CONTRACTS

 

NAVY

 

Northrop Grumman Systems Corp., San Diego, California, is being issued a $108,118,000 fixed-price, incentive firm target contract for the procurement of 10 Fire Scout MQ-8C unmanned air systems.  Work will be performed in San Diego, California (33 percent); Ozark, Alabama (27 percent); Fort Worth, Texas (18 percent); Moss Point, Mississippi (16 percent); and various locations within the U.S. (6 percent), and is expected to be completed in August 2019.  Fiscal 2015 and 2016 aircraft procurement (Navy) funds in the amount of $108,118,000 are being obligated at time of award; none of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-16-C-0055).

 

Oceaneering International Inc., Chesapeake, Virginia (N65540-13-D-0003); and General Dynamics Electric Boat Corp., Groton, Connecticut (N65540-15-D-0005), are each being awarded a cost-plus-fixed-fee modification to previously awarded contracts to exercise the fourth-year options.  The increased contract dollar value for option year four for both contracts is as follows:  Oceaneering International Inc. (N65540-13-D-0003/Modification P00013) -- $38,097,870; and General Dynamics Electric Boat Corp. (N65540-15-D-0005/Modification P00007) -- $48,478,009.   Invocation of the final option is to provide continuing engineering and technical services in support of the submarine safety program, and Level I material work onboard SSN 21 class (Seawolf class), SSN 688 class (Los Angeles class), SSBN/SSGN 726 class (Ohio class), SSN 774 Class (Virginia class) submarines, and foreign national submarines. This contract provides technical management, administrative and technical services, materials, tools, equipment, facilities, and required support to accomplish installation, troubleshooting, repair and maintenance of main and auxiliary, weapons, hull, mechanical, and electrical equipment.  Work will be performed at naval shipyards in Norfolk, Virginia; Puget Sound, Washington; and Pearl Harbor, Hawaii, and is expected to be completed by February 2018.  No funds are guaranteed by the award of this modification contract; this contracting action merely establishes a potential ceiling value.  Funds are obligated on individual delivery orders for efforts that fall within the core competency areas.  The Naval Surface Warfare Center, Philadelphia Division, Philadelphia, Pennsylvania, is the contracting activity.

 

Northrup Grumman System Corp., Woodland Hills, California, is being awarded $18,264,420 for firm-fixed-price delivery order 3000 against a previously issued basic ordering agreement (N00019-15-G-0026) for the procurement of tech refresh mission computers and trays in support of Lot 13 AH-1Z and UH-1Y aircraft for the Navy (67 percent); and the government of Pakistan (33 percent) under the Foreign Military Sales program.  Work will be performed at Baltimore, Maryland (42 percent); Salt Lake City, Utah (38 percent); and Woodland Hills, California (20 percent), and is expected to be completed in December 2018.  Fiscal 2016 aircraft procurement (Navy) funds and foreign military sales funds in the amount of $18,264,420 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Raytheon Missile Systems, Tucson, Arizona, is being awarded a $13,848,822 modification to a previously awarded contract (N00024-13-C-5403) to exercise an option for Standard Missile-2 and Standard Missile-6 engineering and technical services to ensure continuity in production, design integrity, and total systems integration of the missile round and its components.  Work will be performed in Tucson, Arizona, and is expected to be completed by September 2017.  Fiscal 2015 and 2016 research, development, testing and evaluation (Navy); and fiscal 2016 weapons procurement (Navy) funding in the amount of $13,848,822 will be obligated at time of award and $91,745 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Argon ST Inc., Smithfield, Pennsylvania, is being awarded a $10,206,776 modification to a previously awarded contract (N00024-12-D-6216) for the procurement of nine AN/SLQ-25A/C countermeasure decoy systems and spares that provide improved naval defense for current threat torpedoes in support of the Undersea Defensive Warfare Programs.   The AN/SLQ-25A/C is a digitally controlled, modular design, electro-acoustic softkill countermeasure decoy system.  It employs an underwater towed body acoustic projector, which is deployed astern by a fiber optic tow cable including dual tow capability, enhanced torpedo countermeasures, and the Littoral Fiber Optic Tow Cable.  The system defends ships against wake homing, acoustic homing, and wire guided torpedoes.  Work will be performed in Smithfield, Pennsylvania, and is expected to be completed by July 2018.  Fiscal 2016 other procurement (Navy) funding in the amount of $10,206,776 will be obligated at time of award and funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

AIR FORCE

 

L-3 Communications - Vertex Aerospace LLC, Madison, Mississippi, has been awarded a $49,168,992 modification (P00130) to exercise the option on previously awarded contract FA8106-09-C-0001 for T-1A contract logistics support. Contractor will provide contractor operated maintained supply, over and above, on-equipment maintenance, data and field service representatives. Work will be performed at Vance Air Force Base, California; Columbus Air Force Base, Mississippi; Randolph Air Force Base, Texas; Laughlin Air Force Base, Texas; and Pensacola Naval Air Station, Florida, and is expected to be complete by Sept. 30, 2017. No funds are being obligated at the time of award. Air Force Life Cycle Management Center, Tinker Air Force Base, Oklahoma, is the contracting activity. 

