with Federal Acquisition Regulation 6.302-4 (10 U.S. Code 2304(c)(4)), international agreement. Lockheed Martin Mission Systems and Training, Manassas, Virginia, is being awarded a $40,761,140 cost-plus-incentive-fee and cost-type modification to a previously awarded contract (N00024-13-C-5225) to exercise a one-year option for engineering services, travel, and other direct costs for AN/SQQ-89A surface ship undersea warfare systems. The AN/SQQ-89A is a surface ship undersea warfare systems combat system with the capabilities to search, detect, classify, localize and track undersea contacts, in order to engage and evade submarines, mine-like small objects and torpedo threats. The contract is for development, integration and production of future advanced capability build and technical insertion baselines of the AN/SQQ-89A(V)15. This contract combines purchases for the Navy (66.76 percent); and the government of Japan (33.24 percent) under the Foreign Military Sales program. Work will be performed in Manassas, Virginia, and is expected to be completed by May 2017. Fiscal 2015 and 2016 research development test and evaluation (Navy); fiscal 2016 shipbuilding and conversion (Navy); fiscal 2014, 2015, and 2016 other procurement (Navy); fiscal 2016 operation and maintenance (Navy); and foreign military sales funds in the amount of $35,740,015 will be obligated at the time of award, and funding in the amount of $2,344,341 will expire at the end of the current fiscal year. Makers Architecture and Urban Design LLP,* Seattle, Washington, is being awarded a maximum amount $15,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity, architect-engineering contract for architectural projects located primarily within the Naval Facilities Engineering Command (NAVFAC) Northwest area of responsibility (AOR). Work includes support of facilities planning for shore infrastructure plans and/or installation development plans, area development plans, land use compatibility studies and base mapping/aerial photography in conjunction with geographical information systems, updating installation development plans and area development plans, facility requirements plans, installation appearance plans, encroachment action plans, traffic/transportation studies, analysis and preparation of military construction project documents. Industrial engineering projects will include preparation of several or all of the following: process flow, equipment relationship evaluation, computer aided drafting floor plans, basic facility requirement development/evaluation, asset evaluations, facility planning documents, material flow, efficiency analysis, cost estimates, feasibility studies, concept studies, minor interior/exterior renovation planning, buildings or structure repair planning, construction support services for new and existing facilities, seismic evaluations and upgrades, grading, paving, utility systems, mechanical and/or electrical systems, identification of asbestos and lead paint abatement, life safety/site investigations, and economic analyses. No task orders are being issued at this time. Work will be performed primarily within the NAVFAC Northwest AOR including, but not limited to, Washington (92 percent); Oregon (2 percent); Alaska (2 percent); Idaho (1 percent); Montana (1 percent); and Wyoming (1 percent). Work may also be performed in the remainder of the U.S. (1 percent). The term of the contract is not to exceed 60 months, with an expected completion date of September 2021. Fiscal 2016 working capital funds (Navy) in the amount of $10,000 are being obligated on this award and will not expire at the end of the current fiscal year. Future task orders will be primarily funded by military construction (Navy); operation and maintenance (Navy); and working capital funds (Navy). This contract was competitively procured via the Federal Business Opportunities website, with two proposals received. American Electronic Warfare Associates, California, Maryland, is being awarded a $9,164,541 modification to a previously awarded cost-plus-fixed fee, cost-reimbursable contract (N00421-15-C-0038) to exercise an option providing for engineering, management, and technical services in support of the Naval Air Warfare Center Aircraft Division’s Integrated Battlespace Simulation and Test Department. Work will be performed in Patuxent River, Maryland, and is expected to be completed in August 2016. Fiscal 2016 research development test and evaluation (Navy) funds in the amount of $5,346,311 will be obligated at time of award, none of which expire at the end of the current fiscal year. Lockheed Martin Missiles and Fire Control, Orlando, Florida, is being awarded a $7,735,508 cost-plus-fixed-fee contract for engineering services required to complete component requalification, safety testing, and initial operational test and evaluation support analyses and telemetry development tasks for the Long Range Land Attack Projectile (LRLAP) program. The LRLAP is the only munition capable for use with the MK 51 gun weapon system aboard the DDG 1000 destroyer. LRLAP provides the naval surface fire support and land attack warfare mission capability. Work will be performed in Orlando, Florida (48 percent); Keyser, West Virginia (24 percent); Minneapolis, Minnesota (23 percent); Burnsville, Minnesota (2 percent); White Sands Missile Range, New Mexico (2 percent); and Cedar Rapids, Iowa (1 percent), and is expected to be completed by May 2017. Fiscal 2015 research, development, test and evaluation (Navy) funding in the amount of $7,735,508 will be obligated at time of award, and will expire at the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) - only one responsible source and no other supplies or services will satisfy the agency’s requirement. DRS Sustainment Systems Inc., St. Louis, Missouri, was awarded a $31,845,252 firm-fixed-price, multi-year contract with options for 365 joint assault bridges with related services and test hardware. Bids were solicited via the Internet with two received. Work will be performed in West Plains, Missouri, with an estimated completion date of Feb. 2, 2016. Fiscal 2015 and 2016 research, development, testing, and evaluation; and other procurement (Army) funds in the amount of $31,845,252 were obligated at the time of the award.
