CONTRACTS

 

DEFENSE LOGISTICS AGENCY

 

Zoll Medical Corp., Chelmsford, Massachusetts, has been awarded a maximum $400,000,000 fixed-price with economic-price-adjustment contract for monitors used to check vital signs. This was a competitive acquisition with three responses received. This is a one-year base contract with five one-year option periods. The maximum dollar amount is for the life of the contract. Location of performance is Massachusetts, with a June 27, 2021, performance completion date. Using services are Army and Air Force. Type of appropriation is fiscal 2016 through fiscal 2021 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2D1-16-D-0010).

 

Parker Hannifin Corp., Irvine, California, has been awarded a maximum $30,889,800 modification (P00076) to a five-year base contract (SPE4AX-14-D-9413) with one five-year option period adding fuel injection nozzles for B-1 aircraft. This is a firm-fixed-price contract. Location of performance is California, with a June 30, 2022, performance completion date. Using military service is Air Force. Type of appropriation is fiscal 2016 through fiscal 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Richmond, Virginia.

NAVY

 

Davis Defense Group,* Stafford, Virginia, is being awarded a maximum ceiling $95,000,000 five-year, firm-fixed-priced, indefinite-delivery/indefinite-quantity contract to provide professional support services including: administrative, editorial, engineering, instructional, multimedia, program management, student service support, instructional technology and subject matter experts for the Marine Corps College of Distance Education and Training (CDET) Distance Professional Military Education programs. Services will support the CDET mission to design, develop, deliver, evaluate, manage, and resource distance learning products and programs across the training and education continuum in order to increase operational readiness. CDET has the responsibility to develop and deliver career/service level school, intermediate/joint level school, and professional military education to eligible Marines.  Work will be performed in Quantico, Virginia (52 percent); Camp Lejeune, North Carolina (8 percent); Camp Pendleton, California (8 percent); Pensacola, Florida (7 percent); Miramar, California (7 percent); Fort Worth, Texas (6 percent); Hawaii (6 percent); and Okinawa, Japan (6 percent), and work is expected to be completed by July 2021.  Fiscal 2016 operations and maintenance (Marine Corps) funds in the amount $16,450,040 will be obligated under task order 0001 immediately following contract award and will expire at the end of the current fiscal year. The contract was competitively procured through the Federal Business Opportunities website, with four offers received. Marine Corps Systems Command, Quantico, Virginia, is the contracting activity (M67854-16-D-7100).

 

Rockwell Collins Inc., Government Systems, Cedar Rapids, Iowa, is being awarded $60,121,339 for modification P00007 to a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N00019-15-D-5501).  This modification provides for the procurement of additional AN/ARC-210 radios and ancillary equipment for domestic and Foreign Military Sales platforms.  Work will be performed in Cedar Rapids, Iowa, and is expected to be completed in September 2018.  Contract funds will not be obligated at the time of award.  Funds will be obligated on individual orders as they are issued.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

M.A. Mortenson Co., Minneapolis Minnesota, is being awarded $50,660,000 for firm-fixed-price task order 0003 under a previously awarded multiple award construction contract (N69450-14-D-1270) for construction of Crab Island Security Enclave at Naval Submarine Base, Kings Bay.  The work to be performed provides for construction of a perimeter intrusion detection and assessment system (PIDAS) enclave fencing system (EFS) along the waterfront on Crab Island to complete the Kings Bay waterfront restricted area.  The project constructs two land/water interface (LWI) barrier terminations that connect the north and south ends of the Crab Island PIDAS EFS to the floating port security barriers.  The LWI structure will be a sheet pile bulkhead abutment attached with moveable connections supported by concrete piles to adjust to the water level.  The transition from the Crab Island enclave fencing system to the LWI bulkhead will be traversed with compacted fill land bridges through two sections of tidal marsh.  The task order also contains one unexercised option, which if exercised would increase cumulative task order value to $50,723,000.  Work will be performed in Kings Bay, Georgia, and is expected to be completed by December 2018.  Fiscal 2012 military construction (Navy) contract funds in the amount of $50,660,000 are obligated on this award and will expire at the end of the current fiscal year.  Three proposals were received for this task order.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity.

