The Boeing Co., St. Louis, Missouri, has been awarded a maximum $640,100,000 undefinitized contractual action delivery order (TH05) against a five-year base contract (SPRPA1-14-D-002U) with one five-year option period for spare parts used in F/A-18 aircraft. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1). Location of performance is Missouri, with a Dec. 31, 2021, performance completion date. Using service is Navy. Type of appropriation is fiscal 2016 through fiscal 2022 Navy working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

 

The Boeing Co., St. Louis, Missouri, has been awarded a maximum $220,960,323 firm-fixed-price delivery order (5023) against a five-year base contract (SPRPA1-14-D-002U) with one five-year option period for spare parts used in F/A-18 aircraft. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1). Location of performance is Missouri, with a June 30, 2019, performance completion date. Using service is Navy. Type of appropriation is fiscal 2016 through fiscal 2019 Navy working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

 

The Boeing Co., St. Louis, Missouri, has been awarded a maximum $123,222,564 firm-fixed-price delivery order (5025) against a five-year base contract (SPRPA1-14-D-002U) with one five-year option period for spare parts used in F/A-18 aircraft. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1). Location of performance is Missouri, with a Dec. 31, 2020, performance completion date. Using service is Navy. Type of appropriation is fiscal 2016 through fiscal 2021 Navy working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

 

Draeger Medical Inc., Telford, Pennsylvania, has been awarded a maximum $57,351,441 modification (P00009) exercising the second one-year option period of a one-year base contract (SPE2D1-14-D-0004) with nine one-year option periods for patient monitoring systems, subsystems, accessories, consumables, spare/repair parts and training. This is a fixed-price with economic-price-adjustment contract. Location of performance is Pennsylvania, with an Aug. 5, 2017, performance completion date. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2016 through fiscal 2017 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

 

Nobel Biocare USA LLC, Yorba Linda, California, has been awarded a maximum $40,000,000 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for dental supplies. This was a competitive acquisition with 19 responses received. This is a one-year base contract with four one-year option periods. The maximum dollar amount is for the life of the contract. Location of performance is California, with a July 31, 2021, performance completion date. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2016 through fiscal 2021 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPM2DE-16-D-0016).

Type of appropriation is fiscal 2016 through fiscal 2020 Navy working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

 

ARMY

 

Bravura Information Technology Systems Inc.,* Aberdeen, Maryland, was awarded a $305,738,346 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for Persistent Surveillance Systems - Tethered support.  Bids were solicited via the Internet with four received, with an estimated completion date of July 31, 2020.  Funding and work location will be determined with each order. Army Contracting Command, Aberdeen, Maryland, is the contracting activity (W56KGY-16-D-0035).

 

Lockheed Martin Missiles and Fire Control, Grand Prairie, Texas, was awarded a $58,111,201 modification (P00059) to Foreign Military Sales contract W31P4Q-14-C-0034 (Qatar, Saudi Arabia) for PATRIOT system missile segment enhancement software modification.  Work will be performed in Grand Prairie, Texas, with an estimated completion date of June 30, 2019.  Fiscal 2016 other procurement funds in the amount of $58,111,201 were obligated at the time of the award.  Army is the contracting activity.

 

ETCON Inc.,* Gatesville, Texas, was awarded a $15,645,344 firm-fixed-price contract for miscellaneous paving requirements with an estimated completion date of Aug. 1, 2017.  Bids were solicited via the Internet with four received. Funding and work location will be determined with each order.  Army Contracting Command, Ft. Hood, Texas, is the contracting activity (W91151-16-D-0017).

 

NAVY

 

The Boeing Co., St. Louis, Missouri, is being awarded $254,496,449 for firm-fixed-ceiling-priced delivery order 0049 under a previously awarded basic ordering agreement (N00383-11-G-001H) for repair of aircraft flight control surfaces in support of the F/A-18 E/F and EA-18G aircrafts.  Work will be performed in Jacksonville, Florida, and is expected to be completed by December 2019.  Fiscal 2016 working capital funds (Navy) in the amount of $74,200,000 will be obligated at time of award and will not expire at the end of the current fiscal year.  This contract was a sole-source pursuant to the authority set forth in 10 U.S. Code 2304(c)(1) and Federal Acquisition Regulation 6.320-1.  Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity.

