ARMY

 

Kilgore Flares Co., Toone, Tennessee, was awarded a $24,873,926 modification (P00008) for foreign military sales (UAE, Qatar) contract W52P1J-15-C-0004 for infrared countermeasure flares.  Work will be performed in Toone, Tennessee, with an estimated completion date of June 30, 2017.  Fiscal 2014, 2015, and 2016 other procurement funds in the amount of $24,873,927 were obligated at the time of the award.  Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.

 

BAE Systems Ordnance Systems Inc., Kingsport, Tennessee, was awarded an $8,938,495 modification (P00590) to contract DAAA09-98-E-0006 to install additional anoxic treatment capacity at Building 221, Phase 2, Holston Army Ammunition Plant.  Work will be performed in Kingsport, Tennessee, with an estimated completion date of June 30, 2018.  Fiscal 2014 other procurement funds in the amount of $8,938,495 were obligated at the time of the award.  Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.

 

Atlantic Diving Supply Inc.,* Virginia Beach, Virginia, was awarded an $8,834,055 modification (P0002) to contract W81XWH-15-D-0046 for the Saros Battlefield Oxygen System for the Army Medical Materiel Agency.  Work will be performed in Virginia Beach, Virginia, with an estimated completion date of April 28, 2017.  Fiscal 2014 and 2016 other procurement (Army) funds in the amount of $8,834,055 were obligated at the time of the award.  Army Medical Research Acquisition Activity, Frederick, Maryland, is the contracting activity.

 

NAVY

 

BAE Systems San Diego Ship Repair, San Diego, California, is being awarded a not-to-exceed $53,434,742 undefinitized contract action to previously awarded cost-plus-award-fee/incentive-fee contract N00024-11-C-4408 for USS Russell (DDG-59) fiscal 2016 selected restricted availability (SRA).  An SRA includes the planning and execution of depot-level maintenance, alterations, and modifications that will update and improve the ship's military and technical capabilities.  Work will be performed in San Diego, California, and is expected to be completed by February 2017.  Fiscal 2016 operation and maintenance (Navy) in the amount of $21,432,429; and fiscal 2016 other procurement (Navy) in the amount of $487,582 will be obligated at time of award.  Contract funds in the amount of $21,432,429 will expire at the end of the current fiscal year.  The Southwest Regional Maintenance Center, San Diego, California, is the contracting activity.

 

Exelis Inc., a wholly owned subsidiary of Harris Corp., Clifton, New Jersey, is being awarded a $12,321,567 cost-plus-fixed-fee, cost-reimbursable, indefinite-delivery/indefinite quantity contract for engineering services and software support equipment products for the Advanced Self-Protection Jammer AN/ALQ-165, the Integrated Defensive Electronic Countermeasures AN/ALQ-214, Aircraft Self Protection Optimization and the Software Improvement Project. Services will also include engineering support for the governments of Australia, Kuwait, Finland, and Switzerland under the Foreign Military Sales program. Work will be performed in Clifton, New Jersey, and is expected to be completed in June 2021.  Fiscal 2016 operations and maintenance (Navy) funds in the amount of $2,638,789 are being obligated at time of award, all of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1.  This contract combines purchases for the Navy ($7,392,941; 60 percent); and governments of Australia ($2,464,313; 20 percent); Kuwait ($985,725; 8 percent); Finland ($739,294; 6 percent); and Switzerland ($739,294; 6 percent).  The Naval Air Warfare Center Weapons Division, China Lake, California, is the contracting activity (N68936-16-D-0026).

 

Deloitte Consulting LLP, Arlington, Virginia, is being awarded a $9,516,157 indefinite-delivery/indefinite-quantity contract for the procurement of enterprise value map (EVM) analysis, value chain analysis, and governance performance analysis in support of the Naval Air Warfare Center Weapons Division.  Analysis will be provided in support of the following areas: project management; executive consulting; business improvements initiatives; best business practices; dashboards; implementation and sustainment; EVM analysis; stakeholder and opportunity analysis; and, operating model and process design. Work will be performed in Arlington, Virginia, and is expected to be completed in June 2021.  Working capital funds (Navy) in the amount of $10,127 are being obligated on this award, none of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1.  The Naval Air Warfare Center Weapons Division, China Lake, California, is the contracting activity (N68936-16-D-0025).