 

Wyle Laboratories Inc., Huntsville, Alabama, is being awarded a $34,000,000 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract to provide engineering and logistic services in support of the F-35 Joint Program Office.  Fiscal 2016 operations and maintenance funds (Navy) in the amount of $150,000 will be obligated at time of award, all of which will expire at the end of the fiscal year.  Work will be performed in Arlington, Virginia, and is expected to be completed in June 2017.  This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1).  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N68335-16-D-0030).

 

J. F. Taylor Inc., Lexington Park, Maryland, is being awarded a $33,681,937 cost-plus-fixed-fee contract to provide management, operation, and development services for the manned flight simulator facility in support of various platforms for the  Navy,  Army, and Foreign Military Sales program.  Work will be performed at Naval Air Station Patuxent River, Maryland (95 percent); and Lexington Park, Maryland (5 percent), and is expected to be complete by November 2017.  Fiscal 2015 and 2016 aircraft procurement (Army, Navy); fiscal 2016 research, development, test and evaluation; fiscal 2016 operations and maintenance (Navy); working capital funds (Navy); and foreign military sales funds are being obligated in the amount of $8,785,946, of which $221,963 will expire at the end of the current fiscal year.  This contract combines purchase for the Navy ($32,752,792; 97.24 percent); Army ($546,843; 1.62 percent), and foreign military sales ($382,302; 1.14 percent).  The Naval Air Warfare Center, Training Systems Division, Orlando, Florida, is the contracting activity (N61340-16-C-0020).

 

CACI-ISS Inc., Lexington Park, Maryland, is being awarded $25,652,565 for modification P00022 under a previously awarded cost-plus-fixed-fee contract (N00421-15-C-0021), to exercise an option for the procurement of approximately 299,730 hours of technical services for command, control, communications, computers, and intelligence surveillance and reconnaissance electronic projects in support of the Naval Air Warfare Systems, Aircraft Division Special Communications Mission Solutions Division.  Work will be performed in Lexington Park, Maryland (92 percent); Fayetteville, North Carolina (4 percent); San Diego, California (2 percent); Alexandria, Virginia (1 percent); and Orlando, Florida (1 percent), and is expected to be completed in April 2017.  Fiscal 2016 operations and maintenance (Defense-wide) funds in the amount of $180,194 will be obligated at the time of award, all of which will expire at the end of the current fiscal year.  The Naval Air Warfare Systems, Aircraft Division, Patuxent River, Maryland, is the contracting activity.

 

DynCorp International LLC, McLean, Virginia, is being awarded $20,939,704 modification under a previously awarded cost-plus-incentive-fee contract (N62742-12-C-3525) to exercise the fourth option period to provide services for Philippines Operations Support in the Republic of the Philippines for the Marine Corps Forces, Pacific and the Pacific Command Augmentation Team – Philippines.  The work to be performed provides for all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide support services.  After award of this option, the total cumulative contract value will be $155,464,934.  Work will be performed in the Republic of the Philippines, and work for this option period is expected to be completed June 2017.  Fiscal 2016 operations and maintenance (Navy) contract funds in the amount of $4,709,218 are being obligated on this award and will expire at the end of the current fiscal year.  The Naval Facilities Engineering Command, Pacific, Pearl Harbor, Hawaii, is the contracting activity.

 

Alion Science and Technology Corp., McLean, Virginia, is being awarded an $18,091,846 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for engineering and logistics service in support of the F-35 Joint Program Office.  Work will be performed in Arlington, Virginia, and is expected to be completed in June 2017.  Fiscal 2016 aircraft procurement (Air Force) funds in the amount of $150,000 will be obligated at the time of award, none of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1).  The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N68335-16-D-0031).

