NAVY
 

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $920,350,132 advance acquisition contract for long lead time, materials, parts, components, and effort for the manufacture and delivery of 94 F-35 Lightning II low rate initial production aircraft. This contract provides for 78 F-35A aircraft for the Air Force (44), the government of Italy (2), the government of Turkey (2) ; the government of Australia (8); the government of Norway (6); and for various foreign military sales customers (16). In addition, this contract provides for the procurement of 14 F-35B aircraft for the Marine Corps (9), the government of Britain (3) and the government of Italy (2), as well as 2 F-35C aircraft for the Navy and Marine Corps. Work will be performed in Fort Worth, Texas (55 percent); El Segundo, California (15 percent); Warton, United Kingdom (10 percent); Orlando, Florida (5 percent); Nashua, New Hampshire (5 percent); Baltimore, Maryland (5 percent); and Cameri, Italy (5 percent), and is expected to be completed in May 2019. Fiscal 2015 aircraft procurement (Air Force, Marine Corps, and Navy), non-U.S. Department of Defense participant funding, and foreign military sales funds in the amount of $920,350,132 are being obligated at time of award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-1. This contract combines purchase for Foreign Military Sales program customers ($352,102,228; 38 percent); the Air Force ($227,666,000; 25 percent); non-U.S. Department of Defense participants ($207,086,904; 22 percent); and the Navy/Marine Corps ($133,495,000; 15 percent). The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-15-C-0003).
 

BAE Systems San Diego Ship Repair, San Diego, California, is being awarded a $36,591,818 modification to previously awarded cost-plus-award-fee, and incentive-fee contract (N00024-11-C-4408) for USS Kidd (DDG 100) fiscal 2015 dry-docking selected restricted availability. A dry-docking selected restricted availability includes the planning and execution of depot-level maintenance, alterations, and modifications that will update and improve the ship's military and technical capabilities. This contract modification includes options which, if exercised, would bring the cumulative value to $37,250,614. Work will be performed in San Diego, California, and is expected to be completed by April 2016. Fiscal 2015 operations and maintenance (Navy); working capital funds and fiscal 2015 research, development, test and evaluation funding in the amount of $36,591,818 will be obligated at the time of award. Fiscal 2015 operations and maintenance (Navy) funding in the amount of $32,232,033 will expire at the end of the current fiscal year. The Southwest Regional Maintenance Center, San Diego, California, is the contracting activity.


Logos Technologies Inc.,* Fairfax, Virginia, is being awarded a $32,840,745 cost-plus-fixed-fee contract for basic and applied research of compact sensor systems that could be flown on platforms such as the RQ-21 Blackjack, Tigershark, and RQ-8 Firescout for the Air Force and Army. The research conducted will leverage previous quick reaction capability efforts in the domains of wide area airborne surveillance, hyperspectral imaging, high resolution imaging, and light detection and ranging. Work will be performed in Fairfax, Virginia (75 percent); Yuma, Arizona (10 percent); Raleigh, North Carolina (5 percent); Dallas, Texas (2.5 percent); Los Angeles, California ( 2.5 percent); Boston, Massachusetts (2.5 percent); and Bridgewater, Virginia (2.5 percent), and is expected to be completed in June 2018. Fiscal 2015 research development test and evaluation (Air Force) funds in the amount of $1,710,000 are being obligated at the time of award, none of which will expire at the end of the current fiscal year. This contract was competitively procured via broad agency announcement. The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N68335-15-C-0148).


Boeing Co., St. Louis, Missouri, is being awarded $11,265,744 for firm-fixed-price delivery order 7003 under a previously awarded multiple award indefinite-delivery/indefinite-quantity contract (N00383-12-D-003H) for the repair of 28 units consisting of two different weapons repairable assemblies used in support of the F/A-18 outer wing panels at Naval Air Station Cecil Field, Jacksonville, Florida. Work will be performed in Jacksonville, Florida, and is expected to be completed by November 2016. Fiscal 2015 working capital (Navy) funds in the amount of $11,265,744 will be obligated at time of award, none of which will expire at the end of the current fiscal year. Naval Supply Systems Command Weapon Systems Support Philadelphia, Contracting Department, Philadelphia, Pennsylvania, is the contracting activity.


Computer Sciences Corp., Washington, District of Columbia, is being awarded an $8,394,246 cost-plus-fixed-fee modification to previously awarded contract (N00024-14-C-2307) to exercise an option for professional services in support of the Littoral Combat Ship (LCS) Program Office, PMS 501, and the LCS Fleet Introduction and Sustainment Program Office, PMS 505. This contract is for professional support services in the areas of test and evaluation, lifecycle engineering and support, logistics and operational readiness, program management, business and financial management, systems engineering, production planning and production engineering, manning, personnel and training, human systems integration analysis and engineering, data management engineering, and combat systems development. Work will be performed in Washington, District of Columbia, and is expected to be completed by September 2015. Fiscal 2014 shipbuilding and conversion (Navy); fiscal 2015 operations and maintenance (Navy) and fiscal 2014 and 2015 research and development funding in the amount of $8,394,246 will be obligated at the time of award and funds in the amount of $1,395,033 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.


