CONTRACTS

 

NAVY

 

Northrop Grumman Systems Corp., San Diego, California, is being awarded $62,406,998 for modification P00003 to a previously awarded cost-plus-fixed-fee contract (N00019-15-C-0007) to exercise an option for operation and maintenance services in support of the Broad Area Maritime Surveillance-Demonstrator (BAMS-D) program.  In addition, this option provides for logistics support, organization, intermediate, and depot level maintenance, and field services representatives to ensure the BAMS-D aircraft are mission-capable for intelligence, surveillance, and reconnaissance missions.  Work will be performed in Patuxent River, Maryland (70 percent); Rancho Bernardo, California (5 percent); and various forward operating locations (25 percent), is expected to be completed in June 2017.  Fiscal 2016 operations and maintenance (Navy) overseas contingency operations funding in the amount of $62,406,998 will be obligated at time of award; all of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

EXPAL USA Inc., Marshall, Texas (N00174-16-D-0010); and Island Pyrochemical Industries Corp., Mineola, New York (N00174-16-D-0011), are being awarded firm-fixed-price, indefinite-delivery/indefinite-quantity multiple award contracts for the manufacture, test, acceptance, and shipment of sheetstock propellant. The total value of all task orders issued for both contracts, when combined, shall not exceed $39,809,909. Work will be performed outside the U.S. in both Europe and Africa, and will be determined by individual task order.  Fiscal 2016 procurement of ammunitions (Army) funding for first articles in the amounts of $156,461 (N00174-16-D-0010); and $135,649 (N00174-16-D-0011) is being obligated at the time of award and will expire at the end of the current fiscal year.  The contracts were competitively procured via the Federal Business Opportunities website, with two offers received.  The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division, Indian Head, Maryland, is the contracting activity.

 

Cromwell Architects Engineers Inc., Little Rock, Arkansas, is being awarded a maximum amount $25,000,000 indefinite-delivery/indefinite-quantity, architect-engineering contract for architectural and engineering services for Navy Exchange Retail and other Navy Exchange Service Command facilities in the Naval Facilities Engineering Command (NAVFAC) area of responsibility (AOR) worldwide.  The work to be performed provides for architectural and engineering services for Navy lodge facilities (lodges, hotels, motels) and Navy exchange facilities such as:  retail stores, convenience stores, uniform centers, beauty and barber shops, optical shops, auto service centers, flower shops, laundry/dry cleaning/tailor shops, coin operated laundries, automated auxiliary retail outlets, snack bars and food courts.  No task orders are being issued at this time.  Work will be performed in Northeast (53 percent); Southwest (15 percent); Southeast (12 percent); Midwest (8 percent); Northwest (7 percent); and other activities within the NAVFAC AOR (5 percent), and is expected to be completed by June 2021.  Non-appropriated contract funds in the amount of $5,000 are obligated on this award and will not expire at the end of the current fiscal year.  Future task orders will be primarily funded by non-appropriated funds (Navy).  This contract was competitively procured via the Navy Electronic Commerce Online website, with seven proposals received.  The Naval Facilities Engineering Command, Atlantic, Norfolk, Virginia, is the contracting activity (N62470-16-D-6009).

 

GSE Dynamics Inc., Hauppauge, New York, is being awarded a $14,761,578 hybrid firm-fixed-price supplies/cost-plus-fixed-fee services, indefinite-delivery/indefinite-quantity contract for the procurement of fairing assemblies and engineering and technical support services.  The fairing assemblies and the associated services are for the repair, refurbishment, rebuilding, modification, manufacturing, and assembling of fiberglass composite structures and assemblies. This contract will provide the technical management support services, materials, tools, equipment, testing and facilities to accomplish scheduled alterations. Also, it will accomplish emergent troubleshooting, repair, and maintenance of fiberglass composite mast fairings and assemblies.  Work will be performed in Hauppauge, New York, and is expected to be completed by May 2019.  Fiscal 2015 other procurement (Navy) funding in the amount of $229,655 will be obligated at time of award, and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with one offer received.  The Naval Surface Warfare Center Philadelphia Division, Ship System Engineering Station, Philadelphia, Pennsylvania, is the contracting activity (N64498-16-D-0003).