 

IAP World Services Inc., Cape Canaveral, Florida, is being awarded a $15,625,567 modification under a previously awarded indefinite-delivery/indefinite-quantity contract (N40080-14-D-0302) to exercise option two for base operations support services at the Naval Air Station, Patuxent River.  The work to be performed provides for all management supervision, labor hours, training, equipment and supplies necessary to perform base operating support services to include but not limited to facility investment, integrated solid waste, swimming pools, utilities, waste water, water, and environmental services.  After award of this option, the total cumulative contract value will be $45,056,928.  Work will be performed in Patuxent River, Maryland, and work for this option period is expected to be completed June 2017.  No funds will be obligated at time of award.  Fiscal 2016 operations and maintenance (Navy); and fiscal 2016 Navy working capital funds in the amount $10,643,102 for recurring work will be obligated on individual task orders issued during the option period.  The Naval Facilities Engineering Command Washington, Public Works Department, Patuxent River, Maryland, is the contracting activity.

 

Swiftships LLC, Morgan City, Louisiana, is being awarded a $15,000,000 firm-fixed-price contract for 28-meter coastal patrol craft production material kits, 4.7-meter rigid inflatable boats, forward looking infrared system, diagnostic equipment, and contractor engineering technical services.  This contract involves Foreign Military Sales (FMS) to Egypt.  Work will be performed in Morgan City, Louisiana, and is expected to be completed by December 2017.  FMS funding in the amount of $15,000,000 will be obligated at time of award and contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(4) - International Agreement.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-16-C-2233).

 

Systems Planning and Analysis Inc., Alexandria, Virginia, is being awarded a $9,737,545 cost-plus-incentive-fee modification to previously awarded contract (N00024-16-C-5376) for engineering, technical, and professional support services.  The professional and engineering support services being procured will provide expertise in the areas of engineering, test and evaluation, and program management for above water sensor systems development.  Work will be performed in Washington, District of Columbia (92.8 percent); Lexington, Massachusetts (3.7 percent); Crane, Indiana (1.6 percent); Dahlgren, Virginia (1.0 percent); and Cooks, Michigan (0.9 percent), and work is expected to be completed by December 2016.  Fiscal 2014 and 2016 other procurement (Navy); fiscal 2015 and 2016 other customer funds; fiscal 2015 and 2016 research development test and evaluation; and fiscal 2016 operations and maintenance (Navy) funding in the amount of $6,631,009 will be obligated at time of award and funds in the amount of $1,683,933 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

ARMY

DynCorp International LLC, Ft. Worth, Texas, was awarded a $35,779,427 modification (P00004) to foreign military sales contract W912EQ-16-D-0002 (Iraq) for contractor technical support services for multiplatform vehicles.  Work will be performed in Iraq with an estimated completion date of June 5, 2017.  Fiscal 2010 other procurement funds in the amount of $35,779,427 were obligated at the time of the award.  Army Contracting Command, Warren, Michigan, is the contracting activity.

 

BAE Systems Information Solutions Inc., McLean, Virginia, was awarded a $31,063,977 firm-fixed-price level of effort undefinitized contract for Afghanistan Intelligence Services supporting U.S. Forces - Afghanistan. One bid was solicited with one received. Work will be performed in Afghanistan, with an estimated completion date of Jan. 9, 2017.  Fiscal 2016 other procurement funds in the amount of $15, 531, 988 were obligated at the time of the award.  Army Intelligence and Security Command, Ft. Belvoir, Virginia, is the contracting activity (W911W4-16-C-0008).

