MISSILE DEFENSE AGENCY
Raytheon Missile Systems Co., Tucson, Arizona, is being awarded a $523,972,941 sole-source, fixed-price-incentive-firm, and firm-fixed-price modification. This contract action is an option exercise that was previously announced on Dec. 18, 2015. Under this option exercise, as previously identified in the December 2015 announcement, the contractor will continue efforts to procure the material, fabricate, test and deliver 47 SM-3 Block IB missiles for fiscal 2016. This option exercise, valued at $523,972,941, is the first of three one-year options (fiscal 2016 through fiscal 2018) with a quantity of up to 52 per option year. It is noted, however, that the $523,972,941 was included in the ceiling amount specified in the previous congressional notification issued on Dec. 18, 2015. The work will be performed in Tucson, Arizona; and Huntsville, Alabama, with an expected completion date of Sept. 30, 2021. Fiscal 2016 defense wide procurement funding in the amount of $513,024,470; and foreign military sales funding in the amount of $10,948,471 is being obligated at the time of option exercise. ARMY
Spider Strategies Inc.,* Alexandria, Virginia, was awarded a $42,000,000 firm-fixed-price contract for support of the Army Office of Business Transformation's Strategic Management Support Program Office. One bid was solicited with one received with an estimated completion date of Aug. 3, 2021. Funding and work location will be determined with each order. BAE Systems Land and Armaments LP, York, Pennsylvania, was awarded a $17,295,224 modification (P00110) to contract W56HZV-09-C-0550 for funding for the reliability and maintainability performance incentive fee obtained during scoring event number two in accordance with section H.3.3. of the contract. Army is making an incentive fee payment to the contractor for work successfully performed on the contract. Work will be performed in York, Pennsylvania, with an estimated completion date of Aug. 31, 2016. Fiscal 2016 research, development, test and evaluation funds in the amount of $17,295,224 were obligated at the time of the award. Cutter Enterprises LLC,* Vernon-Rockville, Connecticut, was awarded a $16,065,460 firm-fixed-price contract for a design-build fuel cell maintenance hangar. Bids were solicited via the Internet with six received. Work will be performed at Hurlburt Field, Florida, with an estimated completion date of Aug. 19, 2018. Record Steel and Construction Inc., Boise, Idaho, was awarded a $13,844,360 firm-fixed-price contract for Fall Creek dam and reservoir adult fish facility upgrade. Bids were solicited via the Internet with seven received. Work will be performed at Lowell, Oregon, with an estimated completion date of Aug. 31, 2018. Fiscal 2016 other funds in the amount of $13,800,260; and fiscal 2016 operations and maintenance, Army funds in the amount of $44,100 were obligated at the time of the award. KW-HHI JV,* Clearfield, Utah, was awarded an $8,099,863 firm-fixed-price contract for design and construction of nine modular storage magazines (Hayman-type igloos) at Hill Air Force Base, Utah. Bids were solicited via the Internet with four received. Work will be performed in Ogden, Utah, with an estimated completion date of Aug. 15, 2018. Fiscal 2016 military construction funds in the amount of $8,099,863 were obligated at the time of the award. NAVY
Huntington Ingalls Inc., Pascagoula, Mississippi, is being awarded a cost-plus-award-fee $30,390,839 modification to previously awarded contract N00024-12-C-2312 for DDG 51 Class Flight III upgrade design efforts. The main goal of the Flight III upgrade is to replace the SPY-1D(V) radar with the air and missile defense radar designated as SPY-6. This modification to the existing DDG 51 Class Follow Yard services contract will allow for DDG 51 Class Flight III upgrade design efforts. Work will be performed in Pascagoula, Mississippi (96.5 percent); and Washington, District of Columbia (3.5 percent), and is expected to be completed by May 2017. Fiscal 2015 shipbuilding and conversion (Navy) funding in the amount of $28,585,510 will be obligated at time of award and contract funds will not expire at the end of the current