Sikorsky Aircraft Corp., Stratford, Connecticut, is being awarded $7,710,680 for firm-fixed-price delivery order 4028 against a previously issued basic ordering agreement (N00019-14-G-0004) for non-recurring engineering (NRE), logistics and program support required to produce and deliver six Moving Map Integration (MMI) air vehicle production and installation kits, and associated supporting documentation for the Navy MH-60R/S aircraft. In addition, this order includes the NRE, logistics, production to ensure the MMI air vehicle production and installation kit, and supporting documentation can also be installed for the MH-60R aircraft for the governments of Australia and Denmark. The MMI air vehicle production and installation kit shall include the wiring and mounting bracket necessary to install an Advanced Data Transfer System (ADTS) Data Transfer Unit (DTU). The MMI air vehicle production and installation kit shall include provisions to allow connectivity of a Gen III, Gen V or Gen VI mission computer with the ADTS DTU and the rest of the MMI components. Work will be performed in Stratford, Connecticut (70 percent); Owego, New York (20 percent), and Patuxent River, Maryland (10 percent), and is expected to be completed in December 2017. Fiscal 2014 aircraft procurement (Navy) and foreign military sales funds in the amount of $7,710,680 will be obligated at time of award, none of which will expire at the end of the current fiscal year. This contract combines purchases for the Navy ($6,397,234; 83 percent); and the governments of Australia ($800,441; 10 percent) and Denmark ($513,005; 7 percent) under the Foreign Military Sales program. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.


ARMY
 

BAE Systems Ordnance Systems Inc., Kingsport, Tennessee, was awarded a $30,961,704 modification (P00560) to contract DAAA09-98-E-0006 to establish an insensitive munitions ingredients production facility. This is a modernization effort to modify Building G-8 to make it capable of ingredients production. Work will be performed in Kingsport, Tennessee, with an estimated completion date of March 30, 2018. Fiscal 2013 other funds in the amount of $22,538,584; and fiscal 2015 other funds in the amount of $8,423,120 are being obligated at the time of the award. Army Contracting Command, Rock Island, Illinois, is the contracting activity.
 

Upstate Construction Services Inc.,* East Syracuse, New York, was awarded a $19,408,103 firm-fixed-price contract with options for building of an unmanned aircraft systems hangar. Work will be performed at Fort Drum, New York, with an estimated completion date of Dec. 1, 2016. Bids were solicited via the Internet with eight received. Fiscal 2015 military construction funds in the amount of $19,408,103 are being obligated at the time of the award. Army Corps of Engineers, New York, New York, is the contracting activity (W912DS-15-C-0008).


Raytheon Co. Integrated Defense Systems, Andover, Maryland, was awarded a $16,999,000 modification (P00004) to contract (W9113M-15-C-0001) for a requirement to exercise option one for services to provide continued field and sustainment level maintenance supporting one Joint Land Elevated Netted System (JLENS) orbit deployed at Aberdeen Proving Ground, Maryland. Services provided are in support of satisfying the JLENS orbit employment in an operational exercise in support of Homeland Defense and as part of Operation Noble Eagle. Fiscal 2015 research, development, test and evaluation funds in the amount of $16,999,000 were obligated at the time of the award. Estimated completion date is Dec. 31, 2015. Work will be performed at Aberdeen Proving Ground, Maryland (88 percent); and Elizabeth City, North Carolina (12 percent). Army Space and Missile Defense Command, Huntsville, Alabama, is the contracting activity.


DEFENSE LOGISTICS AGENCY


Lockheed Martin MS2, Owego, New York, has been awarded a maximum $9,933,000 firm-fixed-price delivery order (0001) against corporate contract SPRWA1-13-D-2000 for flight computers in support of the NAVAIR H-60 program. This was a sole source acquisition using justification 10 USC 2304 (c)(1). Location of performance is New York, with an Oct. 31, 2018, performance completion date. Using service is Navy. Type of appropriation is fiscal 2015 through fiscal 2018 aircraft procurement Navy funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.
 

AIR FORCE
 

Ohio Aerospace Institute, Brook Park, Ohio, has been awarded an $8,750,000 cost-plus-fixed-fee contract for research and data relating to Engineered Surfaces, Materials and Coatings (ESMC) for aircraft drag reduction. This contract provides for the accelerated development, demonstration, and transitioning of ESMC technology to reduce drag and fuel burn of the legacy fleet. The location of performance is Brook Park, Ohio. Fiscal 2014 research, development, test and evaluation funds in the amount of $311,583 are being obligated at the time of the award. The work is expected to be complete by May 4, 2020. This award is the result of a competitive acquisition with 10 offers received. Air Force Research Laboratory, Wright Patterson Air Force Base, Ohio is the contracting activity (FA8650-15-C-2510).