 

Atlantic CommTech Corp. (ACT-Corp), Norfolk, Virginia, has been awarded a $36,460,575 firm-fixed price with cost reimbursable travel contract line items contract for a sustainment effort to modernize the Weapon Storage and Security System (WS3) and Alarm Communication and Display (AC&D). This contract provides for sustainment upgrades to the WS3 cryptographic system used to encrypt WS3 alarm data, and will perform an AC&D system upgrade by replacing obsolete components and the buried cable. The locations of performance will be at multiple U.S. and host-nation military installations in Europe. The work is expected to be completed by Oct. 22, 2020. This award is a result of a competitive small business set-aside with three offers received. Fiscal 2016 other procurement in the amount of $7,159,114 are being obligated at the time of award. The Air Force Nuclear Weapons Center, Kirtland Air Force Base, New Mexico, is the contracting activity (FA9422-16-C-8041).

 

Raytheon Co., Tucson, Arizona, has been awarded a $9,800,314 modification (P00042) on previously awarded contract FA8675-15-C-0022. Contractor will provide Advanced Medium-Range Air-to-Air Missiles life of type buy components since specific devices will no longer be available or manufactured.  Life of type buy defined as phase-out items.  Work will be performed at Tucson, Arizona, and is expected to be complete by Dec. 31, 2017. Fiscal 2016 Air Force and Navy production funds in the amount of $6,368,244 are being obligated at the time of award. This contract involves foreign military sales to Australia, South Korea, Romania, and Saudi Arabia.  Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity.

 

Harris Corp., Herndon, Virginia, has been awarded a $9,800,000 indefinite-delivery/indefinite-quantity contract for the B-1 Defensive Avionics System Mission Data Optimization and Reprogrammable Electronic Warfare Systems Test (REWST) support sustaining engineering services. Contractor will provide all sustaining engineering services needed to provide the necessary modifications and support to the government-owned B-1 REWST lab, the B-52 electronic warfare mission data test lab, and the 53rd Electronic Warfare Group special test equipment. Work will be performed at Eglin Air Force Base, Florida; Edwards Air Force Base, California; and Robins Air Force Base, Georgia, and is expected to be complete by Sept. 30, 2021. This award is the result of a sole-source acquisition. Fiscal 2016 operation and maintenance funds in the amount of $2,300,607 are being obligated for task orders 0001 and FA2486-16-F-1003 at the time of award. Air Force Test Center, Eglin Air Force Base, Florida, is the contracting activity (FA2486-16-D-0077).

 

ARMY

 

Conrad Shipyard LLC, Morgan City, Louisiana, was awarded a $17,705,307 firm-fixed-price contract for procurement of a welded steel barge to be used by the Army Corps of Engineers Rock Island District for floating crane services.  Bids were solicited via the Internet with one received. Work will be performed in Morgan City, Louisiana, with an estimated completion date of Feb. 20, 2019.  Fiscal 2016 operations and maintenance funds in the amount of $17,705,307 were obligated at the time of the award.  Army Corps of Engineers, Philadelphia, Pennsylvania, is the contracting activity (W912BU-16-C-0046).

 

General Atomics Aeronautical Systems Inc., Poway, California, was awarded a $17,334,054 modification (P00065) to contract W58RGZ-13-C-0110 for Software 4.3.4 and final operational test and evaluation maintenance build.  Work will be performed in Poway, California, with an estimated completion date of Aug. 25, 2017.  Fiscal 2017 other procurement funds in the amount of $17,334,054 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

 

BAE Systems, Rockville, Maryland, was awarded a $16,500,000 modification (P00002) to contract W911QY-14-D-0023 for automated installation entry systems.  Funding and work location will be determined with each order.  The estimated completion date is Aug. 9, 2018.  Army Contracting Command, Natick, Massachusetts, is the contracting activity.

 

Boeing, Co., Mesa, Arizona, was awarded a $9,872,078 firm-fixed-price contract for an instructor pilot, maintenance test pilot, helicopter repairer, and avionics/armament training to be conducted at Boeing. Bids were solicited via the Internet with one received.  Work will be performed in Mesa, Arizona, with an estimated completion date of Aug. 31, 2017.  Fiscal 2016 other funds in the amount of $4,837,318 were obligated at the time of the award.   Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-16-C-0044).

 

DEFENSE LOGISTICS AGENCY

 

Data Monitor Systems Inc.,* Midwest City, Oklahoma, has been awarded a maximum $15,962,084 firm-fixed-price contract for fuel management services. This was a competitive acquisition with eight responses received. This is a four-year base contract with one five-year option period, and six one-month extensions following the option period. Locations of performance are Oklahoma and Florida, with a Dec. 31, 2020, performance completion date. Using service is Navy. Type of appropriation is fiscal 2016 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE600-16-C-5015).