 

Six3 Intelligence Solutions Inc., McLean, Virginia, was awarded a $28,613,559 fixed-price level of effort undefinitized contract for Afghanistan Intelligence Services supporting U.S. Forces - Afghanistan. One bid was solicited with one received.  Work will be performed in Afghanistan, with an estimated completion date of Jan. 9, 2017.  Fiscal 2016 other procurement funds in the amount of $14,306,780 were obligated at the time of the award.  Army Intelligence and Security Command, Ft. Belvoir, Virginia, is the contracting activity (W911W4-16-C-0008).

 

Sunrise Beach Corp.,* McKinney, Texas, was awarded a $10,640,045 modification (P00035) to foreign military sales contract W58RGZ-13-C-0079 (Netherlands) for unit field and sustainment level maintenance activities including inspection, maintenance, preservation, corrosion control, avionics and component removal and repair.  Work will be performed in McKinney, Texas, with an estimated completion date of June 30, 2017.  Fiscal 2016 other procurement funds in the amount of $10,640,000 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

 

Battelle Memorial Institute, Columbus, Ohio, was awarded a $10,081,145 modification (P00023) to contract W911SR-15-C-0004 for continued chemical, biological, radiological and nuclear  logistics support services.  Work will be performed in Columbus, Ohio, with an estimated completion date of Dec. 31, 2016.  Fiscal 2016 operations and maintenance (Army) funds in the amount of $2,565,089 were obligated at the time of the award.  Army Contracting Command, Aberdeen, Maryland, is the contracting activity.

SAIC, McLean, Virginia, was awarded an $8,571,428 modification (0033E2) to contract W31P4Q-05-A-0031 for system interoperability/integration requirements and interoperability/integration tests, proof of concepts studies relating to force protection requirements for Intelligence and Security Command G3 Aerial Intelligence, Surveillance, and Reconnaissance.  Work will be performed in Huntsville, Alabama; Ft. Gordon, Georgia; and Afghanistan, with an estimated completion date of Dec. 29, 2016.  Fiscal 2016 operations and maintenance (Army) funds in the amount of $8,571,429 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

 

U.S. TRANSPORTATION COMMAND

 

Berry Aviation, San Marcos, Texas, has been awarded a third option year, under the previously awarded contract HTC711-13-D-C013, to provide air transportation, including casualty evacuation, passenger and cargo services, and air drop throughout Trans-Sahara Africa.  This option has an estimated value of $13,157,872 and increases the total cumulative face value of the contract to $49,092,472 from $35,934,600.  Work will be performed in the Trans-Sahara region of Africa, with a period of performance from June 28, 2016 to June 27, 2017.  Fiscal 2016 operations and ,maintenance funds in the amount of $13,157,872 are being obligated at time of award.  The U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Illinois, is the contracting activity.

 

AIR FORCE

 

Cutter Enterprises LLC, Vernon, Connecticut, has been awarded an $11,145,244 firm-fixed-price contract to renovate the Joint Base Charleston Passenger Terminal. Contractor will provide complete renovation of the existing base passenger terminal and incidental related work.  The project also includes providing temporary modular space to accommodate staff and customers during construction. Work will be performed at Joint Base Charleston, South Carolina, and is expected to be complete by Dec. 24, 2017. This award is the result of a competitive acquisition with seven offers received. Fiscal 2016 transportation working capital funds in the amount of $11,145,244 are being obligated at the time of award. The 628th Contracting Squadron, Joint Base Charleston, South Carolina, is the contracting activity (FA4418-16-C-0010).

 

Gulfstream Aerospace Corp., Savannah, Georgia, has been awarded a $9,876,821.01, firm-fixed-price, indefinite-delivery/indefinite-quantity contract for Gulfstream Executive Aircraft Engineering Services. The contractor will provide engineering services for the C-20, C-37, and like Gulfstream aircraft for the Air Force, Army, Navy, and Marine Corps fleets. Work will be performance in Savannah, Georgia, and is expected to be completed by Jan. 31, 2021. This award is the result of a sole-source acquisition. Fiscal 2016 operations and maintenance funds in the amount of $5,468,644.80 are being obligated at the time of the award.
