CONTRACTS

 

MISSILE DEFENSE AGENCY

 

Orbital ATK Inc., Chandler, Arizona, has been awarded a $182,067,817 fixed-price incentive, fixed-price-plus-award-fee, cost-plus-award-fee, cost-plus-fixed-fee contract for the Medium Range Ballistic Missile Type 3 Configuration 2 target system including production equipment, logistics, associated support equipment, system engineering and analysis, and mission operations. Work will be performed in Chandler, Arizona, and is expected to be completed by Oct. 30, 2020. This award is the result of a competitive acquisition and three offers were received.  Fiscal 2016 research, development, test and evaluation funds in the amount of $25,500,000 are being obligated at the time of award. The Missile Defense Agency, Huntsville, Alabama, is the contracting activity (HQ0147-16-C-0035).

 

NAVY

 

Cape Environmental Management Inc.,* Honolulu, Hawaii, is being awarded a cost-plus-award-fee, indefinite-delivery/indefinite-quantity contract with a maximum amount of $95,000,000 for environmental remedial action services for projects at various locations in the Naval Facilities Engineering Command (NAVFAC) Pacific area.  No task orders are being issued at this time.  The term of the contract is not to exceed 60 months, with an expected completion date of July 2021.  Work will be primarily performed at Navy and Marine Corps installations and other government agencies within the NAVFAC Pacific AOR including, but not limited to Hawaii (72 percent); Guam (27 percent); and other areas (1 percent).  Fiscal 2016 environmental restoration, (Navy) (ER,N) contract funds in the amount of $5,000 are obligated on this award and will expire at the end of the current fiscal year.  Future task orders will be primarily funded by ER,N.  This contract was competitively procured via the Navy Electronic Commerce Online website with four proposals received.  The Naval Facilities Engineering Command, Pacific, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity (N62742-16-D-1807).

 

Helber Hastert & Fee Planners Inc.,* Honolulu, Hawaii, is being awarded a maximum amount $20,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity, architect-engineer services contract for architect-engineer services for planning and engineering services at various locations worldwide, with emphasis in the Pacific and Indian Ocean areas.  The work to be performed provides for planning support for the preparation of installation-specific (one host installation command or tenant within that installation) or facility specific (single facility or multiple facilities of the same functional type/use) planning studies or programming documents for the Navy and Marine Corps under the cognizance of Naval Facilities Engineering Command, Pacific.  Work may also include projects for other military commands including the Air Force, Army, Coast Guard, and other U.S. agencies worldwide.  No task orders are being issued at this time.  Work will be performed at various Navy and Marine Corps facilities and other government facilities within the Naval Facilities Engineering Command Pacific area of responsibility including, but not limited to, Hawaii (40 percent); Guam (30 percent); and the Far East (30 percent), and is expected to be completed by July 2021.  Fiscal 2016 operations and maintenance (Navy) contract funds in the amount of $10,000 are obligated on this award and will expire at the end of the current fiscal year.  Future task orders will be primarily funded by operations and maintenance (Navy, Marine Corps); and environmental restoration (Navy) funds.  This contract was competitively procured via the Navy Electronic Commerce Online website, with three proposals received.  The Naval Facilities Engineering Command, Pacific, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity (N62742-16-D-0200).

 

The Boeing Co., Seattle, Washington, is being awarded a $15,102,912 modification to a previously awarded firm-fixed-price contract (N00019-12-C-0112) for fiscal 2015 production concurrency upgrades in support of the P-8A Multi-mission Maritime Aircraft maintenance training devices. Work will be performed in St. Louis, Missouri, and is expected to be completed in December 2018.  Fiscal 2014 aircraft procurement (Navy) funds in the amount of $15,102,912 will be obligated at time of award, all of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center Training Systems Command, Orlando, Florida, is the contracting activity.

 

CB&I Federal Services LLC, Alexandria, Virginia, is being awarded $8,525,252 for firm-fixed-price task order 0023 under a previously awarded environmental multiple award contract (N62473-12-D-2005) for Operable Unit B-2 non-time critical removal action remedial action areas -01, -03W, and -05 at Naval Air Facility Adak.  The task order also contains seven unexercised options, which if exercised, would increase cumulative task order value to $8,717,807.  Work will be performed in Adak, Alaska, and is expected to be completed by August 2018.  Fiscal 2016 base realignment and closure environmental (Navy) contract funds in the amount of $8,525,252 are being obligated on this award and will not expire at the end of the current fiscal year.  Two proposals were received for this task order.  The Naval Facilities Engineering Command, Southwest, San Diego, California, is the contracting activity.

