Peregrine Technical Solutions LLC,* Yorktown, Virginia, was awarded a $13,629,199 firm-fixed-price contract to ensure recruits are administratively prepared for initial active duty. Bids were solicited via the Internet with 13 received. Work will be performed in Yorktown, Virginia, with an estimated completion date of July 5, 2021. Fiscal 2016 operations and maintenance (Army) funds in the amount of $13,629,199 were obligated at the time of the award. National Guard Bureau, Arlington, Virginia is the contracting activity (W9133L-16-C-0090).

 

NAVY

 

Colonial Assembly and Design LLC, Fredericksburg, Virginia, is being awarded a $37,191,138 firm-fixed-price, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for providing design and fabrication, rapid prototyping, and technology integration related to circuit board design and radio frequency distribution assemblies, synthetic rope assemblies, mechanical fabrication, and fabric assemblies.  This effort will support the Weapons Control and Integration Department.  The work will be performed in Fredericksburg, Virginia, and is expected to be completed in September 2021.  Fiscal 2016 aircraft procurement (Navy); fiscal 2016 operation and maintenance (Navy); and fiscal 2016 research, development, testing and evaluation (Navy) funding in the amount of $20,000 will be obligated at time of award, and contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with two offers received.  The Naval Surface Warfare Center Dahlgren Division, Dahlgren, Virginia, is the contracting activity (N00178-16-D-2025).

 

Gilbane Federal, Concord, California, is being awarded $16,135,856 for firm-fixed-price task order 0008 under a previously awarded, multiple award construction contract (N39430-15-D-1634) for cleaning, inspecting, and repairing petroleum, oils and lubricant storage tanks 302, 305, 307 and 308 at the Defense Fuel Support Point Tsurumi, Japan.  Work will be performed in Tsurumi, Japan, and is expected to be completed by September 2019.  Fiscal 2016 Defense working capital funds in the amount of $16,135,856 are obligated on this award, and will not expire at the end of the current fiscal year.  Two proposals were received for this task order. The Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, California, is the contracting activity. 

 

Gilbane Federal, Concord, California, is being awarded $12,035,530 for firm-fixed-price task order 0009 under a previously awarded multiple award construction contract (N39430-15-D-1634) for cleaning, inspecting, and repairing petroleum, oils and lubricant storage tanks 602, 604 and 605 at the Defense Fuel Support Point, Tsurumi, Japan.  Work will be performed in Tsurumi, Japan, and is expected to be completed by November 2019.  Fiscal 2016 Defense working capital funds in the amount of $12,035,530 are obligated on this award, and will not expire at the end of the current fiscal year.  Three proposals were received for this task order.  The Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, California, is the contracting activity. 

 

The Boeing Co., St. Louis, Missouri, is being awarded $9,967,496 for cost-plus-fixed-fee delivery order 4500 against a previously issued basic ordering agreement (N00019-16-G-0001) for systems engineering, and logistic support planning required for production acceptance test and evaluation of the DSU-42/B Precision Laser Guidance Set, with the KMU-558 series guidance set as a GBU-56(V) 4/B.  This effort includes the integration of the GBU-56(V) 4/B into the F/A-18 weapons platform.  Work will be performed in St. Louis, Missouri (86.94 percent); Fort Worth, Texas (3 percent); Simpsonville, South Carolina (.03 percent); Minneapolis, Minnesota (.03 percent), and various other locations within the continental U.S. (10 percent), and is expected to be completed in February 2019.  Fiscal 2016 ammunition procurement (Navy, Marine Corps) funds in the amount of $9,967,496 will be obligated at time of award, none of which will expire at the end of the fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Billy W. Jarrett Construction Co. Inc.,* Auburn, Alabama, is being awarded $9,927,000 for firm-fixed-price task order 0005 under a previously awarded, multiple award construction contract (N44255-14-D-9017) for repair of various roofing sections on Building 107 at Naval Base Kitsap.  The work to be performed provides for roofing replacement, installation of guardrail and access improvements.  Work will be performed in Bremerton, Washington, and is expected to be completed by October 2018.  Fiscal 2016 operation and maintenance (Navy) contract funds in the amount of $9,927,000 are obligated on this award and will expire at the end of the current fiscal year.  Four proposals were received for this task order.  The Naval Facilities Engineering Command, Northwest, Silverdale, Washington, is the contracting activity.

 

Lockheed Martin Logistic Services Inc., Greenville, South Carolina, is being awarded $8,249,722 for delivery order 0008 against a previously awarded cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract (N00421-12-D-0008) for avionics design, hardware and software development, testing fabrication, installation and maintenance of avionics systems in support of the Presidential Helicopter Program. Work will be performed in Patuxent River, Maryland, and is expected to be completed in August 2018.  Fiscal 2016 aircraft procurement (Navy) funds in the amount of $3,570,600 will be obligated at time of the award, none of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

 