 

Huntington Ingalls Inc., Pascagoula, Mississippi, is being awarded a $102,123,183 modification to a previously awarded contract (N00024-12-C-4323) for option exercise for CG 47-class cruisers and DD 963-class destroyers integrated planning yard services.  Ingalls will provide the necessary engineering, technical, planning, ship configuration, data, and logistics efforts for CG 47 and DD 963 lifetime support for both maintenance and modernization.  Work will be performed in Pascagoula, Mississippi, and is expected to be completed by September 2017.  Fiscal 2016 operations and maintenance (Navy) funding in the amount of $945 will be obligated at time of award and will expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S. Code. 2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Raytheon Missile Systems, Tucson, Arizona, is being awarded a $36,662,336 cost-plus-fixed-fee contract option for design agent and engineering support services for the Rolling Airframe Missile (RAM) upgraded MK-31 Guided Missile Weapon System improvement program.  The MK-31 RAM Guided Missile Weapon System is a cooperative development and production program conducted jointly by the U. S. and the Federal Republic of Germany, under the memoranda of understanding.  Support is required to maintain current weapon system capability, as well as resolve issues through design, systems, software maintenance, reliability, maintainability, quality assurance and logistics engineering services.  Work will be performed in Tucson, Arizona (99 percent); and Louisville, Kentucky (1 percent), and is expected to be completed by September 2017.  This contract option includes foreign funding in the amount of $2,338,372 from the Federal Republic of Germany as a result of an international agreement with the U. S.. Funding is non-Foreign Military Sales related and will not expire at the end of the current fiscal year.  In accordance with Federal Acquisition Regulation 6.302-4 and Defense Federal Acquisition Regulation Supplement 206.302-4, pursuant to 10 U.S. Code 2304(c)(4), this contract was awarded to Raytheon Co. as a sole-source procurement.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-15-C-5410).

 

The Boeing Co., St. Louis, Missouri, is being awarded $10,226,920 for firm-fixed-price delivery order 0007 against a previously issued basic ordering agreement (N00019-16-G-0001) for the procurement of Distributed Targeting System (DTS) A-kits and Operational Test Program (OPT) sets for F/A-18E/F and EA-18G aircraft for the Navy and the government of Australia.  Kits being procured include 218 DTS A Kits, 31 OPT sets; and 20 fiber optic interface test sets.  Work will be performed in St. Louis, Missouri, and is expected to be completed August 2020.  Fiscal 2014, 2015, and 2016 aircraft procurement (Navy); and foreign military sales funds in the amount of $10,226,920 are being obligated at time of award, $3,379,103 of which will expire at the end of the current fiscal year.  This delivery order combines purchases for the Navy ($9,602,165; 94 percent); and the government of Australia ($624,755; 6 percent), under the Foreign Military Sales program.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

PAE Aviation and Technical Services LLC, Marlton, New Jersey, is being awarded an $8,489,486 modification to a previously awarded indefinite-delivery/indefinite-quantity contract (N00421-15-D-0007) for organizational, selected intermediate and limited depot level maintenance services for F-5 F/N aircraft.  Work will be performed in Naval Air Station (NAS) Key West, Florida (40 percent); NAS Fallon, Nevada (30 percent); and Marine Corps Air Station, Yuma, Arizona (30 percent), and is expected to be completed in July 2017.  Fiscal 2016 operations and maintenance (Navy Reserves) funds in the amount of $8,489,486 are being obligated at time of award, all of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

 

AIR FORCE

 

Lockheed Martin Services Inc., Colorado Springs, Colorado, has been awarded an $8,504,148 modification (P00080) to previously awarded contract FA8823-13-C-0002. Contractor will provide sustainment functions as required for the Global Positioning System (GPS) control segment to include modernized-monitor station technology improvement and capability receiver, test and deploy upgrades to the GPS monitor station receiver elements.  Work will be performed at Colorado Springs, Colorado, and is expected to be completed by Oct. 31, 2018.  Fiscal 2016 operations and maintenance funds in the amount of $8,504,148.09 are being obligated at the time of award.  Space and Missile Systems Center, Peterson Air Force Base, Colorado, is the contracting activity.

 

The Rockhill Group Inc., Molino, Florida, has been awarded a $7,610,538 fixed-price with cost-reimbursable line items contract for air and ground training support. Contractor will furnish all personnel, equipment, tools, materials, supervision, and all other items and services that are required to support MQ-1/9 RPA with air and ground intelligence, surveillance and reconnaissance. Work will be performed at Holloman Air Force Base (AFB), New Mexico; Creech AFB, Nevada; March Air National Guard Base (ANGB), California; and Hancock ANGB, New York, and is expected to be complete by Sept. 30, 2017.  This award is the result of a competitive acquisition with seven offers received. Fiscal 2016 operations and maintenance funds in the amount of $9,534 are being obligated at the time of award. Air Combat Command, Langley AFB, Virginia, is the contracting activity (FA4890-16-C-0011).