 

Ridgewood Technology Partners LLC, Reston, Virginia, is being awarded a $7,959,065 cost-plus-fixed-fee contract (N00039-16-C-0073) for program management office support for the Program Executive Office Enterprise Information Systems’ Navy Enterprise Networks (NEN) program office.  The single contract award was based on the Ridgewood Business and Market Intelligence Planning Tool and COMPASS Analytical Engine engineering support proposal.  Services being acquired are program management, engineering, testing, implementation, integration, training, and help desk support services in support of the NEN program office.  Work will be performed in Washington, District of Columbia, and is expected to be completed by June 2018.  Fiscal 2016 operations and maintenance (Navy) funding in the amount of $3,945,904 will be obligated at the time of award and will expire at the end of the current fiscal year.  This contract was not competitively procured and is issued on a sole-source basis in accordance with 10 U.S. Code 2304(c)(1).  The Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

Aurora Industries LLC,* Camuy, Puerto Rico, has been awarded a maximum $47,338,830 firm-fixed-price contract for duffel bags. This is a two-year contract with no option years. This was a competitive acquisition with two responses received. Location of performance is Puerto Rico, with a May 30, 2018, performance completion date. Using service is Army. Types of appropriation are fiscal 2016 through fiscal 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-16-D-1055).

 

Barr Laboratories Inc., North Wales, Pennsylvania, has been awarded a maximum $35,232,541 modification (P00005) exercising the second one-year option period of a one-year base contract (SPE2DP-15-D-0002) with four one-year option periods for two types of adenovirus vaccine. This is a firm-fixed-price contract. Locations of performance are Pennsylvania and Virginia, with a Dec. 31, 2017, performance completion date. Using military services are Army, Navy, Air Force and Marine Corps. Type of appropriation is fiscal 2017 through fiscal 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

 

ARMY

 

Logistics and Technology Services,* Huntsville, Alabama, was awarded a $9,486,123 firm-fixed-price contract for municipal services such as, but not limited to, janitorial pest control, ground maintenance, and environmental services for the 63rd Regional Support Command, Region 2 – Texas.  Bids were solicited via the Internet with five received.  The estimated completion date is June 1, 2019.  Funding and work location will be determined with each order.  Army Corps of Engineers, Little Rock, Arkansas, is the contracting activity (W9127S-16-D-0015).

 

CNS Aviation LLC,* Pensacola, Florida, was awarded a $7,084,967 firm-fixed-price, foreign military sales contract (Afghanistan) for avionics bench test sets to counter narcotic activities.  Bids were solicited via the Internet with three received. Work will be performed in Afghanistan with an estimated completion date of March 31, 2017.  Fiscal 2015 other procurement funds in the amount of $7,084,967 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-16-C-0032).

 

AIR FORCE

 

Par Government Systems Corp., Rome, New York, has been awarded a $7,195,416 cost-plus-fixed-fee contract for MediSphere software and hardware. Contractor will provide support for the MediFor program which aims to develop technologies for the automated assessment of the integrity of an image or video. The program will integrate these technologies in a visual media forensics platform that, for a given image or video, will automatically detect manipulations, provide analysts and decision makers with detailed information about the types of manipulations performed, how they were performed, and their significance in order to facilitate decisions regarding the intelligence value of the image or video. Work will be performed at Rome, New York, and is expected to be complete by June 2, 2020. This award is the result of a competitive acquisition with 38 offers received. Fiscal 2016 research, development, test and evaluation funds in the amount of $2,447,922 are being obligated at the time of award. Air Force Research Laboratory, Rome, New York, is the contracting activity (FA8750-16-C-0168).

 

UPDATE: CTI-URS Environmental Services LLC JV, has been awarded a contract under a previously announced indefinite-delivery/ indefinite-quantity contract with a program ceiling of $500,000,000 for architect-engineering services. Contractor will provide architect-engineering 2013 (A-E13) environmental services including A-E services to support operations and maintenance, environmental restoration account, environmental compliance, Base Realignment and Closure, and Military Family Housing programs worldwide. The work includes all efforts necessary to manage and execute Title I, Title II, and other A-E services primarily for environmental projects including planning and programming, restoration, quality (compliance and pollution prevention), and conservation. Work will be performed at government locations worldwide and is expected to be complete by June 1, 2023. This award is the result of a competitive acquisition with 26 offers received. Fiscal 2016 operation and maintenance funds in the amount of $3,000 are being obligated at the time of award to satisfy the minimum guarantee. Air Force Installation Contracting Agency, 772nd Enterprise Sourcing Squadron, Joint Base San Antonio-Lackland, Texas, is the contracting activity (FA8903-16-D-0053).