ATAC,* Santa Clara, California, is being awarded a maximum amount $8,000,000 indefinite-delivery/indefinite-quantity architect-engineering contract to develop and provide upgrades to the naval aviation simulation model system at Naval and Marine Corps air installations, as well as other Department of Defense facilities, in the continental U.S. and also worldwide.  The work to be performed provides for airfield, airspace and range analyses of existing and/or proposed operations at activities, and develops and compiles information on mission changes for the Navy’s Air Installations Compatible Use Zones and National Environmental Policy Act requirements.  Work will be performed at various Navy and Marine Corps facilities and other government facilities predominantly in the U.S. but also worldwide.  The term of the contract is not to exceed 60 months with an expected completion date of September 2021.  Fiscal 2016 operation and maintenance (Navy) contract funds in the amount of $5,000 are obligated on this award and will expire at the end of the current fiscal year.  No task orders are being issued at this time.  Future task orders will be primarily funded by operation and maintenance (Navy) funds.  This contract was procured as a sole-source acquisition under statutory author 10 U.S. Code 2304 (c)(1).  The Naval Facilities Engineering Command, Atlantic, Norfolk, Virginia, is the contracting activity (N62470-16-D-6010).

 

AAI Corp., doing business as Textron Systems, Hunt Valley, Maryland, is being awarded a $7,424,270 modification to previously awarded contract N00174-14-D-0002 to exercise Option II for the production of Universal Test Sets (UTS) and engineering services and program and configuration management.  The UTS systems are in support of the Joint Counter Radio Controlled Improvised Explosive Device Electronic Warfare program.  Work will be performed in Hunt Valley, Maryland, and is expected to be completed by September 2017.  No funds are being obligated at time of award.   The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division, Indian Head, Maryland, is the contracting activity.

 

AIR FORCE

 

Lockheed Martin Corp. - Lockheed Martin Aeronautics Co., Fort Worth, Texas, has been awarded a $21,683,952 modification (P00714) to previously awarded contract FA8611-08-C-2897. Contractor will incorporate engineering change proposal 0731 for diminishing manufacturing source and material shortage for the F-22 heads-up display cathode ray tube mitigation to the digital light engine alternative. Work will be performed at Fort Worth, Texas, and is expected to be complete by Feb. 28, 2019. Fiscal 2016 operation and maintenance funds in the amount of $21,683,952 are being obligated at the time of award. Air Force Life Cycle Management Center, Hill Air Force Base, Utah, is the contracting activity. 

 

PKL Services Inc., Poway, California, has been awarded an $11,908,688 modification (P00029) to exercise an option on previously awarded contract FA4897-12-C-2004 for Republic of Singapore aircraft maintenance and operation services. Work will be performed at Mountain Home Air Force Base, Idaho, and is expected to be complete by Sept. 30, 2017. This contract is 100 percent foreign military sales to the Republic of Singapore. The 366th Contracting Squadron, Mountain Home Air Force Base, Idaho, is the contracting activity. 

 

The Boeing Co., Oklahoma City, Oklahoma, has been awarded a $9,649,656 modification (P00006) to previously awarded contract FA8628-15-C-2251 for B-52 combat network communications technology (CONECT) full-rate production (FRP) spares and modification of low-rate initial production (LRIP) spares. Contractor will provide critical spare FRP line replaceable units to support the FRP-configured fleet. Also, the LRIP-configured aircraft that are already out in the field will be retrofitted with FRP line replaceable units. Work will be performed at Oklahoma City, Oklahoma, and is expected to be complete by Dec. 31, 2019. Fiscal 2014 and 2016 aircraft procurement funds in the amount of $9,649,656 are being obligated at the time of award. Air Force Life Cycle Management Center, Wright Patterson Air Force Base, Ohio, is the contracting activity.

 

Raytheon Co., Indianapolis, Indiana, has been awarded an $8,775,094 primarily firm-fixed-price contract for F-16 Center Display Unit retrofit and organic depot maintenance stand-up. Contractor will retrofit 130 F-16 Center Display Units, as well as interim contractor support for assistance with organic depot maintenance stand-up. Work will be performed at Indianapolis, Indiana, and is expected to be complete by Sept. 30, 2017. This award is the result of a sole-source acquisition. Fiscal 2014 and 2015 Air National Guard procurements funds in the amount of $8,775,094 are being obligated at the time of award. Air Force Life Cycle Management Center, Hill Air Force Base, Utah, is the contracting activity (FA8232-16-C-0013).

 

DEFENSE LOGISTICS AGENCY

 

Honeywell International, South Bend, Indiana, has been awarded a maximum $18,305,117 firm-fixed-priced delivery order (THAJ) against a three-year contract (SPE4AX-15-D-9409) for F/A-18 aircraft brakes. This was a sole-source acquisition using justification 10 U.S. Code 2304(c)(1). Location of performance is Indiana, with a June 30, 2019, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2016 Navy working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

 

Vinyl Technology Inc.,* Monrovia, California, has been awarded a maximum $10,160,073 modification (P00020) exercising the second one-year option period of a one-year base contract (SPE1C1-14-D-1042) with three one-year option periods for CSU-22/P advanced technology anti-gravity suits. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. Location of performance is California, with a Sept. 9, 2017, performance completion date. Using military service is Air Force. Type of appropriation is fiscal 2016 through fiscal 2017 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.
