Sikorsky Aircraft Corp., Stratford, Connecticut, was awarded an $88,117,272 modification (P00350) to contract W58RGZ-12-C-0008 to exercise an option for eight UH-60M aircraft. Work will be performed in Stratford, Connecticut, with an estimated completion date of June 30, 2017. CACI-CMS Information Systems Inc., Chantilly, Virginia, was awarded a $14,059,500 modification (P00002) to contract W9133L-15-D-0010 for state media for National Guard recruiting, with an estimated completion date of May16, 2017. American K-9 Detection Services LLC, West Point, Georgia, was awarded a $12,750,804 firm-fixed-price, multi-year contract with options for the acquisition of trained and certified narcotic detector and explosive detector dogs, kennel masters, and trainers. Bids were solicited via the Internet with two received. Work will be performed in Afghanistan with an estimated completion date of May 17, 2017. Fiscal 2016 operations and maintenance (Army) funds in the amount of $12,750,804 were obligated at the time of the award. NAVY
Lockheed Martin Global Inc., Owego, New York, is being awarded a $54,906,126 firm-fixed-price contract for the P-3C Mission System Refresh Program to upgrade the mission computer, acoustic equipment, armament/ordnance system, and displays and controls of eight P-3C aircraft. This effort will include non-recurring engineering, long lead items, design, integration, planning, build, and software development in support of the government of Germany P-3C aircraft under the Foreign Military Sales program. Work will be performed in Owego, New York (58 percent); Bloomington, Minnesota (30 percent); Manassas, Virginia (10 percent); and Manching, Germany (2 percent), and is expected to be completed in March 2017. Foreign military sales funds in the amount of $54,906,126 will be obligated at time of award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(4), international agreement. BAE Systems Southeast Shipyards Mayport LLC, Jacksonville, Florida, is being awarded a $29,258,886 firm-fixed-price contract for phased maintenance availability repair work onboard USS Fort McHenry (LSD 43). This action is a highly complex waterborne ship repair contract to include hull, machinery, electrical, electronics, piping and ship alteration work, and miscellaneous repairs in descending order as percentages of dollar value of the work package. The work package contained 154 work items of which 105 form the base work package, and 49 work items designated as options. This contract includes options which, if exercised, would bring the cumulative value of this contract to $34,924,452. Work will be performed in Jacksonville, Florida, and is expected to be completed by May 2017. Fiscal 2016 operation and maintenance (Navy) in the amount of $29,258,886 is being obligated at the time of award and will expire at the end of the current fiscal year. This contract was competitively procured with six proposals solicited via the Federal Business Opportunities website, with three offers received. The Boeing Co., St. Louis, Missouri, is being awarded $13,514,219 for firm-fixed-price delivery order 0001 against a previously awarded basic ordering agreement (N00019-16-G-0001) for supplies and services for the design, development, and testing efforts of the Radio Frequency Blanking Unit, which is a form, fit, function replacement for the Enhanced Interference Blanking Unit, in support of the F/A-18 E/F and EA-18G aircraft. Work will be performed in St. Louis, Missouri (62 percent); and Melbourne, Florida (38 percent), and is expected to be completed in February 2018. Fiscal 2014 aircraft procurement (Navy) funds in the amount of $13,514,219 will be obligated at time of award, all of which will expire at the end of the fiscal year. King Aerospace Inc., Addison, Texas, is being awarded a $9,235,513 modification to a previously awarded, indefinite-delivery/indefinite-quantity contract (N00019-12-D-0014) to exercise an option for contractor logistics services in support of C-9B aircraft, including base site operations, depot planned maintenance interval inspections, and engine shop visits. Work will be performed in Cherry Point, North Carolina, and is expected to be completed in May 2017. No funds are being obligated at time of award. General Dynamics Ordinance and Tactical Systems, Williston, Vermont, is being awarded an $8,656,220 firm-fixed-price modification to previously awarded contract N00024-13-C-5113 to provide procurement funding for one MK 82 director and MK 200 director controller system ship set of the Missile Fire Control System MK 99 equipment, and associated engineering services. Work will be performed in Saco, Maine, and is expected to be completed by February 2019. Fiscal 2016 shipbuilding and conversion (Navy) funding in the amount of $8,656,220 will be obligated at the time of award and will not expire at the end of the current fiscal year. Carahsoft Technology Corp., Reston, Virginia (H92222-16-D-0035), is being awarded a single $42,000,000 indefinite-delivery/indefinite-quantity contract to provide design, development, integration testing and operational support for a Distributed Common Ground/Surface System (DCGS) Integration Backbone (DIB) Metadata Catalog (MDC) and data integration in the extensible markup language (XML) in support of U.S. Special Operations Command, Special Operation Forces Acquisition, Technology and Logistics. The work will be performed in Tampa, Florida. Fiscal 2016 operations and maintenance funds in the amount of $1,378,241 are being obligated at time of award. Funding for this contract will be applied to individual delivery orders. The type of funds that will be used are operation and maintenance funds; procurement funds; or research, development and testing funds, whichever is the most appropriate for the delivery order. Telos Corp., Ashburn, Virginia, has been awarded a $26,978,951 predominantly firm-fixed-price and cost reimbursement contract for De-Militarized Zone (DMZ) upgrade. Contractor will provide modification and replacement of the aging DMZ that will include networking equipment composed of a suite of equipment, known as a "kit," that contains a firewall, intrusion prevention and intrusion detection systems, anti-virus software, web-portal capability, and security management. Work will be performed at Robins Air Force Base, Georgia; Beale Air Force Base, California; Langley Air Force Base, Virginia; Ramstein Air Base, Germany; and Wichita, Kansas, and is expected to be complete by April 17, 2019. This award is the result of a competitive acquisition with four offers received. Fiscal 2015 and 2016 other procurement funds in the amount of $21,440,652 are being obligated at the time of award. Coulson Aviation USA Inc., Portland, Oregon, has been awarded a $16,419,590 firm-fixed-price, cost-reimbursable, no-fee travel and aircraft fuel contract for the HC-130H Retardant Delivery System (RDS). Contractor will design, manufacture, and install a 3,500-gallon RDS for seven Coast Guard HC-130H aircraft that will be turned over to the Forest Service to support their firefighting mission. Work will be performed at Portland, Oregon; and Greenville, South Carolina, and is expected to be complete by Aug. 31, 2019. This award is the result of a competitive acquisition with two offers received. Fiscal 2015 aircraft procurement funds in the amount of $16,419,590 are being obligated at the time of award. General Dynamics - Advanced Information Systems Inc., Scottsdale, Arizona, has been awarded a $10,136,795 cost-plus-fixed-fee contract for the On-Orbit Reprogrammable Digital Waveform Generator program. Contractor performance includes developing technology that will advance the state-of-the-art in signal generation in support of the Air Force Research Laboratory On-Orbit Reprogrammable Digital Waveform Generator program. They will also perform analyses, refine algorithms and evaluate implementation alternatives. Work will be performed at Scottsdale, Arizona, and is expected to be complete by April 24, 2021. This award is the result of a competitive acquisition with nine offers received. Fiscal 2015 and 2015 research, development, test and evaluation funds in the amount of $3,825,079 are being obligated at the time of award.