fiscal year. Precision Turbines Inc.,* Boca Raton, Florida, is being awarded a $30,205,017 firm-fixed-price, indefinite-delivery requirements contract for the procurement of performance-based contractor logistics support for the C-26 aircraft. This effort includes maintenance, repair, engineering and technical services, aircraft upgrade and modifications, and integrated logistics support services. Work will be performed in Barking Sands, Hawaii (30.4 percent); Sigonella, Italy (25.6 percent); Naples, Italy (25.6 percent); and Patuxent River, Maryland (18.4 percent). Work is expected to be completed in August 2021. No funds will be obligated at time of award. Funds will be obligated on individual task orders as they are issued. This contract was competitively procured via electronic request for proposal as a 100 percent small business set-aside. Five offers were received. Burns & McDonnell Engineering Co. Inc., Kansas City, Missouri, is being awarded a maximum amount $30,000,000 indefinite-delivery/indefinite-quantity, architect-engineering contract for professional architectural and engineering services in the Naval Facilities Engineering Command (NAVFAC) Southeast area of responsibility (AOR). The work to be performed provides for preparation of design/build request for proposals and other design services. Task order 0001 is being awarded at $40,247 to provide value engineering services for the Explosives Ordinance Disposal Facility, at Naval Air Station Joint Readiness Base, Fort Worth, Texas. Work for this task order is expected to be completed by September 2016. All work on this contract will be performed within the NAVFAC Southeast AOR. The term of the contract is not to exceed 60 months with an expected completion date of July 2021. Fiscal 2015 military construction (Air Force Reserve) contract funds in the amount of $40,247 are obligated on this award and will not expire at the end of the current fiscal year. Huntington Ingalls Inc., Newport News, Virginia, is being awarded a $20,000,000 modification to previously awarded contract N00024-13-C-2108 for additional supplemental work for the refueling complex overhaul of USS Abraham Lincoln (CVN 72). Work includes accomplishment of the overhaul, modernization, repair, maintenance, and refueling. This additional effort will ensure that the ship is returned to the fleet fully mission capable at redelivery. Work will be performed in Newport News, Virginia, and is expected to be completed by November 2016. Fiscal 2012 shipbuilding and conversion (Navy) funding in the amount of 20,000,000 will be obligated at time of award and contract funds will not expire at the end of the current fiscal year. Cobham Advanced Electronic Solutions Inc.,* Lansdale, Pennsylvania (N00164-16-D-WS02); EDO Corp.,* Amityville, New York (N00164-16-D-WS01); and Teledyne Wireless Inc.,* Rancho Cordova, California (N00164-16-D-WS94), are being awarded a maximum value ceiling $15,000,000 fixed-price, indefinite-delivery/indefinite-quantity, multiple award contracts for design, development, fabrication, and testing of prototypes to replace obsolescent parts for the AN/ALQ-99F (V) Tactical Jamming System. The three contractors will have the opportunity to compete for each individual delivery order to provide a prototype to replace obsolete parts under the terms and conditions of the awarded contracts. Work will be performed in Lansdale, Pennsylvania; Amityville, New York; and Rancho Cordova, California, and will be determined as individual task orders are issued. Working capital (Navy) funding in the amount of $3,000 will be obligated at time of award and will not expire at the end of the current fiscal year. DEFENSE ADVANCED RESEARCH PROJECTS AGENCY
Harris Corporation, Palm Bay, Florida, has been awarded a $26,951,327 cost-plus-fixed-fee contract for phase I of a Defense Advanced Research Projects Agency (DARPA) research and development program. Fiscal 2015 and 2016 research and development funds in the amount of $22,274,240 are being obligated at time of award. Work will be performed at Palm Bay, Florida (90 percent); Albuquerque, New Mexico (6 percent); Boulder, Colorado (3 percent); and Phoenix, Arizona (1 percent).