 

ARMY

 

Georgia Tech Applied Research Corp., Atlanta, Georgia, was awarded a $35,000,000 cost-plus-fixed-fee contract for offsite technical support to the National Ground Intelligence Center’s foreign materiel directorate, foreign materiel division, to analyze and exploit foreign military hardware in order to obtain intelligence information and operational data to support research and development; test and evaluation; scientific and technical intelligence; and war fighter contingency missions and training.  Bids were solicited via the Internet with one received.  Performance locations and funding will be determined with each order.  Estimated completion date is July 19, 2021.  Army Intelligence and Security Command, Charlottesville, Virginia, is the contracting activity  (W911W5-16-D-0001).

 

Northrup Grumman Systems Corp., Herndon, Virginia, was awarded a $14,293,010 cost-plus-fixed-fee, incrementally funded contract with options for information technology support for the Army Planning, Programming, and Budgeting Business Operating System.  Bids were solicited via the Internet with one received. Work will be performed in Washington, District of Columbia, with an estimated completion date of July 28, 2021.  Fiscal 2016 operations and maintenance (Army) funds in the amount of $7,544,183 were obligated at the time of the award.  Army Contracting Command, Aberdeen, Maryland, is the contracting activity (W91CRB-16-F-0012). (This contract was originally listed with the July 14, 2016, announcements, but was not awarded until today.)

 

AIR FORCE

 

Teledyne Scientific & Imaging LLC, Thousand Oaks, California, has been awarded a $30,082,000, firm-fixed-price contract for Aircrew Laser Eye Protection (ALEP) spectacles. The ALEP spectacles provides aircrew members with enhanced protection against hazard and threat laser devices in combat and training situations while minimizing visual acuity degradation. They also provide sufficient protection to prevent permanent eye damage and temporary effects (glare, flash blindness, etc.) from laser weapons and devices. Work will be performed at Camarillo, California, and is expected to be complete by Dec. 31, 2020. This award is the result of a sole-source acquisition. Fiscal 2014 other procurement funds in the amount of $6,399,772 are being obligated at the time of award. The Air Force Life Cycle Management Center, Wright Patterson Air Force Base, Ohio, is the contracting activity (FA8606-16-C-6380).

 

The Boeing Co., Defense, Space & Security, St. Louis, Missouri, has been awarded a $27,085,226 firm-fixed-price contract for the tasks associated with Mission Training Center services on contractor-furnished high-fidelity simulation equipment. The Mission Training Center services will provide simulation capability to train pilots and weapons system operator for F-15C and F-15E aircraft platforms. Work will be performed at Seymour Johnson Air Force Base, North Carolina; Mountain Home Air Force Base, Idaho; Langley Air Force Base, Virginia; Kadena Air Base, Japan; and Royal Air Force Lakenheath Air Base, England, and is expected to be completed by June 30, 2017. This award is the result of a sole-source acquisition. Fiscal  2016 operations and maintenance funds in the amount of $27,085,226 are being obligated at the time of award. The Air Force Life Cycle Management Center, Wright Patterson Air Force Base, Ohio, is the contracting activity (FA8621-16-C-6397). 

 

Boeing Aerospace Operations, Defense, Space & Security, Oklahoma City, Oklahoma, has been awarded an $18,031,223 modification (P00311) to the previously awarded contract FA8106-07-C-0001, for the C-32A nitrogen generation system for the C-32A aircraft. Contractor will provide for the installation of a nitrogen generation system that satisfies the requirements of the Federal Aviation Administration fuel tank flammability reduction rule to reduce the risk of a center wing fuel tank explosion. Work will be performed at Oklahoma City, Oklahoma; and San Antonio, Texas, and is expected to be completed by March 31, 2018. Fiscal 2014 aircraft procurement funds in the amount of $18,031,223 are being obligated at the time of the award. The Air Force Life Cycle Management Center, Tinker Air Force Base, Oklahoma, is the contracting activity.

 

Lockheed Martin Mission Systems and Training, King of Prussia, Pennsylvania, has been awarded a $7,342,492, cost-plus-fixed-fee contract, for Joint Air-to-Surface Standoff Missile (JASSM) Enterprise Management System 5.0. This contract provides for enhancements to the software package known as the JASSM Enterprise Management System. Work will be performed at King of Prussia, Pennsylvania, and is expected to be complete by July 31, 2017. This award is the result of a sole-source acquisition. Fiscal 2016 operations and maintenance funds in the amount of $7,342,492 are being obligated at the time of award. The Air Force Life Cycle Management Center, Eglin, Air Force Base, Florida, is the contracting activity (FA8682-16-C-0091).

 

DEFENSE LOGISTICS AGENCY

 

Honeywell International Inc., Tucson, Arizona, has been awarded a maximum $13,936,740 firm-fixed-price contract for alternating current engine generators. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1). This is a one-year, five-month base contract with one one-year option period, which is being exercised at the time of award. Location of performance is Arizona, with a Dec. 20, 2018, performance completion date. Using service is Army. Type of appropriation is fiscal 2016 through fiscal 2019 Army working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-16-C-0243).
